Private enterprises are an important force in promoting economic and social development and the main force in innovation and development. At this meeting, Chen Ke, a member of the Provincial Committee of the Chinese People's Political Consultative Conference, made a speech entitled "Enhancing the Technological Innovation Ability of Private Enterprises to Help Liaoning's High-quality Development" on behalf of the Population, Resources and Environment Committee of the Provincial CPPCC Committee, and proposed that the implementation of innovation-driven development and support for private enterprises to improve their technological innovation capabilities are of great significance to promoting the comprehensive revitalization and all-round revitalization of Liaoning.

Through research, the Provincial COMMITTEE of the Chinese People's Political Consultative Conference learned that private enterprises in our province are facing some problems that cannot be ignored in technological innovation, mainly reflected in: insufficient capital investment, relatively insufficient driving force for innovation, insufficient transformation of scientific research achievements, and relative shortage of scientific and technological talents. To this end, specific recommendations are made:

Strengthen policy support and improve the market environment. Government departments should accelerate the transformation of functions, deepen the reform of "decentralization and management of services", and promote private enterprises to become the main body of innovation. It is necessary to improve the mechanism for investing in science and technology, give play to the leverage role of financial funds, and use limited funds in key links of technological innovation. It is necessary to comprehensively use methods such as discounts, tax reductions and exemptions, and the establishment of guarantee funds to provide convenient conditions for the financing of private enterprises and help private enterprises solve the problems of "difficult financing" and "expensive financing".

Build a cooperation platform and unite innovation synergy. The government should build a public service platform and support private enterprises, institutions of higher learning, and scientific research institutes to establish an industry-university-research cooperation system through the establishment of special funds. It is necessary to implement the autonomy of colleges and universities and scientific research institutes in selecting and employing people, scientific research projects, post setting, and professional title evaluation, and encourage scientific research institutes of colleges and universities to cooperate with private enterprises to promote the transformation of achievements.

The Human Resources and Environmental Protection Committee of the Provincial CPPCC Committee called for cultivating a team of entrepreneurs and cultivating the soil for innovation. Entrepreneurs are the "soul" of independent innovation. Provincial, municipal and county governments at all levels should create a team of entrepreneurs with international vision and pioneering spirit through exchanges, training, policy incentives, etc. Private enterprises should establish brand awareness and innovation awareness, increase investment in new products and new processes, and improve the overall innovation ability of enterprises.

Implement the talent strategy and strengthen the talent reserve. It is necessary to improve the policy for the introduction of high-level talents in private enterprises in our province, and flexibly adopt methods such as "technology shareholding", "migratory bird engineer" and "Sunday engineer" to support private enterprises to introduce and use talents well. Governments at all levels should introduce policies to guarantee talent services, provide convenience for high-end talents to settle down, enroll their children in school, housing, etc., and relieve the worries of all kinds of talents working in private enterprises.
