The imperial court organized immigrants from Shandong and Shanxi to settle in Hebei, and at the same time, some spontaneously formed displaced people also came to Hebei.
In July 1428, such a case was recorded in the Ming Shilu of the Ming Xuanzong Dynasty. It is said that Liu Zhong, a commoner in Qingzhou Prefecture, Shandong Province, said that more than 200 displaced families headed by him came to settle in the area of Zaoqiang County in today's Hebei Province more than 20 years ago in order to evade taxes, and now they have established a family, and now "Yousi has returned to Shandong", and they hope to obtain the official household registration of Zaoqiang.
More than 20 years ago, during the reign of Emperor Yongle of Ming Chengzu, the people of Qingzhou Province, who were many and small in land, spontaneously came to Hebei to settle down, and this group of people was called displaced people. After coming here, because they were not official immigrants organized by the government, they did not have a household registration, and their identity was similar to what is called "black household" today. The Qingzhou government wanted to repatriate them to their places of origin to continue their lives and pay the taxes they had owed.
Later, Emperor Xuande personally ruled against Shangshu Xia Yuanji, saying: "Each of them is my own soil, but the people are safe." At the same time, the emperor also ordered that such incidents should be resolutely prevented from happening again, and if there were any more cases of displaced people settling in other places without paying taxes, the leading people would be exiled to the far evil border to charge the army, and the matter would come to an end.
Emperor Xuande's wind evaluation is good, this matter is also handled very popularly, most of these people have settled in Zaoqiang for more than 20 years have already established a family, and then forced to relocate them is bound to intensify the contradiction. Moreover, it is conceivable that there were not a few displaced people who moved from Shandong to Hebei in that year, and if these more than 200 households were brought to justice, the psychological impact on others would also be huge.
Moreover, after these people move back to Shandong, they have no land and no houses, and they are bound to be dissatisfied, and the economic foundation they have worked so hard to lay in Zaoqiang will also be occupied, so that if the contradictions are intensified, they will provoke popular unrest, and the impact on the spontaneous formation of immigrants will be very bad.
