According to the Heilongjiang Daily, on September 11, Heihe City held a meeting of leading cadres of the whole city to announce the decision of the provincial party committee on the appointment and dismissal of leading cadres in Heihe City, and Comrade Li Xiwen was appointed as a member, standing committee member, and secretary of the Heihe Municipal Party Committee.

According to the public resume, Li Xiwen was born in May 1969, and after graduating from Heilongjiang University in 1991, he stayed on to work at the university and served as the secretary of the president's office of Heilongjiang University.

In 1998, Li Xiwen was transferred to the Propaganda Department of the Heilongjiang Provincial Party Committee, where he served as deputy director of the Office of the Propaganda Department of the Heilongjiang Provincial Party Committee, and in 2002, he was appointed as the director of the Foreign Liaison Office of the Foreign Propaganda Office of the Heilongjiang Provincial Party Committee.
