However, the notice did not inform the detailed plan, and the owner was worried that the move would affect the closure of the community. In this regard, the staff of the Zengjiang Street Office told reporters that the matter was only publicized, taking into account the objections that the plan had been terminated.

According to the owner, in August, they suddenly received a notice, saying that in response to the call of the district party committee and district government for BAIC (Guangzhou) Automobile Co., Ltd. to vigorously support the work of "speeding up production expansion" and promoting the social and economic development of Zengcheng District and Zengjiang Street, according to the guiding spirit of a meeting minutes document, it is planned to incorporate the BAIC cadre building into the unified management of Yipinshan Lake Community.

According to the notice, after being included in the management, the BAIC Cadre Building will pay the corresponding daily management and maintenance fees in accordance with the current relevant charges (property fees, utility fees, parking fees, etc.) of the Yipinshan Lake Community, and follow the rules and regulations of the Yipinshan Lake Community for unified management, but it does not mention how the public resources of the two sides will be distributed after unified management. There are three units in the notice: Guangzhou Zengcheng District Zengjiang Street Planning and Construction Office, Guangzhou Municipal Real Estate Development Co., Ltd., and Guangzhou Municipal Property Management Co., Ltd.

More than 400 households have been accommodated in the community, and no owner claimed to know before buying a house. Mr. Han told reporters that the owners are generally worried about whether the public resources of the community, especially the parking spaces, will be shared with the residents of the BAIC cadre building after the merger management.

The owner, Mr. Wang, said that the merger procedure was suspected of being non-compliant, first of all, he suspected that the Yipinshanhu Community and the BAIC Employee Apartment belonged to different property rights, and the Property Management Regulations stipulated that the red line map range determined by the construction land planning permit or the land use right certificate was generally demarcated as a property service area, and when the newly built property was sold, the construction unit should publish the property service area in a conspicuous position at the sales site and make it clear in the housing sale contract. According to Article 18 of the "Contract for the Transfer of the Right to Use State-owned Construction Land" signed by the Zengcheng Land Resources and Housing Administration Bureau and Guangzhou Municipal Real Estate Co., Ltd. in 2011, the architectural design and apartment design of the apartment should be included in the overall planning and design of the residential area, and shall not be separated from the ordinary commercial housing, and can be integrated in the layout of the commercial housing, which is conducive to the coordination of the overall effect in the area.

The owner of Yipinshan Lake Community said that the latest response received by the 12345 hotline said that the property service area that has been demarcated needs to be merged or divided to the district housing administrative department to propose an adjustment plan, as of now, the relevant units have not received an application for the merger of yipinshan Lake Garden or BAIC to merge the property area.
