In order to implement the requirements of the "most stringent standards", in accordance with the provisions of the Food Safety Law, we have formulated the "2019 National Food Safety Standards Project Plan". It is hereby issued to you, please organize and implement it carefully. The requirements are as follows:
First, do a good job in drafting standards. The drafting of standards shall be based on the results of food safety risk assessment, with the purpose of ensuring health, fully considering the level of China's economic development and objective actual needs, and may refer to relevant international standards and risk assessment results, in-depth investigation and research, to ensure that the standards are rigorous and the indicators are set scientifically and reasonably.
Second, the project lead unit is responsible for setting up a standard drafting cooperation group to ensure that the project undertaking units divide labor and cooperate, cooperate closely, complement each other's advantages, and fully mobilize the role of relevant units and field experts such as regulatory departments, industry organizations, enterprises, scientific research institutions and professional institutions.
3. The project undertaking unit logs on to the National Food Safety Standard Management Information System (http://bz.cfsa.net.cn), fills in and prints the 2019 National Food Safety Standard Formulation and Revision Project Entrustment Agreement or Purchase Service Contract, which is signed by the relevant person in charge of the project undertaking unit and stamped with the official seal of the unit, and submitted to the Secretariat Office of the National Food Safety Standards Review Committee (hereinafter referred to as the Secretariat Office) before August 20, 2019.
Fourth, the project undertaking unit shall formulate a work plan, project road map and schedule in strict accordance with the requirements of the agreement or contract to ensure the standard quality and work progress. The project undertaking unit shall be fully responsible for the text of the standard formulated, to ensure that the standard is accurate in all aspects of drafting, submission for review, revision, proofreading, printing, interpretation, etc., and for errors, it will be warned, interviewed, and criticized according to the situation until the project undertaking qualification is cancelled. After the entrusted project is completed, a final account report on the funds shall be submitted to the secretariat office in accordance with the regulations, and the final account report of the funds shall be signed and stamped by the person in charge of finance and the relevant person in charge of the unit.
