Recently, the State Administration for Market Regulation issued a notice on the unqualified sampling of 18 batches of food [2021 No. 27], showing that Taobao Foodie Cat Snack World (the operator is Huichengkoukoujia Wholesaler, Xinhui District, Jiangmen City, Guangdong Province) sold on Taobao, nominally Produced by Guangzhou Wanmi Food Co., Ltd. (hereinafter referred to as "Wanmi Food Company" in Guangdong Province) (production date: 2020/10/27; specification model: 250g/bag), After the inspection of Guangzhou Inspection and Certification Group Co., Ltd., it was found that the bright blue, sunset yellow and carmine test values did not meet the provisions of the national food safety standards. Wanmi Food Company raised objections to the authenticity of the product, and the Guangdong Provincial Market Supervision Bureau did not recognize its objections after verification.
It is understood that bright blue, sunset yellow, carmine are common synthetic colorants, widely used in food production. The National Standard for Food Safety And the Standard for the Use of Food Additives (GB 2760-2014) (hereinafter referred to as "GB 2760-2014") stipulates that the maximum use of bright blue in candied fruits is 0.025g/kg. If the long-term intake of bright blue exceeds the standard of food, there is a possibility of teratogenicity and carcinogenicity. GB 2760-2014 stipulates that the maximum use of sunset yellow in candied fruits is 0.1g/kg. If the long-term intake of foods exceeding the standard of sunset yellow, it will cause harm to human health, and may cause rubella, urticaria, diarrhea, and ADHD. GB 2760-2014 stipulates that the maximum use of carmine in candied fruits is 0.05g/kg. Carmine has no poisoning phenomenon in animal tests, but if the long-term intake of carmine exceeds the standard of food, there is a possibility of teratogenicity and carcinogenicity. The reason for the three candied fruits exceeding the standard: it may be that the measurement in the production process is not accurate, resulting in the product exceeding the standard, or it may be that the production enterprise overuses it to improve the color of the product and increase the market value, or it may be that the enterprise adulterates and abuses the pigment.
For the unqualified food found in the above-mentioned sampling inspection, the State Administration for Market Regulation has instructed the local market supervision department to organize verification and disposal, find out the flow of products, and urge enterprises to take measures such as removing shelves and recalling to control risks; for violations of laws and regulations, strictly deal with them according to law.
The food sampling inspection was unqualified, and the fine was collected twice this year
China Quality News Network combed the relevant information and found that Wanmi Food Company was punished twice by the Guangzhou Municipal Market Supervision Department this year because of its food sampling inspection.
According to the Administrative Penalty Decision of the Guangzhou Liwan District Market Supervision Bureau [(Sui Li) Municipal Supervision Penalty [2021] No. 85], on November 3, 2020, Guangzhou Inspection and Testing Certification Group Co., Ltd. (entrusted by the State Administration for Market Regulation) conducted a food safety supervision and sampling inspection of the chemical plum strips (production date: 2020-10-27, nominal producer: Guangzhou Wanmi Food Co., Ltd.) operated by Huichengkoukou Wholesale Commercial Bank in Xinhui District. The inspection results show that the above products bright blue, sunset yellow, carmine items do not meet the requirements of GB 2760-2014. On December 2, 2020, law enforcement officers delivered the product "Inspection Report" to Wanmi Food Company. On December 3, 2020, Wanmi Food Company filed an objection application with the Guangdong Provincial Market Supervision Bureau. On March 11, 2021, the Guangdong Provincial Market Supervision Bureau issued a notice of the result of the objection application, which did not recognize the objection.
It is reported that on October 27, 2020, Wanmi Food Company produced 120 packages of nuclear plum strips involved in the case, totaling 720 catties. And on October 28, 2020, all sold out at a price of 10.8 yuan / catty. Guangzhou Liwan District Market Supervision Bureau said that Wanmi Food Company's behavior violated Article 34 (4) of the Food Safety Law: it is prohibited to produce and operate "food that exceeds the scope and limit of the use of food additives". On April 21, 2021, Wanmi Food Company was confiscated 576 yuan of illegal gains and fined 70,000 yuan.
According to the Administrative Penalty Decision of the Market Supervision Bureau of Liwan District of Guangzhou (Suili Municipal Supervision Office Zi [2021] No. 107), on January 8, 2021, Guangdong Ark Detection Technology Co., Ltd. (entrusted by the Market Supervision Bureau of Boluo County, Huizhou City, Guangdong Province) conducted a food safety supervision and sampling inspection of the Eight Immortals Fruit (production date: November 22, 2020, nominal producer: Guangzhou Wanmi Food Co., Ltd.) operated by the New Oriental Friendship Shopping Mall in Taimei Town, Boluo County. The inspection results show that the above-mentioned product lemon yellow and its aluminum lake (in terms of lemon yellow) do not meet the requirements of GB 2760-2014.
It is reported that Wanmi Food Company produced a total of 10 packs of eight immortal fruits in the batch, a total of 60 pounds, in addition to 5 pounds of samples and 1 pound of factory inspection, the remaining 9 packs were all sold at a price of 36 yuan / bag. Guangzhou Liwan District Market Supervision Bureau said that Wanmi Food Company's behavior violated Article 34 (4) of the Food Safety Law, and on May 24, 2021, Wanmi Food Company was confiscated 54 yuan of illegal gains and fined 50,000 yuan.
Food quality problems have been exposed many times before
China Quality News Network noted that as early as a few years ago, Wanmi Food Company exposed food quality problems.
According to the food sampling situation announced by the former Guangdong Provincial Food and Drug Administration in May 2017, the mold detection value of 300 grams/bag of sugar winter melon (sugar frosting) produced by Guangzhou Wanmi Food Co., Ltd. on December 21, 2016, sold by the Grandview Plaza Branch of Guangzhou Baijia Supermarket Co., Ltd., was 1180 times higher than the standard (not more than 50CFU/g).
According to the food supervision and sampling information previously released by the former Guangdong Provincial Food and Drug Administration (No. 49, 2016), the crispy green beans with a specification of 110 grams per bag produced by Guangzhou Wanmi Food Co., Ltd. on March 26, 2016 were detected to exceed the lead standard.
According to the food supervision and sampling information of the 9th issue of 2016 previously released by the former Huizhou Food and Drug Administration of Guangdong Province, the total number of colonies detected by the nominal Guangzhou Wanmi Food Co., Ltd. (candied food) (production date: 2016.05.16) was detected to exceed the standard.
In addition, data from the National Enterprise Credit Information Publicity System shows that Wanmi Food Company was included in the list of abnormal operations by the former Liwan Branch of the Guangzhou Municipal Bureau of Industry and Commerce on September 29, 2017, because it could not be contacted through its registered residence or business premises, and was later corrected and removed from the abnormal operation directory by the bureau on December 27, 2017. According to the data of Tianyancha, Wanmi Food Company has become the executor four times (2011 to 2017), and the total amount of execution exceeds 70,000 yuan.
