Recently, the Organization Department of the Zhejiang Provincial PARTY Committee announced the proposed positions of two cadres at the county and department levels. The two cadres announced this time, one member of the Standing Committee of the county party committee, a deputy county chief, and a county chief, are all in other provinces and cities.
Among them, Zhou Mingjun, a member of the Standing Committee of the Longyou County CPC Committee and deputy county governor, was born in August 1986 and intends to be nominated as a candidate for the mayor of a county (city, district) in other provinces.
Recently, another cadre has taken up posts across provinces, which has also aroused social concern. On September 2, Pingliang City, Gansu Province, appointed a vice mayor, Qi Peng, a "post-80s" cadre who was the former mayor of Jingwu Town, Xiqing District, Tianjin.
It is common for cadres to serve in different places. In recent years, from the provincial and ministerial levels to the departmental and bureau levels, there have been more and more cases of cross-provincial exchanges of cadres. However, it is rare for county and department-level cadres to serve in different places. Will this be a new trend?
A large number of officials cross provinces
The exchange of provincial and ministerial cadres across provinces is a very common thing. This stems from the cadre management authority of Party committees at all levels and their organizational (personnel) departments. Under normal circumstances, the "central management cadres" are adjusted nationwide, while the "provincial (autonomous region, municipal) management cadres" are adjusted within the province (autonomous region, city).
The change came at the end of 2019. After entering the end of December, most of the provinces, autonomous regions and municipalities in the country ushered in the cross-provincial post of cadres at the departmental and bureau levels. Beijing, Tianjin, Shanghai, and Chongqing have also had cadres from other provinces (autonomous regions and municipalities) in their new posts.
At that time, Chongqing welcomed three cross-provincial new recruits in one day, and three cadres from Sichuan, Tibet and Gansu went to Chongqing's Dazu District, Tongliang District and Tongnan District to take up posts. At the same time, Tang Yi, who has been working in Chongqing for a long time, went north to Inner Mongolia as the mayor of Wuhai City when he was a member of the Standing Committee of the Rongchang District CPC Committee and executive deputy district governor.
Shanghai welcomed two new inter-provincial newcomers. Li Qian, the current mayor of Songjiang District, is from Chongqing, and Xue Kan, the current mayor of Yangpu District, is from Fujian. At the same time, among the Shanghai cadres, Tang Hailong and Fan Shaojun went north to take up posts in Beijing and Tianjin respectively, and Li Yueqi went to neighboring provinces to serve as secretary of the Taizhou Municipal Party Committee in Zhejiang.
According to media reports, Wang Liqi, then deputy secretary of the Qiqihar Municipal Party Committee in Heilongjiang Province, was the youngest inter-provincial newcomer at that time, born in 1977, who went to Jiuquan in Gansu at the end of 2019 and was elected mayor in January of the following year, becoming the youngest prefecture-level city mayor at that time.
Why such a big move? At the Wuhai City Cadre Conference at that time, the speech of the relevant person in charge of the Organization Department of the Inner Mongolia Party Committee revealed one or two. He said that the organization of the Central Organization Department to organize the exchange of cadres across provinces, regions and cities is an important measure to implement the spirit of General Secretary Xi Jinping's important instructions on organizational work, strengthen the construction of leading bodies and leading cadres, and is of great significance for promoting high-quality economic and social development and promoting the modernization of the national governance system and governance capabilities.
A number of people have already taken up new positions
In fact, the signal of selecting outstanding cadres to exchange work across provinces, cities, and districts has long been sent. In March 2019, the Central Committee of the Communist Party of China issued the revised Regulations on the Selection and Appointment of Party and Government Leading Cadres. Article 51 of the "Regulations" clearly states that "the exchange system of party and government leading cadres shall be implemented".
The "Regulations" show that the focus of the exchange was on leading members of local party committees and governments at or above the county level, and on the main leading members of the Discipline Inspection Commission, the Discipline Inspection Commission, the courts, procuratorates, party committees, and some government work departments.
The "Regulations" also make it clear that the overall planning of work should be strengthened and the exchange of cadres should be intensified. Promote cadre exchanges between localities and departments, between regions, between departments, between party and government organs and state-owned enterprises and institutions, and between other social organizations, and promote the formation of a benign working mechanism for cadres and talents of state-owned enterprises, public institutions, and social organizations to enter party and government organs in a timely manner.
Most of the cross-provincial newcomers in this round have served as the top leaders of the regional party and government.
In the more than 1 year since taking up his new post, many people's positions have changed. For example, the aforementioned Wang Liqi took up his new post in July this year and became the secretary of the Jiuquan Municipal Party Committee, known as the youngest secretary of the prefecture-level municipal party committee. Tang Yi, the former mayor of Wuhai, also took office as the new secretary of the Wuhai Municipal Party Committee in April this year.
Also experiencing the second new appointment is Li Shifeng. Li Shifeng is a native of Ningbo, Zhejiang Province, and has worked in Nanjing, Jiangsu Province for a long time, successively serving as a member of the Standing Committee of the Pukou District Committee of Nanjing, the director of the Propaganda Department, the director of the Foreign Affairs Office of the Nanjing Municipal Government, the mayor of Yuhuatai District, and the secretary of the Xuanwu District Party Committee.
In December 2019, Li Shifeng, a deputy departmental-level cadre, became a candidate for the central government to send inter-provincial promotion and exchange cadres, and he left Nanjing last January to cross the province to Heilongjiang to become the mayor of Heihe City. In June this year, he was reappointed secretary of the Daqing Municipal Party Committee.
In this regard, many experts and people engaged in organizational work believe that cross-provincial and cross-system exchanges are conducive to the growth of cadres, and this is also a method of discovering cadres, cultivating cadres, and screening cadres. Relevant experts believe that in the future, the secretaries of prefectural-level municipal party committees and even mayors will serve across provinces, which will become more and more common.
New changes: inter-provincial promotion at the county and division level
The changes continue.
This "Pre-appointment Public Notice" issued by the Organization Department of the Zhejiang Provincial Party Committee can be glimpsed. This public announcement clearly pointed out that the cadres who were announced this time were "arranged and deployed in accordance with the unified arrangements of the Central Organization Department" and "intended to be exchanged and promoted to posts in other provinces."
Judging from his resume, Zhou Mingjun should have been promoted from a deputy post at the county and department level across provinces to a county-level department level.
Zhou Mingjun is a "post-85" cadre. According to the public resume, Zhou Mingjun graduated from Southeast University in 2008, and after graduation, he entered the United Front Work Department of the Quzhou Municipal Party Committee, successively serving as deputy director of the Liaison Office and deputy director of the office.
In 2014, Zhou Mingjun was appointed director of the office of the United Front Work Department of the Quzhou Municipal Party Committee. From September 2017 to March 2018, he was the director of the Research Office of the United Front Work Department of the Quzhou Municipal Party Committee, and in January 2018, he was also a member of the Ministerial Council. In 2019, Zhou Mingjun was appointed deputy director of the United Front Work Department of the Quzhou Municipal Party Committee in Zhejiang Province, and a year later, he was transferred to the Standing Committee of the Kaihua County Party Committee of Zhejiang Province and the Secretary of the Party Committee of Chinatown, and in April this year, he was transferred to the Standing Committee of the Longyou County Party Committee and deputy county governor.
Another cadre in this announcement is Wang Binda, deputy secretary of the Xianju County PARTY Committee and county magistrate, who is to be nominated as a candidate for vice mayor of a districted city in another province. That is to say, the county and department level of the main post across provinces to promote to the deputy department level cadres.
Born in November 1979 in Hangzhou, Zhejiang, Wang Binda joined the Communist Party of China in December 2002 and began working in July 2003. He once served as a member of the Party Committee and deputy director of the Development and Reform Bureau of Shangcheng District of Hangzhou, a member of the Party Committee and deputy director of the Development and Economic Informatization Bureau, a deputy secretary and director of the Party Working Committee of Ziyang Street in Shangcheng District, a secretary of the Party Working Committee of Nanxing Street, a deputy commander of the Yuhuangshan South Headquarters, a joint party secretary of the Yuhuangshan South Fund Town Management Committee, a deputy director of the Management Committee of Hangzhou High-tech Zone, and a deputy mayor of Binjiang District, and after August 2020, he served as deputy secretary of the Xianju County Party Committee and county chief.
In fact, at the end of 2019, when a large number of departmental and bureau-level cadres crossed provinces, two county chiefs were also promoted across provinces. One of them is Chen Liyu, the county magistrate of Changtai County, Fujian Province. In December 2019, Chen Liyu, then 35, went north to serve as the deputy mayor of Ninghe District of Tianjin, and a year later became the deputy mayor of Xiqing District of Tianjin. The other is Wang Xudong, the county magistrate of Pingnan County. Wang Xudong, born in 1977, also went to Tianjin to serve and is currently the deputy mayor of Jizhou District.
Recently, Tianjin also has a "post-80s" cadre who has been adjusted across provinces. On August 15, the Organization Department of the Tianjin Municipal Party Committee issued a pre-appointment announcement for cadres, announcing qi Peng who intends to be exchanged and promoted to other provinces and cities.
Qi Peng was born in October 1980, full-time university degree, master of engineering, member of the Communist Party of China. Qi Peng has worked in the Tianjin Municipal Science and Technology Commission and the Tianjin Municipal Science and Technology Bureau, and has been the deputy secretary and director of the office of the Chilong South Subdistrict Working Committee of the Xiqing District Committee since March 2020, the deputy secretary of the party committee and the mayor of Jingwu Town in Xiqing District since December 2020, and the deputy secretary of the party committee and mayor of Jingwu Town since January 2021.
On September 2, the 32nd meeting of the Standing Committee of the Fourth People's Congress of Pingliang City passed the "List of Decisions and Appointments of the Standing Committee of the Pingliang Municipal People's Congress", and decided to appoint Qi Peng as the vice mayor of the Pingliang Municipal People's Government.
