In accordance with the needs of epidemic prevention and control, it has been decided to implement traffic control measures to restrict the passage of vehicles throughout the city, and the relevant matters are hereby notified as follows:
1. From 12:00 on February 5, 2020, all motor vehicles and electric vehicles except the following vehicles will be restricted from driving on the road throughout the city.
1. Medical staff driving a vehicle (need to hold a doctor's card, nurse's certificate, pharmacist's card, technician's certificate, hospital work card or employee card, etc.);
2. Rescue, firefighting, rescue and rescue, sanitation and cleaning and other special vehicles;
3. Vehicles undertaking epidemic prevention and control tasks such as specimen inspection, medical emergency, epidemic prevention materials and personnel transportation, command and dispatch, and transportation of civilian biological resources (superior passes are required);
4. Vehicles holding special vehicle permits for epidemic prevention and control personnel in Linhai City.

Vehicles transporting pregnant women waiting for delivery, sick medical personnel, passengers leaving the sea by means of transportation such as trains (passenger booking records are required), and vehicles leaving the sea by self-driving, are allowed to pass after being determined by the on-site duty personnel on the road.
3. Driving on the road in violation of regulations shall be handled by the municipal public security traffic management department in accordance with the relevant provisions of the violation of traffic restrictions or violations of traffic control. Those who meet the conditions for withholding the car will be detained.
4. The time for lifting traffic control will be announced separately.

Personnel participating in epidemic prevention and control work and working in ensuring the operation of public utilities, the livelihood of the masses, and other important positions involving important national economy and people's livelihood shall pass through with work certificates or supporting documents.
2. Where a person drives on the road in violation of regulations, the municipal public security traffic management department shall handle it in accordance with the relevant provisions of the violation of traffic restrictions or violations of traffic control. 3.
