Member Sun Jie: We should build an operating system that is compatible with the overall planning of endowment insurance throughout the country

Since the Social Insurance Law in 2010 made the provision that "the basic pension insurance fund gradually realizes the national overall planning", the national overall planning has become an important issue in the reform of the pension insurance system. As the peak retirement of male insured persons approaches in 2022, the urgency of this reform is even more prominent.

"The 14th Five-Year Plan is the best and final window for the implementation of national overall planning, and now it is a critical period for stepping up the formulation of specific plans and preparing for implementation." Sun Jie, member of the National Committee of the Chinese People's Political Consultative Conference and member of the China Democratic National Construction Association, said that the national overall planning of pension insurance involves a wide range of reform topics, and on the basis of the basic stereotyping of the system model and the principle of the division of responsibilities and powers of the central and local governments, the design of the corresponding social security management system is particularly important, and the appropriate organizational structure, operating mechanism, human resources allocation, information system construction and supervision authority arrangement are the guarantee of system implementation and effectiveness.

It is understood that at present, the basic endowment insurance for enterprise employees implements the provincial overall planning of the fund or the provincial adjustment, and in the organizational structure and management system of the handling agencies, a small number implement vertical management (the province unifies the management of people, management, and money for cities and counties), and most of them implement the system of setting up separate institutions and hierarchical management according to the administrative level.

Sun Jie believes that the current prominent contradictions and problems are mainly reflected in: First, the power and financial power of governments at all levels are not clear, there is a widespread phenomenon of game between upper and lower levels, and the fairness of policies is flawed, which can easily lead to inter-regional comparisons; second, social security institutions at all levels lack organizational consistency and coordination, and vertical and horizontal coordination is not smooth, affecting service efficiency and the enthusiasm of grass-roots staff; third, the unified standardization of business and information systems is insufficient, and it is difficult to fully adapt to the needs of mobility and high-level decision-making.

"These contradictions will be faced and become more prominent in the national overall planning, which also shows that the national overall planning rationalizes the direction and focus of the management system, and provides an excellent opportunity to resolve the contradictions." Sun Jie said that in accordance with the decision-making and deployment of the central government to promote the modernization of the national governance system and governance capabilities, the direction of reform and innovation of the pension insurance management system is to strengthen the central authority and reduce and standardize the common power of the central government; the second is to improve the organizational system and establish an authoritative and efficient management system; the third is to build a national integrated social security public service platform based on the insured people.

For the establishment and improvement of the operating institutions that are compatible with the national overall planning of endowment insurance, Sun Jie put forward suggestions from the central and local levels.

At the central level, there are three plans, one is to set up a separate institution, unchanged subordination, that is, the current Ministry of Human Resources and Social Security Social Security Center into the National Endowment Insurance Bureau, currently specializing in the national overall planning of the basic endowment insurance for enterprise employees in the country, and expanding to handle and manage other endowment insurance affairs as appropriate in the future; the second is to set up a separate institution, improve the specifications, and the establishment of institutions and functions are the same plan, but directly under the leadership of the State Council, to enhance authority; the third is to set up a unified institution and improve the specifications, that is, to establish the State Social Security Administration directly under the State Council. It is in charge of all social security (including administrative management and handling affairs), of which the pension insurance fund is coordinated nationwide, the pension insurance bureau within the General Administration is responsible for policy formulation, and the social security center affiliated to the General Bureau is responsible for handling and operating management. Comparing the reform costs and performance of various programs, at the local level, the social security administrative management agency should be consistent with the central government's choice of the plan, and the handling agency should be established according to the different levels of fund co-ordination - the national co-ordinated projects shall be set up by the central government, and the local co-ordinated projects shall be set up by the provinces themselves as special or comprehensive agencies.
