According to public information, Li Yugang, male, Han ethnicity, born in August 1965, pi county, Jiangsu, joined the work in August 1985, joined the Communist Party of China in March 1989, graduated from the Party School of the Heilongjiang Provincial Party Committee with a master's degree in economic management, a master of business administration for senior executives, and an engineer.

Li Yugang worked in Jixi City, Heilongjiang for many years, successively serving in Jixi Sanjian Company, The Municipal Youth League Committee, and Mashan District, and became a member of the Standing Committee of the Municipal Party Committee and the Secretary of the Political and Legal Committee in 2002, and was transferred to the Standing Committee of the Municipal Party Committee and Vice Mayor four years later.

In 2011, Li Yugang was transferred to the Standing Committee and Vice Mayor of Mudanjiang Municipal Party Committee, and three years later, he went to Shuangyashan City to take up a new post and was promoted to mayor.

In 2016, Li Yugang ushered in the second municipal government "number one" position, serving as the mayor of Qiqihar City. In March 2021, Li Yugang succeeded Sun Yan, who has been promoted to vice chairman of the Standing Committee of the Heilongjiang Provincial People's Congress, as the secretary of the Qiqihar Municipal Party Committee for seven months.
