On October 18, 2024, the State Administration of Taxation, the Ministry of Finance, and China State Railway Group Co., Ltd. announced that from November 1, 2024, a fully digital passenger e-invoice service will be promoted on railways across the country.

An electronic invoice is a receipt and payment reimbursement voucher issued by a railway transport enterprise to the service purchaser (which can be an individual, an enterprise or institution) in the form of a data message in accordance with the provisions of the tax authorities after providing domestic passenger transport services, and has the same legal effect as a paper VAT invoice.

Compared with the railway paper reimbursement voucher, the face of the electronic invoice retains the passenger information and itinerary information, and adds the name of the purchaser and the unified social credit code. To obtain more convenient and safer, passengers can apply for the issuance of electronic invoices online through the railway 12306, without going to the station window or self-service ticket vending (pick-up) machine, and can be downloaded and printed repeatedly to avoid the loss and damage of invoices; The use of electronic invoices is more efficient and economical, and the electronic invoice adopts the information storage and transmission method, so that the buyer can handle the inspection, tax deduction and other businesses online, effectively reducing the management cost; The operation is more economical and environmentally friendly, and the whole process of electronic invoicing is paperless, which minimizes paper consumption and promotes enterprise cost saving and consumption reduction.

Within 180 days after the end of the trip or after paying the refund (change) fee (hereinafter referred to as the 180 days), passengers can log in to their railway 12306 account to apply for the issuance of electronic invoices, and after entering the name of the buyer, unified social credit code and other information, the system will issue electronic invoices according to the facts, and upload the data file of the electronic invoice to the tax department. Passengers can check and download electronic invoices through Railway 12306 or Individual Income Tax App.

If the invoice information is incorrect, or the itinerary is changed due to the suspension of transportation services, the passenger can re-apply for a new e-invoice within 180 days according to the accurate information or the actual itinerary, and the original e-invoice will be invalid.

The purchaser can check, download, and deduct the electronic invoice through the tax digital account of the electronic invoice service platform of the State Administration of Taxation, and can also check through the national VAT invoice inspection platform. After the railway transport enterprise issues an electronic invoice for passengers, it will no longer provide paper reimbursement vouchers, and passengers cannot issue electronic invoices and paper reimbursement vouchers at the same time; Cross-border passenger transport business will continue to use the current railway reimbursement vouchers.
