At present, railway passenger transport uses paper tickets as reimbursement vouchers. The State Administration of Taxation and the China Railway Group have completed the docking and transformation of the railway invoice electronic information system, and have the conditions for national implementation.
With the adoption of fully digitized electronic invoices, passengers no longer need to print paper reimbursement vouchers at railway stations, ticket sales outlets, and self-service machines. For the unit, financial personnel can carry out paperless reimbursement, accounting, archiving, storage and other services based on electronic invoices to improve work efficiency. In addition, with the significant reduction in the use of railway paper tickets, the cost of printing tickets and terminal self-service machine maintenance of railway transport enterprises will also be greatly reduced.
According to the announcement, passengers can obtain electronic invoices through the railway 12306 website and mobile client after the end of the trip or after paying the refund and change fees, and can inquire, download and print them; Units can not only query, inspect, download, print and confirm the use of electronic invoices through the tax digital account, but also through the national VAT invoice inspection platform.
According to reports, for the convenience of passengers and units, railway passenger transport has set up a transition period in the implementation and use of fully digitized electronic invoices, and the transition period is from November 1, 2024 to September 30, 2025. During the transition period, paper reimbursement vouchers and electronic invoices will be used in parallel.
