Strictly control the access standards and build a solid safety supervision system
The city continues to strengthen the risk analysis and judgment in the field of non-coal mines, and at the beginning of each month, according to the seasonal risk characteristics of non-coal mines, timely release of safety risk early warning information for non-coal mines, so as to move the safety threshold forward, and this year has issued 6 risk early warnings for non-coal mines on a monthly basis. The "Work Plan for the Resumption of Work and Production of Non-coal Mines in Qitaihe City" was studied and formulated, requiring that the city's non-coal mines must strictly perform the procedures for resumption of work and production. At present, 5 non-coal mines and 8 non-coal mines in the city are in a state of suspension of production and construction, and there are no enterprises resuming work and production. With daily supervision as the main line, we insisted on preaching every time we supervised, strengthened publicity and interpretation in news media, government affairs websites, WeChat public accounts and other channels, created a strong atmosphere, and publicized non-coal mine related information for a total of 9 times. The "Special Inspection Work Plan for the Performance of Duties by the Main Persons in Charge of Non-coal Mining Enterprises in Qitaihe City" has been formulated and issued, and special inspections have been carried out on the performance of duties by the main persons in charge of non-coal mining enterprises, and a total of 4 hidden dangers have been investigated, which have been rectified. Carry out the three-year action of tackling the root cause of production safety, issue the "Three-year Action Plan for Tackling the Root Cause of Safety Production in Non-coal Mines in the City", organize and convene the 2024 safety supervision work conference of the city's industrial, mining, commercial and trade industries, refine the main objectives and key tasks of the plan, and arrange and deploy key tasks. At the same time, in accordance with the requirements of the plan and daily supervision and inspection, the regulatory department focuses on increasing the inspection of the performance of duties by the main person in charge and the emergency response ability of employees. Since the launch of the three-year action, a total of 9 enterprises have been investigated, and 10 hidden problems have been found, all of which have been rectified.
Promote the prosperity of science and technology and improve the level of safety management
Carry out comprehensive rectification of non-coal mines, focusing on the inspection of illegal construction and major hidden dangers of enterprises, with a total of 36 inspections of mines, 10 general hidden dangers were found, and 10 have been rectified. Key tasks such as organizing evacuation and escape drills, on-site observation activities, and promoting the deployment and construction of safety risk monitoring and early warning systems in key industries and fields are gradually advancing. In April, the company has hired the Sixth Provincial Geological Exploration Institute to revise the report, and evaluated the goaf, hydrogeology, ground pressure and fire. Enterprises will take drilling, geophysical prospecting and other means to corroborate each other, and after the rectification report is perfected, the Municipal Emergency Management Bureau will hire experts to carry out guidance services. Continuously innovate law enforcement methods, take advantage of the advantages of strong mobility, high-definition camera and wide monitoring range of UAVs to carry out all-round and three-dimensional dragnet inspections on 14 non-coal mining enterprises in the jurisdiction, so as to ensure that no one is missed, no dead ends are left, potential potential safety hazards are detected in a timely manner, the limitations of manual inspections are made up, and the efficiency and accuracy of supervision work are effectively improved. Through UAVs to shoot the top view, main view and panorama of the mine, establish and improve the image files of non-coal mining enterprises, and provide a scientific basis for law enforcement and supervision. In accordance with the "Provincial Non-coal Mine Flood Season Safety Production Work Implementation Plan" to carry out the flood season safety production work of non-coal mines in the flood season, the relevant enterprises have implemented the rainy day evacuation system and the 24-hour duty system. The emergency department has dispatched a total of 3 inspection teams to inspect 18 open-pit mines, and found a total of 2 hidden problems, all of which have urged the enterprises to rectify immediately; A total of 6 non-coal underground mines and 6 tailings ponds have been dispatched, and there is no abnormal situation.
Intensify law enforcement and rectify potential safety hazards with an iron fist
Strengthen the investigation and management of major hidden dangers, improve the ability of enterprises and departments to investigate and manage major hidden dangers, and promote relevant units to actively rectify major accident hidden dangers. In accordance with the requirements of the "Work Plan for the Resumption of Work and Production of Non-coal Mines in Qitaihe City", the county and district emergency management bureaus and mining enterprises are urged to carry out the resumption of work and production in accordance with the requirements and procedures, so as to pass one acceptance and resume work and production, and strictly prevent accidents caused by disorderly resumption of production and "sick" resumption of production. Strict completion acceptance work, in accordance with the requirements of relevant laws and regulations, the open-pit stope, transportation system, power supply and distribution and other safety facilities will be inspected and confirmed, and the relevant projects can only be passed if they meet the requirements. Strengthen the work of safe production during the flood season, carry out special inspections of non-coal mines during the flood season, urge enterprises to implement the responsibility of safety production guarantee, establish a timely evacuation system for emergencies, and strengthen early warning of disaster information. Supervise and urge the tailings pond to do a good job in the pre-flood flood control calculation, review the flood control capacity of the tailings pond, reduce the water level in the reservoir, and ensure that the main operating parameters such as the length of the tailings pond, the capacity of the flood control reservoir, and the buried depth of the infiltration line are stable. We will continue to carry out the special action of "cracking down on non-violations" in the safety production of non-coal mines, and carry out joint spot checks and inspections of non-coal open-pit mining enterprises in the city in conjunction with the regulatory departments of nature, ecology, forestry and grassland, public security, development and reform, and electric power, so as to strictly prevent illegal mining by enterprises.
