Abstract: The rail construction project of the Shanghai Rail Transit Municipal Line Airport Liaison Line Project and the Nanhui Branch Line Project launched the bidding, and the total construction and installation cost of the two projects was about 714 million yuan.
Recently, two municipal railway track construction projects in Shanghai have launched construction bidding.
These two projects are the rear section of the Shanghai Rail Transit Municipal Line Airport Liaison Line Project, and the Nanhui Branch Line (Lianggang Municipal Railway) Project Track Construction Project.
The total cost of the construction and installation project of the two projects is 714.36 million yuan (about 714 million yuan), of which the airport liaison line is 190.21 million yuan (190 million yuan), and the Nanhui branch line is 524.15 million yuan (524 million yuan).
The main projects of this tender include preliminary preparation and auxiliary facilities engineering, track laying, track bed construction, road mattress layer line and signal signs, and ancillary equipment installation.
Details of the tenders for the two works are as follows:
1. Shanghai Rail Transit Municipal Line Airport Liaison Line Project Rear Section Track Construction Project

The main work includes but is not limited to: preliminary preparation and auxiliary facilities engineering, track laying, track bed construction, turnout laying, seamless line construction, connection with the existing airport liaison line, line and signal sign installation, car block and ancillary equipment installation, track area management, section construction lighting, track area garbage removal and track bed washing, professional construction cooperation, rail pre-grinding, project acceptance and defect responsibility period repair and warranty period warranty, etc. For details, please refer to technical documents, drawings and bills of quantities.

The construction and installation project cost of this bid section: 190.21 million yuan
The highest price limit for this bidding: 180 million yuan

According to the plan, the first section of the airport liaison line, that is, Hongqiao Terminal 2 Station to Pudong Terminal 1 and Terminal 2 Station (including temporary maintenance base, Sanlin South main transformer, Xiayan Road main transformer, etc.), "three centers", Shenkun Road parking lot; It is planned to open (trial operation) by the end of 2024.
Since September this year, the first section of the airport liaison line has been put into trial operation.
The bidding is the track construction project of the rear section of the airport liaison line project. According to the tender announcement, the construction period is 973 calendar days.
Assuming that the above-mentioned project officially starts on December 1 this year, it is expected to be completed by August 2027.
This seems to be inconsistent with the content of the announcement of the transaction results of the pre-operation safety assessment service project of the airport liaison line project tendered in July this year. In that announcement, it was clearly stated that the Houtong section (Pudong Airport Station to Shanghai East Railway Station (including Xiayan Road Vehicle Base, etc.)) is planned to open in 2026.
However, this is in line with the completion date of Shanghai East Railway Station, which is also expected to be completed in 2027.
Since the tender announcement is a tender for the later section of the airport liaison line project and the Nanhui branch line track construction project, the announcement shows that the construction period of the two projects is the same, both of which are 973 calendar days. Therefore, it is doubtful whether the completion time of the post-passage section of the airport liaison line project is accurately expressed.
In July this year, the "Reply on the Physical Line of the Airport Liaison Line (Tentative Name) of the Rail Transit City Line and the Name of the Operating Station" was announced, and the Airport Liaison Line (tentative name) of the Municipal Line was officially named the Airport Liaison Line of the Municipal Railway. And officially named the names of the 7 stations in the first section of the line.

The track construction project of the Nanhui branch line (Lianggang Municipal Railway) project will be completed in 2027 with a construction period of 973 calendar days. This is in line with the previous official plan to open a node!
The construction scope is divided into two sections, namely the T3 terminal to the Lingang Open Area Station, and the Shanghai East to the south to the Xiayan Road Station.
It is worth paying attention to whether it will be opened in sections like the airport liaison line, such as whether the T3 terminal to the Lingang open area station will be opened first?
In September this year, the "2024 Shanghai Rail Transit Network Schematic Diagram" was announced, and the original Nanhui branch line was officially renamed as Nanhui Line, in addition, the schematic diagram shows that the four stations of the line have also been renamed at the same time:
Xiayan Road was renamed Pengxiang Road;
Dongda Highway was renamed as Binhai Forest Park;
Lingang Comprehensive Area was renamed Xinghaiwan Road;
Lingang Development Zone was renamed Dishui Hubei.
The bidding time for the above two projects to obtain the bidding documents is from October 15, 2024 to October 20, 2024.
The deadline for submitting bid documents is 10:00 on November 6, 2024.
