Subsidy contents
During the period from the date of issuance of the implementation guidelines to December 31, 2024 (inclusive, the same below), a one-time subsidy will be given to individual consumers who sell and scrap old electric bicycles (including storage batteries) that have been registered and licensed with the city's public security traffic management department in Shenzhen, and purchase new electric bicycles that meet national standards.
Subsidy conditions
Requirements for subsidy recipients
1. The subsidy applicant is an individual consumer.
2. The applicant shall sell the Shenzhen white license plate electric bicycle under the name of the scrapped individual through a qualified recycling and dismantling enterprise in Shenzhen, and obtain the scrapping and recycling certificate of the electric bicycle within the specified time.
3. The applicant (himself or the entrusted sales enterprise) cancels the old license plate under the name of the individual to the public security traffic management department through the recycling and dismantling enterprise.
4. The applicant purchases a new electric bicycle that meets the requirements of compulsory product certification and implements the traceability management of "one car, one pool, one charge and one code" from a qualified electric bicycle sales enterprise in Shenzhen. The date of purchase of a new vehicle is based on the date of issuance of the sales invoice.
5. The applicant shall complete the registration procedures within the specified time.
6. The above-mentioned scrapping and recycling certificates and new vehicle sales invoices are issued from the date of issuance of the implementation guidelines to December 31, 2024; The date of registration of new vehicles is from the date of issuance of the implementation guidelines to January 10, 2025. Among them, the scrap recycling certificate should be issued by a qualified recycling and dismantling enterprise.
7. The scrapped e-bikes of the applicant must be registered in his/her name before September 5, 2024 (inclusive). The owner of the scrapped old electric bicycle, the owner of the newly purchased electric bicycle, and the subsidy applicant are the same person.
8. If the application for subsidy funds is completed in advance, the competent department of commerce will end the activity according to the actual situation and issue an announcement on the termination of the activity. This event is available on a first-come, first-served basis.
Requirements for companies involved in the sale
1. Register in accordance with the law and engage in the sale of electric bicycles in Shenzhen.
2. They have not been entered into the list of seriously untrustworthy entities by the relevant national, provincial, or municipal departments to carry out punishments for untrustworthiness, and are clearly restricted from applying for government funding projects, and are within the punishment period.
3. Voluntarily sign up to participate in the activity, abide by the rules of the activity, do not add any additional conditions for individual consumers to enjoy the subsidy policy, and consciously resist arbitrage arbitrage.
Requirements for recycling and dismantling of old vehicles
The scrapping of old electric bicycles must be handed over to the Shenzhen recycling and dismantling enterprise with the qualification of recycling and dismantling of scrapped motor vehicles announced by the Department of Commerce of Guangdong Province for recycling, and the enterprise shall issue a scrapping and recycling certificate for electric bicycles for trade-in.

Subsidy standard
A one-time subsidy of 500 yuan will be given to the purchase of a new electric bicycle with a sales price of more than 1,500 yuan (inclusive), and the sales price shall be subject to the tax-included price of the new car invoice. For every scrapped old car, the subsidy is limited to 1 new car purchased, and each person can apply for a subsidy at most once. Consumers are encouraged to purchase qualified new electric bicycles produced by enterprises that meet the "Standard Conditions for the Electric Bicycle Industry". If you purchase a lithium-ion battery electric bicycle, the battery should also meet the requirements of the "Safety Technical Specifications for Lithium-ion Batteries for Electric Bicycles" (GB 43854).
Application materials
(1) Valid ID cards of individual consumers;
(2) The certificate of scrapping and recycling of the old electric bicycle (see annex) and the certificate of cancellation;
(3) New sales invoices, certificates, and new vehicle license plate numbers for electric bicycles;
(4) Valid bank debit card account information of individual consumers.
Procedures for applying for subsidies
Make an application
1. Individual consumers scrap old electric bicycles, cancel license plates, purchase new qualified electric bicycles, and complete license registration.
2. Carry out real-name authentication, upload materials and submit applications through the WeChat mini-program "Shenzhen Electric Bicycle Replacement".
3. The recycling and dismantling enterprise will establish a file for future reference of the scrapped recycling certificate, photos of the old car before and after dismantling.
Review through the application platform
The competent department of commerce of the place where the subsidy is accepted (the jurisdiction where the invoice is issued is located) shall review the materials and information submitted by the applicant through the application platform, determine the list of proposed subsidies and publicize them.
Subsidy funds are disbursed
After the publicity has no objection, the competent department of commerce of the place where the subsidy is accepted will release the subsidy funds to the applicant. If an objection is received during the publicity period, the competent department of commerce of the place where the subsidy is accepted shall verify and deal with it, and inform the subsidy funds that meet the subsidy conditions and inform the reasons for not subsidizing if they do not meet the subsidy conditions.
