In order to further optimize the business environment and enhance the sense of gain and satisfaction of enterprises and the masses, the Ningxian County Government Affairs Service Center has firmly established the service concept of "heart service ·new speed", and continuously optimized the "integrated office, tolerant office, nearby office, help agency, and self-service office", and promoted the approval service into the "fast lane" with a more efficient and convenient service process.
In accordance with the reform requirements of "one-window acceptance and integrated service", Ningxian County has deepened the service model of "integrated office", improved 60 comprehensive windows for enterprise start-up, engineering construction project approval, real estate registration, taxation, social security, provident fund, etc., and fully implemented the service mechanism of "comprehensive reception at the front desk, classified approval at the back end, and unified delivery at the window", and reasonably produced the operating procedures and requirements of "one thing at a time" issued by the State Office to ensure that the same subject matter and the same government service matter are accepted without difference. Handle it with the same standard, and continuously improve the level of public awareness and social application.
For government service matters with controllable risks, low cost of error correction and effective risk prevention through in-process and post-event supervision, Ningxian County implements the "tolerant office" approval service model of "notification commitment + tolerant handling". At the same time, adhere to the service tenet of "more data running, less errands for the masses", promote more convenient and beneficial services for the people and enterprises, and strive to build a grassroots government service system that is vertically connected, horizontally connected, and integrated online and offline, and 1,332 items were claimed and released in 18 townships and towns online, and 11,610 items were released in 270 villages (communities). Township self-service terminals handle 542 government service items within the authority of the county level, 62 township level matters, and 38 village-level matters. Since the beginning of this year, the self-service terminal utilization rate is 100%, the number of cases is 8338, enterprises and the masses do not need to go to the county window to handle, many things can be handled directly at the "doorstep", which is convenient for enterprises and the masses to do things nearby, so that the masses can experience the "convenient service", and truly realize "small things do not go out of the village, big things do not go out of the town".
In addition, Ningxian County is guided by the actual needs of enterprises, with the goal of "running at most once and helping the agency throughout the process", and strives to improve the service model of "helping the agency". Through active service, streamlining materials, optimizing processes, etc., we actively explore a new model of simplified project approval, take multiple measures to improve the service level of "assistant agency", and make every effort to promote the early landing and early start of the project. This year, 10 projects have been provided with "help agency" approval services.
In the Ningxian County Government Affairs Hall, each floor is equipped with a full-time assistant instructor who is responsible for the daily maintenance of the self-service machines.
