Zhang Congxian - both capable and cheap

Zhang Congxian (1768-1831), known as Hou and Aitao, was born in Tongcheng, Anhui Province. In the tenth year of Jiaqing (1805), he was the fourth Jinshi in the second class of high school, hand-picked Jishi of Hanlin Academy, successively served as the magistrate of Ganquan and Chang'an County, Shaanxi, and died in Tongguan Hall with the prefect.

Zhang Congxian is not flattering to power, when he first entered Hanlin, because of his excellent calligraphy, he was valued by Prince Cheng Yongying, but Zhang Congxian was unwilling to have a personal relationship with the clan. Prince Cheng sent someone to lobby him, hoping to recruit him to his disciples, but he was politely refused; invited him to be a book friend, but was rejected again; In the end, I offered the paper and wanted to ask for its ink treasure, but I still couldn't get it.

After three years as a Jishi, Zhang Congxian was sent to Shaanxi to be a magistrate. He has been a magistrate for more than ten years, and has never done anything like listening to operas or drinking, and his only concern is to revitalize the people's customs and promote the good and eliminate the bad. Chang'an County Chronicles have been compiled since the Kangxi period and have been in disrepair for more than 100 years. Zhang Congxian was afraid that in the future, local literature and history would not be able to be verified and Jia Yanyi's deeds would be obliterated for a long time, so he resolutely took the renewal of the study as his own responsibility, donated silver, recruited knowledgeable people, set up a special class, and interviewed everywhere, which took four years to complete. For the filial piety family in the Zhizhi, he distributed plaques to show praise.

Zhang Congxian's important contribution lies in the construction of water conservancy. There is a Canglong River in Chang'an County (that is, the new river, called Xun River before the Ming Dynasty, originating from Hanqizhai in today's Hubei District, which is the boundary river between Chang'an District and Hubei District), silted up for a long time, floods will occur in autumn, and the upstream will repair the embankment, and the downstream will be more vulnerable to flooding. Not only did the people suffer from the floods, but they were also disturbed by lawsuits. Zhang Congxian personally went to the field to inspect and persuaded the people in various sections to dig the river and pile up the silt on the embankment. For the sparsely populated section of the river, he donated money to hire people to dredge. After a year of remediation, the floods subsided. He was also worried that the old state would relapse as time went by, so he drew up a charter, carved a stone monument, and demanded that every place in March every year must be dredged, waterways must be dug, and river embankments must be built, and never be blocked. The common people thanked him for his kindness and renamed the Canglong River as "Zhanggong River".

Zhang Congxian is not only a capable official, but also a clean official. When he was an official in Tongguan, there was a businessman who was familiar with official business, and Zhang Congxian was very appreciated, and he often came to the yamen to talk. Once, Zhang Congxian's eldest son, Zhang Yanling, wanted to go north to participate in the township test, and the merchant was carrying hundreds of taels of silver tickets and was ready to send them as travel expenses. happened to bump into Zhang Congxian, and hesitated and didn't dare to enter the door. Zhang Congxian found out about the hidden situation, was furious, and scolded: "I always think you are an honest person, but what kind of person do you think of me? So the merchant was expelled and never had another chance to come to the door.
