Promoting the high-quality development of the Yangtze River Economic Belt fundamentally depends on the high-quality ecological environment of the Yangtze River Basin. Green development is the background color of high-quality development and the fundamental solution to ecological and environmental problems. At present, the ecological environmental protection and high-quality development of the Yangtze River Basin are in a critical period from quantitative change to qualitative change, and we must continue to work ecological priority and green development, and continue to write a new chapter in the high-quality development of the Yangtze River Economic Belt.

Strengthen high-level scientific and technological innovation. The first is to strengthen the independent research and development of green technologies. It is necessary to give full play to the important role of scientific research institutes and universities in the research and development of green technology, and focus on assessment and evaluation, reward system, financial support, etc., so as to improve the enthusiasm of scientific research personnel for green innovation. It is necessary to give full play to the role of collaborative innovation, and guide enterprises, colleges and universities, scientific research institutes and other innovative entities in provinces and cities along the route to cooperate with intermediary institutions and financial institutions to form a "industry-university-research-financial intermediary" collaborative mechanism that complements each other's advantages, shares interests and shares risks. The second is to strengthen the construction of technological innovation platforms. It is necessary to simplify the visa and residence procedures for high-level talents and provide convenient services.

Accelerate the green and low-carbon transformation of the industrial structure. Since the 18th National Congress of the Communist Party of China, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Economy and Xi Jinping Thought on Ecological Civilization, remarkable achievements have been made in promoting green transformation along the Yangtze River. First, we will continue to promote the green and low-carbon transformation and upgrading of traditional industries. It is necessary to accelerate the green and low-carbon transformation of steel, nonferrous metals, petrochemicals, chemicals, building materials, papermaking, printing and dyeing and other industries, promote energy-saving, low-carbon and cleaner production technology and equipment, and promote the upgrading of technological processes. It is necessary to optimize the scale and layout of production capacity, continue to update binding standards such as land, environment, energy efficiency, water efficiency and carbon emissions, lead the optimization and upgrading of traditional industries along the Yangtze River with the improvement of national standards, establish and improve the production capacity exit mechanism, encourage cross-regional mergers and acquisitions of enterprises along the route, and resolutely eliminate backward production capacity. The second is to vigorously develop green and low-carbon industries. It is necessary to accelerate the development of strategic emerging industries, build a green manufacturing system and service system, and continuously increase the proportion of green and low-carbon industries in the total economic output of provinces and cities along the route. It is necessary to accelerate the cultivation of competitive green and low-carbon enterprises, create a number of leading enterprises and specialized and special new enterprises, accelerate the development of strategic emerging industries such as new energy, new materials, high-end equipment, and electronic information, and promote the high-end industry of the Yangtze River Economic Belt. The third is to accelerate the collaborative transformation and development of digitalization and greening. It is necessary to promote the deep integration of industrial digitalization and intelligence with greening, and use artificial intelligence, big data, cloud computing, industrial Internet and other technologies to improve the digital and intelligent level of industries along the route, while focusing on greening and reducing the impact on the environment.

Promote ecological environmental protection and restoration. Ecological environmental protection and economic development are not contradictory and antagonistic, but dialectical unity. Only by laying the background of green development can we make great progress in the future. The first is to do a good job in the protection and restoration of the Yangtze River. It is necessary to continue to carry out special actions for pollution control in industrial parks along the route, focusing on industrial parks at the provincial level and above, comprehensively investigate the construction and operation of sewage collection and treatment facilities in industrial parks, promote the improvement of sewage collection and treatment efficiency, promote the automatic monitoring of inlet and outlet water of centralized sewage treatment facilities in the park, and improve the level of discharge up to standard. The second is to speed up the formation of a new pattern of "three water co-ordination". It is necessary to vigorously promote the restoration of aquatic biodiversity, improve the construction of aquatic biodiversity survey and observation network in the Yangtze River Basin, carry out the integrity assessment of aquatic life in the main stream and major tributaries of the Yangtze River, and continue to strengthen the protection of rare and endangered endemic fish resources in the main stream and tributaries of the Yangtze River. It is necessary to solidly promote the collection and treatment of urban sewage and garbage along the route and pollution control projects such as industrial, agricultural non-point sources, ships, and tailings ponds, optimize the layout of wharves along lakes and rivers, and strengthen the prevention of environmental risks in the transportation of hazardous chemicals on water. Efforts should be made to improve the efficiency of water resource utilization, strengthen the dual control of total water use and intensity, gradually improve the level of reclaimed water utilization, strengthen the allocation and dispatch management of water volume in rivers, lakes and reservoirs, and promote water conservation in towns, industries and agriculture. The third is to tackle major and difficult problems in depth. It is necessary to strengthen the prevention and control of cyanobacterial blooms in important lakes, continue to deepen source control and pollution interception, promote the return of farmland to forests and grasslands, ponds to lakes, and wetlands, scientifically implement dredging and siltation, strengthen eutrophication management and the protection and restoration of aquatic ecosystems, and establish a bloom monitoring and early warning platform and emergency response mechanism.

Create a good atmosphere of green culture. Green development is the background color of high-quality development. Green culture takes green vision and green values as the intangible core, and shows its tangible effects through specific green system norms and green behavior practices, which can provide internal support for the green development of the Yangtze River Economic Belt. The first is to carry out nature education on the Yangtze River. It is necessary to combine the advantages of abundant and high-quality scientific and educational resources along the Yangtze River, plan a number of new disciplines, cultivate a number of new occupations, lay out a number of new bases, and produce a number of new achievements, so as to promote the green development of the Yangtze River Basin. It is necessary to rely on the rich lakes, reservoirs, parks, mountains, wetlands, humanities collections and other resource advantages of the Yangtze River to build a natural education base for the Yangtze River. The second is to create a green cultural landscape in the city. According to the location, resource endowment and local production and lifestyle characteristics of different cities along the line, the local green cultural values should be expanded and externalized into the goals that the majority of people can see and expect, and transform them into "down-to-earth" green cultural symbols. Cultural elements can be integrated into the design of urban road green belts, and the city's history, culture and environmental protection concepts can be expressed through the combination of plant landscapes and structures. The third is to strengthen environmental protection publicity and education. It is necessary to strengthen the active role of grassroots units, elect environmental protection leaders in the form of election by grassroots community residents, establish a green vision within the community, formulate green "micro-standards", strengthen community green identity labels, and create a grassroots green cultural atmosphere.
