On the morning of September 6, the third special press conference of the series of "Honghe Prefecture Further Comprehensively Deepening Reform · Promoting High-quality Development" was held to make a special release on the relevant situation of the state's open economic system reform. Relevant responsible comrades of the State Bureau of Commerce, the State Foreign Affairs Office, the State Investment Promotion Bureau, Hekou Customs and other departments made special announcements and answered questions from reporters.

Since the Third Plenary Session of the 18th Central Committee of the Communist Party of China, our state has carried out in-depth reform of the open economic system, actively served and integrated into the new development pattern, promoted high-quality development with high-level opening-up, accelerated the formation of a new pattern of all-round, multi-level and wide-ranging comprehensive opening-up, and made every effort to build a frontier gateway facing the radiation center of South Asia and Southeast Asia, and promoted the "strong trade state" to take new steps and achieve new results in the development and opening up of demonstration zones along the border.
In recent years, the completion of the "five zones" such as the Honghe Comprehensive Bonded Zone in the Mengzi Economic Development Zone, as well as the open platforms for carrying industries and projects such as the industrial parks along the border of the estuary, have made our state the area with the most complete open platform and the best support policies in Yunnan Province, and laid a solid foundation for accelerating the construction of the development and opening up demonstration zone along the border.
Today, guided by the reform and innovation of the Honghe Area of the Pilot Free Trade Zone, our state is accelerating the improvement of the mechanism of linkage development of the "five zones", promoting the reform of the development model of "port hinterland integration", and making every effort to build a demonstration area for the transfer of manufacturing industry in the China-Vietnam Economic Corridor. In the past five years, the first border trade service center in Yunnan Province and the first value-added tax invoice for border people's mutual market transactions have landed in the Honghe area, and 69 reform and innovation cases have been reported, 22 have been replicated and promoted in the province, 13 experience cases have been selected by the Ministry of Commerce, and 147 national and provincial reform pilot tasks have been implemented.
Accelerating the integrated development of domestic and foreign trade is an inherent requirement for building a new development pattern of domestic and international dual circulation and promoting high-quality development, which plays an important role in promoting economic development, expanding domestic demand and stabilizing enterprises. Our state firmly adheres to the goal of "strong trade state", carries out the three-year action of "strong foreign trade" and the three-year action of promoting the steady growth of consumption, accelerates the docking of domestic and foreign trade market channels, optimizes the integrated development environment of domestic and foreign trade, cultivates the main body of integrated domestic and foreign trade operations, and helps enterprises to smoothly switch between domestic and international markets.
At the same time, our state insists on giving priority to the recovery and expansion of consumption, and continues to build a "Four Seasons" consumption promotion brand and a "Honghe Jiuhong" regional public brand. In the first half of this year, the retail sales of wholesale meals increased by 17.4%, 5.8%, 11.3% and 16.2% respectively, achieving an added value of 13.271 billion yuan, driving the state's GDP growth by 1.3 percentage points. Our state also adheres to promoting the steady progress and quality improvement of foreign trade, innovating the comprehensive reform of border people's mutual market trade, the reform of the working mechanism of agricultural import and export linkage, etc., and successfully pilots the "multi-place filing and multi-district trading" model of Honghe Prefecture border residents, and fully implements the new border people's mutual market trade model of "grassroots party organization + border people's mutual aid group + village (community) collective economic organization + county-affiliated state-owned enterprises + online comprehensive service platform". In 2023, the state will trade with 74 countries and regions, and its imports and exports to RCEP countries will reach 12.67 billion yuan, an increase of 45.9%; imports and exports to ASEAN were 12.41 billion yuan, a year-on-year increase of 53.1%. From January to July 2024, the state's import and export was 11.64 billion yuan, ranking fourth in the province. Among them, the import and export to Viet Nam was 7.59 billion yuan, an increase of 86.9%, accounting for 62.3% of the total trade between Yunnan and Vietnam, ranking first in the province.
Foreign investment plays a positive role in promoting economic growth, expanding employment, driving industrial upgrading and giving full play to the spillover effect of technology, and attracting foreign investment is one of the important strategies for the development of China's open economy. Focusing on export-oriented industries and projects, our state has built a "big investment" pattern by using various methods such as industrial chain investment, stationed investment, and joint investment, and has made a breakthrough with Lao Cai Province and Laizhou Province in Viet Nam to carry out the first joint investment promotion.
In addition, our state has also innovated and established a service mechanism for foreign-invested enterprises, established an "administrative service steward" system for foreign-invested enterprises in the state's business system, and a service mechanism for leaders to contact foreign-invested enterprises (projects), established and improved the whole-process service system for foreign-invested enterprises in the state, and provided good service guarantee for foreign-invested enterprises to invest and operate in Honghe. Up to now, there are 377 registered foreign investment market entities in the state. From January to July 2024, the actual utilization of foreign investment in the state was 13.77 million US dollars, an increase of 378.13%, ranking third in the province in terms of total volume and second in terms of growth rate.
Our state focuses on the implementation of the three-year action for the construction and development of ports, improves port customs clearance facilities, further promotes the construction of smart ports, and signs a memorandum of cooperation with Kunming Customs on jointly building a new mechanism for customs cooperation to build a demonstration zone for the "five transformation and upgrading" of port economy. The Nanxi River Joint Inspection Building of Hekou Highway Port was officially put into use on May 13, 2024, and the annual throughput of inbound and outbound passengers increased from 5 million to 15 million, becoming the first landmark project to improve the function of highway ports in Yunnan Province. Since the beginning of this year, the customs clearance environment and customs clearance efficiency of inbound and outbound passengers have been greatly improved, and the flow of passengers and goods entering and leaving the port has reached new highs, and from January to August, the number of people entering and leaving Hekou Port has exceeded 3.6 million. From January to July 2024, the import and export value of Quanzhou ports was 12.9 billion yuan, a year-on-year increase of 22%; import and export freight volume was 2.1 million tons, an increase of 35%; the number of people entering and leaving the country was 3,251,300, an increase of 67%; 169,600 inbound and outbound transportation vehicles (trains), an increase of 26%. The import and export value of Quanzhou port ranks second in the province, and the freight volume ranks third in the province.
Modern logistics is the "meridian" of the economy, and now, the new highland of modern logistics industry development focusing on cold chain, industry, commerce, cross-border and smart logistics is accelerating the rise in our state, and the modern logistics system of "big hub + big gateway + big channel + big network" is gradually taking shape. Our state has deeply promoted the reform of the cross-border logistics and transportation system of "one box to the end, one vehicle to the end + cross-border smart logistics and comprehensive service platform", and the transportation scope of Hekou Port "re-entry and re-exit" has been expanded from the port yard to the key industrial parks of our state and Viet Nam's Lao Cai Province and other routes agreed by China and Vietnam, and the types of transportation products have been expanded from fresh agricultural products to all import and export products. Up to now, there are 5,912 business entities engaged in the modern logistics industry market in the state, and there are 17 national A-level logistics enterprises, ranking second in the province. 13 county-level warehousing and logistics distribution centers have been built, 797 express delivery outlets have been laid out, and the coverage rate of township express delivery outlets has reached 100%. From January to June 2024 (quarterly statistics), the total revenue of modern logistics in the state was 32.785 billion yuan, an increase of 11.1%, ranking third in the province. Among them, the revenue of the logistics industry was 5.797 billion yuan, an increase of 0.5%; The revenue of logistics-related industries reached 26.988 billion yuan, an increase of 13.6%.
Our state will anchor the "3815" strategic development goal of the provincial party committee and the "337" work idea of the state party committee, fully implement the "Implementation Opinions of the Honghe Prefecture Committee of the Communist Party of China on Implementing the Decision of the Central Committee of the Communist Party of China on Further Deepening Reform and Promoting Chinese-style Modernization", unswervingly promote high-level opening up in the new era, accelerate the construction of a new system of higher-level open economy, and inject new impetus into the practice of promoting Chinese-style modernization in Honghe.
