It is understood that since June 2023, the criminal suspect Qin and other 5 people have recruited more than 100 domestic personnel online in Cambodia on the grounds of recruiting part-time jobs and handling loans, and transferred and laundered stolen money for upstream crimes such as telecommunications network fraud by swiping cards to purchase virtual currencies after transferring funds, and illegally profiting from them. In September 2023, the Jiading Branch of the Shanghai Municipal Public Security Bureau filed a case for investigation against Qin and others in accordance with the law.

According to reports, in order to avoid the investigation of the public security organs, Qin and others kept changing their places of residence in Cambodia. In this regard, the "Fox Hunt" Office of the Ministry of Public Security has stepped up guidance, and the Shanghai public security organs have notified the Cambodian law enforcement department of the relevant situation of Qin and others through the channel of international police cooperation, and submitted a request for pursuit. In June this year, Cambodian law enforcement authorities arrested the five suspects in one fell swoop and subsequently decided to repatriate them to China. On September 6, the Ministry of Public Security's "Fox Hunt" working group escorted Qin and five others back to China. At present, the case is under further investigation.
