In this regard, China Telecom Sichuan Company (hereinafter referred to as "Sichuan Telecom") has created a variety of black technologies to achieve pre-event prevention and control, real-time supervision during the event, and post-event processing, so as to protect the safety of the people.
Build a safe eye and expand public security prevention and control
In the early days of the construction of Meishan Tianfu New Area in Chengdu, Sichuan Province, the social security situation was complex and the prevention and control system was not perfect. To this end, Sichuan Telecom has built 1,860 ordinary monitoring points and 240 AI monitoring points in 7 towns (streets) and 79 communities (villages) under the jurisdiction of the new district, and built a smart management and control platform (grassroots governance platform) of the "Wisdom Project of Ping An New Area", integrating 582 points of the existing Xueliang Project and 2,118 points of Telecom's existing social resources to form a three-level platform of new districts, streets (towns) and communities (villages).

Sichuan Telecom also provides a strong guarantee for the daily maintenance of the Huiyan project, and arranges one long-term maintenance personnel in the Political and Legal Committee of the New District, and two maintenance personnel in each of the seven towns (streets) to ensure that the average online rate is more than 99% and the failure rate is controlled within 1%.
Use Insight + AI to pull up a protective net for residents' lives
In recent years, the popularity of electric bicycles has facilitated short-distance travel for residents, and at the same time, it has also become the preferred means of transportation for service industries such as takeaway and delivery. However, phenomena such as "entering the building and entering the house" and "people and vehicles in the same house" are not uncommon in various communities, and the resulting fire safety accidents are shocking.
According to data from the National Fire and Rescue Administration, a total of 21,000 electric bicycle fires will be reported nationwide in 2023, a year-on-year increase of 17.4%.
In response to safety management issues such as poor community infrastructure, lack of property management, and weak awareness of disaster prevention, Sichuan Telecom actively assisted the fire department in carrying out intelligent fire protection innovation, and innovatively built an "AI monitoring system for electric vehicle management" through new technologies such as 5G, AI, big data, and the Internet of Things, and used scenario-based and intelligent solutions based on AI algorithms to jointly build an "AI" line of defense for fire safety.
"Once a battery car enters the corridor, a remote alarm will be triggered, which greatly reduces our manpower investment and improves the safety awareness of residents. Through the "electric vehicle management AI monitoring system", once the owner pushes the battery car into the elevator, the AI monitoring system will identify and respond in linkage: the camera will send out a persuasion sound of "please pay attention to civilized riding the elevator, and it is strictly forbidden for the battery car to enter", and at the same time, the elevator control equipment sends a signal to the elevator, so that the elevator does not close the door and does not go up, until the battery car exits the elevator.
At the same time, the on-duty staff of the property will receive an alarm text message sent by the platform, which will clarify which camera generated the alarm, so as to facilitate the rapid positioning and disposal of the property.
The charging safety of battery cars is also an issue that cannot be ignored. The longer the charging time, the higher the temperature of the charger case will be, which is very easy to cause fire. In terms of monitoring and preventing fires in battery carports, AI monitoring can quickly identify flames and smoke detection.
Once a fire breaks out in a battery carport, the AI camera system can quickly and accurately monitor the fire situation and automatically activate the sprinkler system, effectively responding to the fire risk and ensuring the safety of vehicles and facilities in the shed. At the same time, the system will automatically send an alarm text message to the property duty personnel to facilitate the rapid positioning of the property and timely fire extinguishing and disposal.
Pre-prevention, in-process alarm, and post-event traceability. With the help of digital capabilities, Sichuan Telecom provides "comprehensive perception, timely warning, detailed research and judgment, and fine intervention" for many community scenarios in Sichuan, and has set up a protective net for residents' safe lives.
Create "AI traffic police" to enhance traffic safety
In order to strengthen the management of rural road traffic safety, Sichuan Telecom has established a team of AI experts, with Luzhou City as a demonstration site, and cooperated with Luzhou Public Security to boldly practice and explore ways to break through the situation, integrate the new concept of "technology empowerment and intelligent management", integrate cloud computing platforms and big data resources, and develop the "Rural Electronic Persuasion" Daoan Guardian System.
It is understood that at present, the system covers elements such as "perception source construction", "video AI patrol", "real-time language warning", "big data collision feedback" and "offline landing management". In particular, for the perception source port, algorithms such as unhelmet recognition, overload recognition, and personnel detection are loaded to support the intelligent identification of road traffic safety scenarios, and put on a "tight spell" for explicit traffic violations on rural roads.

In his view, the comprehensive guarantee of "technology + mechanism + big data" has contributed to the continuous improvement of the "rural electronic persuasion" road safety protection system, brought greater guarantee for the improvement of the level of rural road traffic safety environment, and created a new pattern of rural road traffic safety grassroots governance with the power of "public security + AI + department linkage".
At present, Luzhou City has deployed more than 3,000 "electronic persuasionists" to accurately persuade more than 800,000 rural people and punish more than 1,000 people.
