The most explosive thing about this Beijing declaration is that the Palestinians themselves have declared a state-building government and territory. The government is a provisional unity government formed by all factions, and the territory is more interesting, Jerusalem + Jordan West Bank + Gaza.
But in fact, Jerusalem is currently under the control of Israel, and Israel in the West Bank of Jordan has demolished Palestinian strongholds, which is actually equivalent to full control. It is equivalent to this declaration directly assigning to itself the territory under Israel's actual control.
