(Health Times reporter Wang Zhenya) accidentally became popular because of the explanation of the cluster epidemic situation in the department store building in Baodi District, Tianjin, and Zhang Ying of the Tianjin Municipal Center for Disease Control and Prevention was affectionately called "Tianjin Sherlock Holmes" by netizens. "She is my classmate, and we are both students of THE THIRD STAGE OF CFETP." Cheng Huijian, deputy director of the Jiangxi Provincial Center for Disease Control and Prevention, told the Health Times reporter that many CFETP students are the backbone of the fight against the new crown epidemic.

The CFETP mentioned by Cheng Huijian is China's on-site epidemiology training program, which was once called the "Whampoa Military Academy" of public health. Its trainees have become the backbone of the disease control system at all levels. In the prevention and control of the new crown epidemic, 259 cadets of CFETP participated in the epidemic prevention and control headquarters at all levels, and 109 people participated in the analysis of the epidemic situation in the provincial anti-epidemic headquarters to formulate major prevention and control strategies.

"55 years in medicine, 41 years in public health. From the outbreak of SARS to the rampant epidemic of new crown, he led the team to investigate the frontier in the fog, put forward countermeasures and suggestions at key moments, and trained the on-site epidemiological team in actual combat. ......”

This is the acceptance speech of Professor Zeng Guang, former chief expert of epidemiology of the Chinese Center for Disease Control and Prevention and founder of CFETP, who won the Wu Jieping-Paul Janssen Medical Pharmacy Award Special Contribution Award.

From 2001 to 2021, the China Field Epidemiology Training Program (CFETP) has gone through a 20-year journey. At present, a total of 398 two-year students have been recruited in 19 phases, and the team of Disease Control talents in China has grown step by step. Zeng Guang, founder of CFETP, was interviewed by a health times reporter and recalled the hardships of running the school, saying, "It was really not easy at that time, and looking back now, it is still very correct to start this project." ”

The origins of the China Field Epidemiology Training Program began in 1985, when Professor Zeng Guang was sent to the CDC (Center for Disease Control and Prevention) to study field epidemiology. "During their studies in the United States, we found that their epidemiological training focused on practice, focused on on-site practice, and the cultivation of practical experience, which was very different from the training mode and content of our public health schools at that time." Zeng Guang recalled that this project is very good, which is very effective for the improvement of the practical ability and professional quality of the trainees.

After Zeng Guang returned to China, he applied to start an epidemiological training program, but for various reasons at the time, it was not approved. In 1990, Zeng Guang participated again as a visiting scholar and as a teacher in the EPIDEMIOLOGy training program of the CDC. This time, he found that in addition to improving business capabilities, all the trainees who participated in the training were experts in disease control at all levels in the United States after the training, and it became an important channel for the US disease control system to send high-level talents.

"The second time I went to the U.S., I consulted with them and asked American experts to help us set up an epidemiological training program as well." Zeng Guang said that the establishment of projects requires funding, departmental approval, the need to hire experts, the development of courses and so on. After 15 years of hard work, our country finally has its own epidemiological training program.

"At the beginning of the project, UNICEF and the World Health Organization funded us, and then the project was included in the regular budget of the national CDC, and senior epidemiologists from the US CDC were invited." Zeng Guang introduced that at that time, I was responsible for the external negotiation and preparation of the project, and served as the executive director of the project. It was in poor condition, but we all came over.

On the eve of the Spring Festival in 1999, Zhang Wenkang, then minister of health, convened a discussion of experts. Zeng Guang pointed out the shortage of epidemiological talents at the scene. He said that after the 98 floods, there was no major epidemic after the catastrophe, but it also exposed the shortage of epidemiological talents on the spot.

Taking his "national team" of disease control as an example, he analyzed: "After only half a day of professional training, how can we guide disaster relief and disease prevention? This time the luck passed, what to do in the long run? Therefore, he suggested, "We should learn from the good experience of foreign countries, and usually start to carry out on-site epidemiological personnel training to form a top-down talent network." Pull out qualified teams when needed. ”

In October 2001, the Ministry of Health launched the China Field Epidemiology Training Program (CFETP), with the investigation and handling of various public health events as a large classroom, with dozens of outstanding Chinese and foreign epidemiology experts as the guide, in accordance with international standards, through the "dry learning" approach, to create China's public health emergency talents. This is a brand new training. The training method used is called the FETP method, which is an advanced field epidemiological training method advocated by the World Health Organization

"Dry school is the slogan that I can train, which is a new talent training model in the public health system at that time." As the third batch of trainees, Cheng Huijian (currently the deputy director of the Jiangxi Provincial Center for Disease Control and Prevention) said that during the epidemic prevention and control, the task of the disease control personnel was to put forward countermeasures and suggestions for the epidemic prevention of governments at all levels and conduct epidemiological investigations, which could not be learned from books, how to transfer on the spot, how to communicate with government departments, all need experience and skills, which is also the ability lacked by disease control personnel at that time.

CFETP provides each cadet with a training ground in which you are the commander in a public health emergency and several other cadets are your assistants. The third year of the establishment of the CFETP project, the SARS outbreak in China in 2003. Zeng Guang led the CFETP cadets to conquer the north and become an elite unit.

Ni Daxin, a member of the State Council Supervision Group, went to Inner Mongolia, where the epidemic was serious at that time, and put forward a large number of constructive suggestions for the local prevention and control of SARS. Luo Huiming, a participant in the first phase, fully participated in the investigation and control of the SARS epidemic from Heyuan City, Zhongshan City to Guangzhou City, and was responsible for drafting the country's first SARS epidemiological investigation plan and the technical plan for epidemic prevention and control system.

Under the planning of teacher Zeng Guang, the second batch of students Yin Wenwu and Mo Jianjun screened more than 5500 cases and found that this SARS was different from any previous case and was a completely new disease. Xie Shuyun and Li Qin, trainees of the first phase, conducted epidemiological tracking and investigation of the epidemic situation in Beijing. The number of people transferred involved nearly 500 people. They obtained the important finding that the incubation period of SARS is not contagious.

In a series of public health events such as SARS, avian influenza, and cloth disease, Zeng Guang led a group of trainees to learn from the middle and middle schools, and a group of young and outstanding public health emergency experts stood out.

"Success does not have to be in me, success must have me." During the COVID-19 epidemic, 259 trainees participated in the epidemic prevention and control headquarters at all levels, of which 30 people served the national epidemic prevention and control in various technical groups of the first-level response framework of the China CdC, 109 people participated in the analysis of the epidemic situation in the provincial anti-epidemic headquarters to formulate major prevention and control strategies, and 120 people were at the district and county levels. 57% of the main authors or mainly involved in the compilation of local prevention and control work plans, emergency response plans, training materials or courseware and public information brochures.

"Zhang Ying in Tianjin is just one of our trainees, and our trainees are distributed in the national anti-epidemic battlefield." Zeng Guang told reporters that on January 9, 2020, when he went to Wuhan as a member of the high-level expert group, he met with 18 students in the frontline of the fight against the epidemic in Wuhan.

Li Qun, director and researcher of the Health Emergency Center of the Chinese Center for Disease Control and Prevention, as the leader of the Wuhan frontline working group, has been fighting in the front line since December 31, and the third batch of trainees Shi Guoqing, who is also the deputy director of the Health Emergency Center of the Chinese Center for Disease Control and Prevention, and the 18th batch of students went to the Huanan Seafood Market for the first time to carry out circulation.

After the lockdown, luo Huiming, a student of the first phase, who is also the vice president of the Graduate School of the Chinese Center for Disease Control and Prevention, set off on the first day of the first month to form a team to carry out a comprehensive analysis of the epidemic situation, followed by Zhang Bike, the eighth batch of students Zhang Bike, and the thirteenth batch of students Jiang Hai was responsible for the responsibility of the state to dispatch the Wuhan community prevention and control team on his shoulders...

It was called "Jun. Yuan Jun, deputy director of the Guangzhou Municipal Center for Disease Control and Prevention of Holmes, said that in 2005, he participated in the China CDC's China Field Epidemiology Training Program (Phase V), and most of the 12 graduates in the current period were on the front line in this "epidemic".

Shandong's "Lexus" (Lei Jie), Tianjin's "Ying Holmes" (Zhang Ying), Guangzhou's "Jun Holmes" (Yuan Jun), Chengdu Wang Liang who fights monsters, Shandong Wu Guangjian... From a national point of view, the disease control personnel who directly confront the virus, the core members of the team or the circulation group are often CFTP graduates, and 94% of the trainees participate in the epidemiological investigation of cases and clusters of epidemics, stripping away the cocoons and restoring the chain of transmission.

China's field epidemiology training program, which was once known as the "Whampoa Military Academy" of public health. Zeng Guang said, "For more than 20 years, this project has trained a lot of epidemiological talents for China, and the key lies in this new talent training model, and I hope that in the future, more and more disease controllers can participate in CFETP projects, right." ”

"Yes." It is Zeng Guang's mantra, yes, China's public health cause, there are always latecomers.
