The Pudong delegation to the Fifth Session of the 15th Municipal People's Congress jointly deliberated on the government work report this afternoon, focusing on "giving full play to the leading role of Pudong's high-level reform and opening up, promoting deeper reform and higher level of opening up", Sun Ye, deputy to the Municipal People's Congress and director of the People's Mediation Committee for Property Management Disputes in Pudong New Area, suggested at the venue that new mediation organizations such as companies should be encouraged to explore the establishment of new mediation organizations such as companies, and support private mediation institutions to provide mediation services in a market-oriented manner.

As a mediator representative, Sun Ye paid special attention to the "Shanghai Municipal Regulations on Promoting Diversified Resolution of Contradictions and Disputes (Draft)" that is undergoing legislative research this year, and in the diversified dispute resolution mechanism, Sun Ye believes that mediation is the grass-roots democratic legal system with the most Chinese characteristics, which is internationally known as the "Oriental Experience". Shanghai's mediation efforts have been very far ahead, but there are still some issues that need to be further optimized.

The development of various types of mediation is not sufficiently balanced. People's mediation is large but not strong, some areas of administrative mediation are still blank, the convenience and connection between judicial mediation and other mediations have not yet been fully clarified, the gap between arbitration mediation and international advanced regions is slightly larger, and the mediation coverage of people's organizations and social organizations needs to be further expanded.

In addition, the construction of the mediator team needs to be more professional, professional and legal. "The opening up of the mediation field to the outside world is the trend of the times, and only with a strong team can we meet the urgent needs of the masses for dispute resolution."

In this regard, Sun Ye suggested that it is necessary to promote the high-quality and balanced development of various types of mediation. The first is to give full play to the authoritative advantages of administrative departments and vigorously strengthen administrative mediation work, and administrative mediation committees can be established by departments with heavy administrative mediation tasks. The second is to vigorously promote the socialization of mediation, encourage the exploration of the establishment of new types of mediation organizations such as companies, and support private mediation institutions to provide mediation services in a market-oriented manner.

In response to the construction of the team of mediators, the civil affairs departments may work with the human resources and social security departments to include qualified full-time mediators in the social work professional training and professional level evaluation system, and the human resources and social security and financial departments may formulate full-time mediator rating measures, so that grass-roots mediators have more sense of honor and belonging. Under the important concept of actively practicing the important concept of "people's cities are built by the people, and people's cities are for the people", it is recommended to further play the basic role of mediation in diversified dispute resolution mechanisms.
