The public elevator in the community is actually under control, and the elevator is only used by the residents of Building 8.
The woman who was eight months pregnant asked about the property, and the property replied "You are not qualified".
The woman was forced to climb the stairs, which led to physical conditions and the child was almost unsafe.
Aren't the public facilities of the community just for all the owners to use? What is the secret of this situation now?

Elevator turmoil
One day in March 2022, Ms. Qian, who lives in Nanjing Jiangning Golf Garden Community, drove back to the community as usual, preparing to take the elevator home from the underground garage.
But the moment she pressed the elevator button, an accident happened - the elevator didn't move.
At first, Ms. Qian thought that the elevator was malfunctioning, but when she looked closely, she found that there was an unfamiliar device on the operation panel of the elevator - the access control card reader.
This sudden change made Ms. Qian dumbfounded.
As a pregnant woman, she is well aware of the potential risks of climbing stairs for herself and the baby in her womb.
However, without an access card, she had no choice but to bite the bullet, hold on to her bulging abdomen, and climb the 52 steps leading to the first floor step by step.
Ms. Qian immediately contacted the property, but the property said that it was a ladder control set up at the request of the owners of the 8 buildings.
Originally, this elevator was located under 8 buildings and was the only passage connecting the underground civil air defense garage to the ground.
However, without fully informing the owners of the other buildings, Vanke Service suddenly installed a ladder control system for the elevator, turning it into an "exclusive elevator" for the owners of the eight buildings.
This decision was like a bombshell, causing an uproar in the community.
For Ms. Qian and other non-8 building owners, this means that they have lost the right to use the most convenient access.
Every day, they have to choose between convenience and safety: do they take the risk of climbing stairs or take a detour?
Faced with this dilemma, Ms. Qian did not sit still.
Since she was 5 months pregnant, she has been in constant communication with the property in the hope of receiving special care.
However, her pleas were repeated in vain. The property side has a vague attitude and has never been able to give a clear solution.
As the fetus in her womb grew day by day, Ms. Qian's situation became more and more difficult.
Every time she goes out and goes home, the 52 steps are the last thing she wants to face.
She had to slow down and stop walking, for fear that one careless would threaten the safety of the fetus.
This state of physical and mental exhaustion casts a shadow on the life of pregnancy, which should be full of expectations.
However, when the reporter investigated deeply, it was found that things were not as simple as they seemed on the surface, and the owners of the 8 buildings also had their own difficulties.
The distress of the owners of 8 buildings
It turned out that just last year, this elevator had a breakdown, and the maintenance cost was as high as 38,000 yuan.
The owners of the eight buildings are paid for all of this from their own public maintenance fund.
In their view, the "free-riding" behavior of the owners of other buildings enjoying convenience without having to bear any maintenance costs is clearly unfair.
This discovery further complicates the nature of the whole incident.
It is no longer a simple problem of "occupying public resources", but involves deep-seated contradictions at multiple levels such as property management, the right to use public facilities and the distribution of maintenance responsibilities.
Faced with this dilemma, Vanke Service's handling was somewhat inadequate.
On the one hand, they had to balance the demands of the owners of the eight buildings, and on the other hand, they could not completely ignore the rights and interests of the other owners.
As a result, they adopted an "ambiguous" attitude, neither making it clear about the ownership of the elevator, nor actively seeking a solution acceptable to all parties.
In this way, the question has been left unanswered. Ms. Qian's due date is getting closer and closer, but she still has to face the test of the 52-level "ladder" every day.
This situation not only brought a huge burden to her body, but also caused great psychological pressure.
Things are turning around
The turning point came in mid-May, when the local media "Zero Distance" reported on the incident.
After the report was broadcast, it attracted widespread attention from the society.
On the evening of May 18, the person in charge of Vanke Service came to Ms. Qian's home to learn about the situation.
After coordination, they came up with a temporary solution: arrange for other owners to swap parking spaces with Ms. Qian so that she can use the elevator more conveniently.
Ms. Qian accepted the plan and temporarily solved her urgent need.
However, the issue of the right to use the elevator and the sharing of maintenance costs is still pending.
Subsequently, the Jiangning District Real Estate Bureau intervened in the investigation.
They pointed out that although the concerns of the owners of the eight buildings have some reason, they cannot use this as an excuse to prohibit other owners from using the elevators.
They suggested that the owners' committee could be used to cover the cost of repairs from the public revenue, providing flexibility to deal with the issue without violating the regulations.
However, to truly implement this plan, it will require the joint efforts of the property management company, the owners' committee and all owners.
Vanke Service also said it would solicit the opinions of the owners and further negotiate a solution.
This means that this "elevator turmoil" may soon usher in a turnaround.
However, although the "elevator turmoil" that lasted for several months has been temporarily alleviated, the use of public resources and the allocation of maintenance responsibilities reflected behind it still need to be further negotiated and resolved.
In fact, it is not uncommon for similar things to happen when the property deals with elevator problems, and some are even more serious.
The property shut down the elevator, causing the elderly to climb the stairs and die suddenly
In December 2019, the New World Garden Community in Yangchun City, Guangdong Province suddenly fell into chaos.
All elevators in the complex were shut down by the property, and more than 500 residents had to walk up and down the stairs.
As a result, tragedy struck in such a situation.
A 62-year-old man who lives on the 12th floor had to walk upstairs without an elevator. But when he climbed to the 9th floor, he suddenly fainted.
The old man's 7-year-old grandson immediately asked his neighbors for help, but because the elevator was shut down, the paramedics also had to climb from the first floor to the ninth floor after arriving at the scene, delaying precious rescue time.
In the end, the old man was diagnosed with sudden cardiac death, and died after rescue efforts failed.
The family of the elderly man believed that the shutdown of the elevator directly led to the tragedy, so they decided to sue the property company.
But in the face of doubts, the person in charge of the property company said that shutting down the elevator was a helpless move.
Due to the refusal of a large number of property owners to pay strata fees, the company has been unable to operate normally.
However, this explanation is not accepted by the majority of owners.
Many homeowners who pay their bills on time believe that they should not bear the consequences for the actions of a few.
The incident quickly attracted the attention of the local government, and the conflict between the property and the owner was finally resolved through coordination between all parties.
But the loss of life is irreparable.
between the property and the owner
The occurrence of these things makes us have to start to reflect:
Does the utility company have the power to restrict or shut down public facilities? How to establish a fairer and more reasonable property management mechanism?
How can you increase the engagement and accountability of property owners?
How to protect basic rights and interests while also taking care of the needs of special groups?
These problems are not only related to the harmony and stability of each community, but also related to broader social governance issues.
Through these events, we see the problems in community governance, but we also see the possibility of improvement.
We hope that through this incident, the relevant departments can sum up experience, improve the system, and provide better guidance for solving similar problems.
At the same time, we also hope that every community resident can improve their own civic awareness, while safeguarding their own rights and interests, they must also learn to respect others and contribute to creating a harmonious community environment.
I believe that with the joint efforts of everyone, our community life will definitely become better!
