This year, the construction of the Yangtze River Delta Ecological Green Integration Demonstration Zone has entered its fifth year. Over the past five years, the three provinces and one municipality have closely followed the two keywords of "integration" and "high quality", and made every effort to explore the elimination of institutional and institutional obstacles that hinder the cross-domain flow of elements from the aspects of systems, technologies and rules, and constantly promote the "blueprint planning" into a "realistic picture".
Inter-provincial general office: more than 3,500 items have been settled
Mr. Wang, a native of Jiashan, Zhejiang, needed to set up a new individual industrial and commercial business in Wujiang, Jiangsu Province. After consulting the staff of the "One Network Office" in Jiashan and Wujiang by telephone, Mr. Wang brought all the materials to the comprehensive acceptance window of the Yangtze River Delta "One Network Office" of the Jiashan County Government Affairs Service Center in June last year, and handled and received Wujiang's business license and transportation permit on the spot at one time.
This is the first business license and road transport business license belonging to Wujiang in Jiashan.
Originally, it took a lot of time and effort to apply for business licenses and permits in Wujiang. Now you only need to run a window, submit an application and a material, and you can realize "remote collection, territorial handling, system feedback, and on-site collection", and the public has enjoyed a more efficient, convenient and intelligent service.
The cross-provincial comprehensive acceptance service mechanism is a service mechanism for the demonstration zone to realize the offline and remote handling of government affairs and the convenient handling of online through the opening of cross-provincial comprehensive acceptance windows and self-service terminals in Qingpu District, Wujiang District and Jiashan County.
The reporter learned that as of the end of May this year, more than 3,500 items had been settled in the online cross-provincial general office comprehensive window of the demonstration zone, and the total number of cross-provincial general offices had reached 106,000.
At the same time, 305 comprehensive self-service terminals have been set up in the demonstration area, realizing the full coverage of towns and villages in the demonstration area, and effectively improving the convenience and timeliness of cross-provincial communication.
In the comprehensive acceptance service mechanism of the inter-provincial general office, the settlement of medical treatment in different places is exempted from filing, and the social security card and medical insurance electronic voucher card (code) pass and other matters have benefited the people of the three places a lot. Up to now, more than 500 medical insurance designated medical institutions in the demonstration area have realized direct settlement of cross-provincial medical insurance for outpatient, inpatient and some outpatient chronic diseases, and more than 900 designated retail pharmacies have opened cross-provincial medical insurance settlement services, and the sense of gain and satisfaction of the people in the demonstration area has been significantly enhanced.
It is worth mentioning that the implementation of the demonstration zone is not only reflected in the two districts and one county, but also in a wider range and wider areas to achieve the transformation of achievements.
Professional qualifications: more than 400 second-level constructors are mutually recognized across provinces
In 2020, Mr. Zhang, who has worked in the project department of Shanghai Huaxin Construction (Group) Co., Ltd. for many years, was assigned to work in Jiangsu. Huaxin Construction Group's registered and business address is located in Qingpu, Shanghai. Considering that the second-level construction engineer certificate is a necessary qualification for the appointment of project managers, in October 2020, Mr. Zhang took the second-level construction engineer professional qualification examination in Jiangsu and successfully obtained the certificate.
However, there are geographical restrictions on professional qualification certificates, and certificates obtained in Jiangsu can only be registered and practiced in Jiangsu Province. In 2021, the demonstration zone realized mutual recognition of professional and technical personnel's professional qualifications, and Mr. Zhang applied for and realized Qingpu registration and practice on the "All in One Network" platform with the second-level construction engineer certificate obtained in Jiangsu, which reduced the cost of talent replacement and the energy and time spent on renewing the certificate.
Mr. Zhang became the first person to register professional qualifications across provinces in the Yangtze River Delta. He has worked in Huaxin Construction Group and participated in the construction of Kunshan Xingwen Automobile Fastener Co., Ltd. and the new construction of Qingpu New Generation Weather Radar Station.
The mutual recognition of professional and technical personnel's professional qualifications has effectively broken the restrictions on professional and technical personnel's cross-provincial and remote practice and work, and promoted the free flow of talent elements.
The reporter learned that the mutual recognition of professional qualifications involves a number of professional and technical vocational qualifications such as secondary construction engineers, secondary cost engineers, and junior registered safety engineers, which are set up by the state and implemented by the provinces themselves. Up to now, a total of more than 400 second-level constructors in two districts and one county have achieved cross-provincial mutual recognition of professional qualifications. Due to the characteristics of the industry distribution in the demonstration zone, Qingpu has the largest demand for secondary constructors, and after the cross-regional mutual recognition of professional and technical personnel qualifications in the demonstration zone, a total of 371 second-level constructors have been registered across provinces in Shanghai, including 84 in Zhejiang and 287 in Jiangsu, involving 223 Qingpu enterprises.
Public data: 321 data resources in 28 categories are shared and interconnected
In January 2022, the Executive Committee of the Demonstration Zone signed a cooperation agreement on the "non-discriminatory" sharing of public data in the Demonstration Zone with the data management departments of Shanghai, Jiangsu and Zhejiang provinces and one city. The three places in the demonstration zone jointly formulated and implemented data sharing operation methods and sharing lists, and continuously established and improved the sharing quality standard system and rights and responsibilities system.
Thanks to the efforts of the three places, problems such as the lack of smooth cross-provincial data flow mechanisms, inconsistent standards, and inconsistent formats have been solved one after another, and public data resources in the fields of credit, transportation, and environmental protection have been shared.
At present, the sharing and interconnection of 321 public data resources in 28 categories, such as one network office, legal person, credit, transportation, and environmental protection, has been realized within the demonstration zone. In the past two years, it has supported a total of 5.403 million cross-domain data interface calls, and supported the secure sharing of 153.02 billion cross-departmental, cross-level, cross-domain and cross-subject data, providing strong support for the establishment of an integrated system innovation data base in the demonstration zone and the cultivation of the digital economy in the demonstration zone.
The sharing of cross-domain data has also given rise to a number of new cross-domain integration application scenarios, such as the launch of a number of cross-domain integrated application scenarios such as real-time query of cross-domain integrated public transport in the demonstration area, cross-provincial general office in the Yangtze River Delta region, government service map in the demonstration area, joint governance of cross-border water bodies, mutual recognition of medical and health files and reports, and intelligent claims settlement of medical insurance, which provide convenience for the people in the demonstration area to commute and seek medical treatment across provinces.
