People's Daily Beijing, October 26 (Zhao Chao) The General Administration of Customs recently issued 12 key measures to serve the ecological protection and high-quality development of the Yellow River Basin, and accelerate the construction of a new pattern of opening up of the Yellow River Basin that takes into account both internal and external aspects, land and sea linkage, east-west mutual benefit, and multi-directional progress.

Key measures mainly include: jointly grasping great protection, coordinating the promotion of great governance, promoting the construction of logistics channels, helping the development of new trade formats, using free trade agreements to promote industrial development, promoting the import and export of characteristic products, building a solid national biosecurity quarantine defense line, strengthening joint prevention and control of risks, promoting joint data and information sharing, strengthening technical trade measures, giving full play to the advantages of customs laboratories, increasing the intensity of cracking down on smuggling of key sensitive commodities, establishing an integrated coordination mechanism, and strengthening organizational safeguards.

Carry out tariff reduction policy promotion and origin technical services; promote the export of agricultural products, aquatic products, meat products and other characteristic products, support the import of comprehensive industry management equipment and modern agricultural technology equipment; build a monitoring mechanism for the operation of foreign trade in the Yellow River Basin, explore the establishment of a China-South Korea "single window" customs cooperation mechanism; support the creation of a research and evaluation base for technical trade measures and explore the establishment of a regional joint response mechanism; establish the Yellow River Basin Inspection and Testing Alliance to explore "testing in advance and mutual recognition of results" with Japan and South Korea and other countries.

In order to promote the implementation of key measures, the General Administration of Customs has established a "11 1" inter-customs integration coordination mechanism led by Qingdao Customs, including 11 directly subordinate customs (Taiyuan, Hohhot, Manzhouli, Qingdao, Jinan, Zhengzhou, Chengdu, Xi'an, Lanzhou, Xining and Yinchuan Customs) involved in the nine provinces and regions of the Yellow River Basin, and Urumqi Customs involved in important passages in the western part of the Yellow River Basin, and set up a "Coordination Office for Customs Services for Ecological Protection and High-quality Development of the Yellow River Basin" in Qingdao Customs. Establish a joint rapid response mechanism for regional business anomalies, further strengthen regional customs cooperation, and fully serve the ecological protection and high-quality development of the Yellow River Basin.
