Focus on "party building + corporate governance" to make the party's leadership stronger and more powerful. If the party is prosperous, the enterprise will be prosperous, and if the party is strong, the enterprise will be strong. Conscientiously implement the general requirements of party building in the new era, and integrate the party's leadership into all aspects of corporate governance. Fully implement the "two consistent", adhere to the pre-research of the Party committee on major business and management matters, organize and optimize the group's "three major and one large" list of rights and responsibilities and the list of pre-research items of the Party committee according to the actual situation, clarify the key decision-making links such as "formulating the proposal plan, pre-research and discussion, and deliberating and researching decisions", and scientifically clarify the boundaries of the rights and responsibilities of the governance body. Strengthen the guidance and supervision of directly managed units, formulate a model text of the list of decision-making matters, guide subsidiaries to standardize corporate governance, and improve the party's leadership mechanism. Give full play to the advantages of party organizations in cultivating talents, making good use of talents, and gathering talents, and promote the participation of party members, business backbones, and technical experts in undertaking major scientific research projects. Effectively enhance the combat effectiveness of the party branch and the role of young party members as a "commando", so that outstanding party members can take root in the front line, and take the front line as the main position for cultivating technical experts and strengthening party building to lead the development of science and technology. In recent years, the group has taken the lead or participated in the formulation of 4 international standards and 77 national standards, added 26 standardization experts, obtained 317 new patents and 25 external scientific and technological awards. More than 10,000 employees of the group system participated, clearly understood the employees' thoughts and demands on issues related to the reform and development of the group, and provided first-hand fresh information for the next step of introducing relevant systems and mechanisms. Organize and carry out various forms of training activities, improve the ability to combine learning with application and promote work with learning, unite and lead cadres and workers to start a business and create results, and lay a solid foundation for better serving the masses and improving employees' sense of gain, happiness and security.

Party organizations at all levels of the group strictly follow the Party Constitution and other intra-Party laws and regulations to protect the rights of Party members, and improve the system and mechanism for protecting the rights of Party members. Pay attention to the suggestions and initiatives put forward by Party members on the work of Party organizations, stimulate the enthusiasm, initiative and creativity of Party members to participate in Party affairs, and enhance the cohesion and appeal of Party organizations. More and more party members and cadres are practicing the "iron shoulders" that can take on things and the "real skills" that can get things done, and truly see them in ordinary times, stand up at critical moments, and be able to stand up in times of crisis. In 2023, a total of 190 party members will be developed in the whole system, a year-on-year increase of 60%. 80 outstanding Communist Party members and 46 outstanding party workers were commended.
