Preface
In 2000, Cheng Weigao's secretary Li Zhen was "shuanggui". According to the investigation of relevant departments, Li Zhen accepted bribes totaling more than 6.76 million yuan, more than 160,000 US dollars, and embezzled more than 29.67 million yuan of public funds. Such a huge amount of money can be regarded as the most corrupt secretary in the period from the founding of New China to 2000.
As a result, Li Zhen was also crowned with the "title" of "Hebei's First Secretary". After Li Zhen's case, Cheng Weigao's only son, Cheng Muyang, fled to Canada.
It turned out that Cheng Muyang was found to have helped Li Zhen transfer stolen money and colluded with others to embezzle state property. And behind all this, there is a connection with Cheng Weigao.
Cheng Weigao opened the way for his son Cheng Muyang
Cheng Weigao was recruited into the Changzhou Prefectural Party Committee in 1949, starting as a small officer, after 10 years of tempering, he was favored by the deputy secretary of the Municipal Party Committee who was in charge of Changzhou industry, and was transferred to his side as a secretary. Due to Cheng Weigao's outstanding ability, he was soon promoted to deputy director of the office.
In 1965, Cheng Weigao was sent to Changzhou Tractor Factory. At that time, there was a policy to focus on training "young cadres". In this context, Cheng Weigao went deep into the factory to polish himself while also striving to create value for the factory. That's seven years.
Let Cheng Weigao emerge in the political arena in 1976. At that time, Changzhou was overwhelmed by the influx of educated youths who returned to the city and residents who had been decentralized. Others just build shacks in the city, which leads to a lot of chaos in the city. After Cheng Weigao took office, he built a residential community directly a few kilometers away from the city, which alleviated the chaos in the urban area.
As time passed, Cheng Weigao's position became higher and higher. In 1990, Cheng Wei went to Hebei in a high-profile manner, thus starting the period of "hegemony" that had been in power for 13 years.
Cheng Weigao has always wanted to build his family into a situation where "politics and business blossom together". So, he pinned his hopes on his only baby son Cheng Muyang.
According to the media disclosure of "Half Moon Talk: Internal Edition", relying on his father's big tree, Cheng Muyang was worth hundreds of millions in just seven years. And the construction company "Nanjing Second Construction", since decorating Cheng Weigao's residence, has also embarked on an "invincible" journey!
From 1993 to 1996, "Nanjing Second Construction" pocketed most of the large-scale projects in the construction market of Shijiazhuang City and Hebei Province. Because he was too public, Cheng Weigao also got the nickname "the largest contractor in Hebei Province".
For a long time, Cheng Weigao was very concerned about the "Second Construction of Nanjing"! According to a veteran cadre in Hebei, not long after Cheng Weigao became governor, he brought the contractor of the "Nanjing Second Construction" to visit him. Shortly thereafter, the foreman of the contractor directly took Cheng Weigao's letter of introduction and asked for the project to be approved for him.
Cheng Weigao has always been "paving the way" for his son, according to Cheng Weigao's secretary Li Zhen, one of Cheng Weigao's criteria for selecting officials, can it help Cheng Muyang?
In addition, Cheng Weigao's hard-line style made the officials under him miserable. For example, in 1997, Cheng Weigao directly linked the number of well-off villages built to the performance of the county party secretary. And, as a hard indicator to assess. If they don't meet the standards, they can only be removed.
Several county party secretaries wrote "difficulties", and Cheng Weigao reprimanded them all and removed them from their posts. It is said that Cheng Weigao once removed 17 county party secretaries in one go.
These things made many cadres still complain when they mentioned Cheng Weigao. With the two secretaries, as well as some cadres who were promoted by him, they had accidents one after another. Cheng Weigao also stepped down from the position of secretary of the provincial party committee and became the director of the provincial people's congress.
In January 2003, Cheng Weigao returned to Changzhou from Shijiazhuang. Prior to this, the Commission for Discipline Inspection had found Cheng Weigao and announced that he would check the problem and not leave Shijiazhuang. When Cheng Weigao arrived in Changzhou, the relevant person in charge of Hebei was very nervous. After all, Cheng Weigao's son Cheng Muyang is stranded in Canada, so Cheng Weigao does not rule out the possibility of going to Canada. So, Hebei specially sent people to chase Changzhou.
It is already an established fact when he arrives in Changzhou, and the relevant departments have to say that Cheng Weigao should not leave Changzhou after that.
On August 8, 2003, Cheng Weigao was expelled from the party and his provincial status was revoked. On December 28, 2010, Cheng Weigao died of illness in Changzhou Hospital of Traditional Chinese Medicine at the age of 78. At his memorial service, an old leader in Changzhou specially wrote a letter to him and burned it on the spot. What is the meaning of it, perhaps only the old leader and Cheng Weigao know.
Cheng Muyang can't become a Canadian citizen
Cheng Muyang, known as "Michael Cheng" in Canada, is the chairman of Muyang International Co., Ltd., engaged in real estate development in Vancouver. According to relevant media reports, Cheng Muyang's family lived in the Oak Ridge community in Vancouver's West End, and their home was valued at $3.39 million at the time.
Cheng and his wife have three children, one of whom was born in Vancouver in 2000. Except for him, the other four members of Cheng's family have all obtained Canadian citizenship in 2004, and only Cheng Muyang's application for Canadian citizenship has not been processed.
In 2012, Cheng filed a complaint with the Federal Court of Canada, asking the Minister of Justice, the Minister of Citizenship and Immigration, and an official from the relevant department to pay him $1.75 million in financial compensation for the fact that his multiple naturalization applications had been denied.
The results can be imagined. But Cheng Muyang did not give up and chose to continue to apply for Canadian citizenship as a refugee, but was still rejected. Cheng Muyang still did not give up, and submitted a review to the judiciary on November 21, 2014. But the results still did not go his way. According to Canadian media, this may be related to the request sent by the Chinese police to Canada.
As Cheng Muyang's family's actions were exposed, he also realized something. A reporter tried to interview Cheng Muyang's office, but when he arrived at the place, he found that the building had already been empty, and there was only an iron lock on the door. Cheng Muyang's company website has long been unable to browse, only showing "under maintenance".
Cheng Muyang is usually quite low-key in Canada, although he has served as the vice president of the Asia-Pacific Chamber of Commerce, he rarely attends relevant club activities, and does not want to be interviewed by local Chinese newspapers. Michael Cheng was first identified as Cheng Muyang himself, which was reported by a Canadian media.
Later, Hong Kong media analyzed that Michael Cheng was very similar to Cheng Muyang's appearance in several photos, and the most critical feature was that both of them had a mole near the right eyebrow.
Although Cheng Muyang is very low-key, he unexpectedly pushed his daughter Cheng Songlian into the Canadian political arena. In an interview with Canadian media reporters that year, Cheng Songlian said that she was deeply influenced by her father, and when she was very young, her father told her a lot of news. When talking about Cheng Songlian's ambitions for the future, she said she wanted to become a lawyer.
In order to send his daughter to Canadian high society, Cheng Muyang donated $7,260 to the election of the Liberal Party in British Columbia, and in other election campaigns, Cheng Muyang also donated a lot of money. As a result, Cheng Songlian also assumed some important positions in the party as she wished.
However, with the issuance of a red notice for Cheng Muyang in China, the relevant positions that Cheng Songlian was about to secure could not be obtained, and the relevant honors were also lost. When the reporter tried to contact Cheng Songlian, she deliberately avoided it.
In 2015, perhaps spurred on by his daughter's exclusion and red notice, Cheng Muyang commissioned a lawyer to issue a statement in the Canadian media, claiming that he was wanted by China, but that he was innocent.
Since then, Cheng Muyang has disappeared from public view. As for Cheng Muyang's follow-up actions, I believe that the relevant departments of the mainland must still be tracking. There is such a good saying, overseas is not outside the law, and one day fugitives like Cheng Muyang will be tried by the people.
