In the process of urban industrial renewal entering the transformation of old and new kinetic energy, the old industrial base has become an important carrier for regional industrial transformation and upgrading and enterprise development of new quality productivity. A few days ago, the reporter learned from Jiading State-owned Assets Group that the Shanghai International Health Industrial Park project, formerly known as Guangming Dengtou Factory, is currently under construction.
The project will be included in the first batch of "industrial upstairs" in the city in 2023, and will upgrade the original park to create a landmark smart, technological and green park, combined with the planning of the "Xinggu" industrial park in Malu Town, and introduce related formats in the field of biomedicine. At present, the three factories in the park have been structurally capped, and the construction is expected to be completed within the year and put into use in 2025. As a traditional old industrial base, Shanghai International Health Industrial Park is also a stock resource transformation project in Malu Town, which promotes industrial agglomeration through the transformation and upgrading of the park, revitalizes the stock resources and promotes the transformation and development of the regional economy.
It used to be the pioneer of Jiading's "bright industry".
Located on the Jiajian Highway, Guangming Lamphead Factory was jointly founded in April 1971 by two communes in the east and west of the city, producing various specifications of civil and industrial lampholders, and was a major industrial factory in Jiading in the last century.
According to the statistics of 1989, Jiading has an annual output of 640 million lamp heads, accounting for one-third of the country's total output, and Jiading has an annual output of 163 million light bulbs and 3.2 million fluorescent lamps, accounting for 8.2 percent of the country's total output.
Zhu Genkui, who lives in Malu Town, recalled: "I joined the Guangming Lamphead Factory in 1985 and stayed until the factory was closed. At that time, Guangming Lamphead Factory had punching, glass, inspection, and metalworking workshops, and I was a glass workshop operator. In my memory, there were more than 3,000 people in the largest scale of the Guangming Lamp Factory, and its products were also exported to Iraq and other countries. ”

At present, after asset restructuring, the park has been transformed and reused as an important stock collective asset of Jiading State-owned Assets Group.
Fan Zhu, deputy secretary of the Party committee and general manager of Jiading State-owned Assets Group, said that after many preliminary investigations and studies, the project team plans to rely on the advantageous medical resources such as the northern branch of Ruijin Hospital and the branch of the Municipal Hospital of Traditional Chinese Medicine in the area where the project is located in Malu Town, as well as the relevant planning and implementation of the Madong Industry-City Integration Development Demonstration Zone.
Now the "dress-up" upgrade and start again
According to reports, from 2022, Jiading State-owned Assets Group has carried out soil remediation on the land of the original industrial plant to match future land demand. According to the plan, the new park adopts the method of in-situ reconstruction, demolishes all existing buildings, explores the "industrial upstairs" model to the sky, and the original lamphead factory will be rebuilt and upgraded into a professional industrial park with beautiful environment, first-class quality and integration of industry and finance.
"In terms of new technology, because the foundation pit area of our project is relatively large, reaching 19,000 square meters, the construction period of the foundation pit stage is also relatively tight. Therefore, the construction process of choosing the warehouse jumping method can save the construction period by about one month. Yang Zhiming, chief engineer of the reconstruction and expansion project of China Railway Construction Engineering Group, said that the construction project is currently in the stage of comprehensive construction of the main structure, and the project is expected to be completed by the end of September this year.
The reconstruction and expansion project of Guangming Dengtou Factory will start construction in mid-2023, with a land area of about 28,000 square meters (41.9 acres) and a planned total capacity construction area of about 54,000 square meters, of which 48,000 square meters are industrial plants, accounting for 90% of the total capacity area, and 5,826.5 square meters of talent apartments, accounting for 10% of the total capacity area.
What is more worth looking forward to is that it will become a benchmark park for "industrial upstairs". "In the early stage, we visited professional parks and enterprises such as Zhangjiang Biomedical Industrial Park and Suzhou's BioBAY, and learned that in fact, biomedical enterprises need to take into account the functions of production and R&D. Therefore, at the beginning of the planning and design of the whole park, we considered setting up production areas and R&D areas, and also adopted the model of 'industrial upstairs'. Last year, we passed the review of the first batch of industrial upstairs projects in the city. Fan Zhu said.
In the production area, the floor height of the plant is about 5.1-7.7 meters, and the load-bearing capacity is 0.8-1 tons/square meter, which can meet the equipment placement and production needs of medical device production and research and development enterprises. In the R&D office area, there are public laboratories, public comprehensive conference centers, supporting commercial and other functions. In the construction of the park, low-carbon emission reduction schemes such as energy-saving materials, Hiroshima lighting, photovoltaic energy storage, ground source heat pumps, and sponge cities have also been applied on a trial basis.
The hero of the mu yield is to realize the efficient use of land
In recent years, Jiading District has insisted on building nests to attract phoenixes and create a gathering place for the ecology of the biomedical industry. In 2023, the scale of the biomedical industry in the region will increase steadily, with a total output of 28.54 billion yuan, 29 new biomedical enterprises above the designated level, 23 key projects with a signed investment of more than 10 million yuan, 220 new enterprises of various types, and the total number of biomedical enterprises in the region will reach more than 1,200.
"In this context, we have set a small goal for the park, striving to reach production in June 2028 with a total annual output value of 450 million yuan and an average output value of more than 10 million yuan per mu." Fan Zhu's confidence comes from the advantages of Jiading State-owned Assets Group's cluster operations, "At present, we have 4 companies that intend to settle in. In the future, we will further explore the model of 'fund + base', and attract more high-tech enterprises to settle in the form of special funds to help the high-quality development of Jiading's biomedical industry." ”

In the future, the park will also rely on the advantages of state-owned assets group's industrial finance and other resources to accelerate the transformation of achievements and enterprise development in the park. In the park, it is planned to establish soft service platforms such as industrial innovation service platforms and industry-university-research transformation platforms, actively integrate relevant resources such as key universities, hospitals, scientific research institutes, laboratories and industrial institutions, and build public laboratory service platforms such as inspection, testing, analysis and testing laboratories with enterprises as the main body.
