In recent years, the Development Center of Degan Industrial Park, Jiangjin District, Chongqing Municipality has conscientiously implemented the "three focuses" of strengthening the construction of grassroots trade unions, complied with the principles and requirements of the "Trade Union Law" and the "Trade Union Charter", based on reality, overcome difficulties, and paid close attention to "key construction, industry construction, and comprehensive construction". Up to now, the Federation of Trade Unions of Degan Industrial Park has 132 grassroots trade unions with more than 13,000 members, including 1 industrial trade union federation and 1 regional trade union federation, which has achieved remarkable results.

Party building leadership, strict management and love, and careful cultivation of the "responsibility field" of "team building"——

"Party building + industrial construction". Categorical guidance for the party organizations affiliated to the park, unblock the peripheral nerves of grassroots party building, and promote the resonance, integration and mutual promotion of party organizations and trade union organizations at the same frequency.

Strengthen the implementation of responsibilities. The members of the party committee and the deputy director serve as the chairman, and the main person in charge of the department is the member, and the organizational guarantee of the federation of trade unions in Degan Industrial Park is effectively strengthened, and the work pattern of unified leadership of the trade union and each department performing its own duties is formed.

Adhere to strict management and love. At the same time, strengthen the incentive mechanism, care for and care for trade union cadres, fully implement the guarantee treatment, and care for political care, economic security, and professional development, so as to enhance the work enthusiasm and professional honor of grassroots trade union cadres.

Focus on the key points, integrate forces, and hold the "bull's nose" of "position construction"——

Measures are in place. Formulate a work plan for the construction of workers' home positions, and promote the construction of institutionalized and standardized workers' home positions by trade unions at all levels where grassroots units are concentrated, workers are concentrated, and hardware conditions are intensive. Up to now, our park has built more than 15 workers' homes in institutions and enterprises.

Service in place. Provide "nanny-style" services, put forward different home building standards according to the characteristics of various types of grassroots trade unions, and carefully guide, standardize construction, and create characteristics. Degan Industrial Park Construction Co., Ltd. and the trade union workers' home are used to build the workers' home by using meeting rooms, corridors and other public areas to build the workers' home, and add activity rooms, reading rooms, leisure areas, and fitness areas.

The power is in place. To date, the Federation of Trade Unions of Degan Industrial Park has subsidized a total of 300,000 yuan for the construction project of the home of grassroots trade union workers. In addition, more than 1,000 books and reading materials such as ideological and political books, trade union business knowledge and related vocational skills improvement and innovation were distributed to the homes of workers at all levels.

Focusing on various key employee groups, we continued to innovate and promote special warmth activities, and visited front-line workers in production and construction during the New Year's Day, Spring Festival and high temperature and heat; Job fairs were held, and more than 100 companies provided more than 2,000 jobs, and at the same time, relying on online and offline platforms to do a good job in vocational training consultation and difficulty assistance, so as to provide more convenient and efficient employment services for the workers.

Establish rules and regulations, dynamically update, and make good use of the "toolbox" of new employment forms——

There's a trick to finding out the bottom numbers. In conjunction with the human resources and social security, the Federation of Industry and Commerce and other departments, the enterprises and buildings with more personnel and above designated size will be investigated by stratification and classification, focusing on the new employment forms of the whole park, so as to accurately achieve the "three clears" of operation and operation, workforce and trade union organization.

There is a trick to the new situation. Improve the working mechanism, establish a membership ledger for new employment groups and a roster of new business enterprises, update them in a timely manner, manage them dynamically, and pay regular return visits, so as to promote the solid development of the work of unionization and membership of new employment groups.

Collecting difficulties has a high trick. Establish work coordination with party building instructors, embed various businesses of grassroots trade unions into non-public party building work, synchronize information, share resources, and keep abreast of the operational difficulties of various trade unions under the new employment form.

Global linkage, multi-point efforts, and play a good "first move" in the new employment form——

In view of the characteristics of the industry with a large number of workers, wide distribution and strong mobility in the new form of employment, we flexibly use the three modes of "key construction, industry construction and comprehensive construction" to achieve breakthroughs and innovations, and strive to build a new work pattern that combines points and areas.

Grasp the "key construction". Relying on the trade unions of backbone and key enterprises, we will widely absorb truck drivers, couriers, and other new employment forms of workers to join the trade union organization to ensure that all should be included, such as focusing on the head platform enterprises, and forming a trade union federation in the Jiangjin Degan Express Logistics Distribution Center, and promoting Zhongtong, Yunda, SF, J&T and other platform enterprises to generally carry out the work of establishing and joining the union, and absorbing more than 236 people to join the trade union, including 55 truck drivers.

Deeply cultivate "industry construction". According to the different characteristics of different types of business and different groups, implement classified guidance. In the way of "industry competent unit + trade union", the channels for joining the union are unblocked, and the local union is established and the nearest union, such as with the support of the industry competent department, the food industry trade union federation has been established in the western food valley, covering 32 food enterprises in the whole park and absorbing more than 1,136 people to join the trade union.

Meticulous "build from the bottom". Give full play to the role of grassroots trade unions in the source and place of work of workers in new forms of employment, and gradually achieve full coverage of small and micro enterprises and scattered workers in new forms of employment who do not have the conditions for independent union establishment in regions and industries through the support of local grassroots trade unions. At the same time, we will explain the policy of union establishment and membership in depth to enterprises, and give on-site guidance and answers to the procedures for union membership, fund collection, membership fee payment and other matters proposed by enterprises, continue to promote the work of union establishment and membership, and solve the problems of difficulties in enterprise union establishment and membership.

Warm service, rights protection, and activation of new employment forms "a pool of water——

Continue to carry out warmth campaigns. Provide living assistance, student assistance in autumn, and cool summer delivery for employees, including workers and migrant workers in new employment forms, so as to enhance the sense of belonging and gain of new employment groups.

Effectively safeguard the rights and interests of employees. Implement the democratic management system of enterprises and institutions with the workers' congress as the basic form, promote the construction of the "1+2+N" system of democratic management of enterprises, carry out collective negotiation "centralized offer action", give full play to the positive role of collective negotiation and collective contracts in safeguarding the legitimate rights and interests of employees, building harmonious labor relations and helping the construction of a modern new Chongqing, and enhance the sense of security of new employment groups.

Promote the construction of service positions such as staff activity rooms and staff libraries according to local conditions, upgrade the files on the original basis, ensure that the service positions of the trade union are fully equipped and functional, and constantly meet the growing spiritual and cultural needs of the workers.

Team building. Guided by political construction, we will strive to build a team of trade union cadres who have the party in their hearts, are loyal to the party, and always strive for the party's cause.
