Articles 80 and 81 of the Regulations on Disciplinary Sanctions of the Communist Party of China provide for sanctions for failure to explain and report to the organization in accordance with regulations, mainly including six categories:

1. Party members refuse to testify or intentionally provide false information

Article 80 of the "Regulations" stipulates that in the disciplinary review of Party organizations, if a Party member who has the obligation to testify in accordance with laws and regulations refuses to testify or intentionally provides false information, and the circumstances are more serious, he shall be given a warning or serious warning; where the circumstances are serious, sanctions of removal from internal Party positions, Party probation, or expulsion from the Party are to be given.

Party members shall perform the obligation to testify during disciplinary review, and this is also clearly stipulated in the Party Constitution, the "Regulations on the Case Inspection Work of the Discipline Inspection Organs of the Communist Party of China" and other internal Party regulations. Party members who are witnesses shall strengthen their organizational concept and awareness when the organization learns about the situation from them, and objectively and truthfully reflect the situation in an attitude of being highly responsible to comrades, the Party organization, and the Party's cause. Those who refuse to testify or deliberately provide false information will be investigated for party discipline responsibility in accordance with the provisions of the "Regulations".

2. Concealment of personal matters

Article 81 of the "Regulations" stipulates that anyone who violates the provisions on reporting relevant personal matters and conceals and fails to report, and the circumstances are more serious, shall be given a warning or serious warning. Violations of the Provisions on Reporting Relevant Personal Matters mainly refer to violations of the "Provisions on Reporting of Personal Matters by Leading Cadres", and the matters that should be reported are family affairs and family property that are closely related to the exercise of power by leading cadres. Where one of the circumstances provided for in the "Provisions on Leading Cadres Reporting Relevant Personal Matters" is met, it may be found to be an act of concealment or failure to report. If a leading cadre conceals his or her overseas deposits and other financial assets, and the amount is relatively large enough to meet the standards for prosecution, he or she is suspected of the crime of concealing overseas deposits, and shall be removed from his position within the Party, placed on Party probation, or expelled from the Party; Where the standards for prosecution are not met, a warning or even expulsion from the Party shall be given depending on the specific circumstances.

3. Not truthfully explaining the problem to the organization

Article 81 of the "Regulations" stipulates that when an organization conducts a conversation or inquiry, if it does not truthfully explain the problem to the organization, and the circumstances are more serious, it shall be given a warning or serious warning. On this basis, this article also stipulates that if an organization does not truthfully explain the problem to the organization when conducting a conversation or inquiry, and at the same time provides false information to the organization or covers up the facts, it shall be dealt with in accordance with the provisions of Article 63 of these Regulations.

Conversations and inquiries are an important way to carry out intra-party supervision, reflecting the care, trust, management and supervision of party members and cadres. If party members and cadres pretend to be clever and lucky, and do not truthfully explain the problems when the organization conducts conversations and inquiries, and try to get away with the test, they will definitely be self-defeating and miss the opportunity to save the situation given by the organization. If false information is provided to the organization at the same time to cover up the facts, it is "active" to confuse right and wrong, set up obstacles, deliberately interfere with or obstruct normal review work, has gone beyond the scope of "not truthfully explaining", violates the Party's political discipline, and shall be pursued for Party discipline responsibility in accordance with the provisions of Article 63 of the "Regulations" on the review of confrontational organizations.

4. Failure to report or truthfully report personal whereabouts

Article 81 of the "Regulations" stipulates that those who fail to report as required or do not truthfully report the whereabouts of individuals, and the circumstances are more serious, shall be given a warning or serious warning. This provision does not mean that Party members and cadres are not allowed to leave their posts or work places to go out, but require Party members and cadres who have the obligation to report truthfully to the organization to report their personal whereabouts, so as to prevent the occurrence of "alone, unwanted" and other unorganized situations.

5. Failure to truthfully fill in or tamper with or falsify personal file information

Article 81 of the "Regulations" stipulates that those who do not truthfully fill in personal file information, and the circumstances are more serious, shall be given a warning or serious warning. Those who tamper with or falsify personal file materials are to be given serious warnings; where the circumstances are serious, sanctions of removal from internal Party positions or Party probation are to be given.

A profile is a historical record of an individual's important growth experiences, such as study and work. Compared with "not truthfully filling in" personal file information, "tampering and falsifying" is more harmful and has a worse impact, so as long as the act is carried out, regardless of the severity of the circumstances, disciplinary action will be given.

6. Concealing serious mistakes made before joining the party

Article 81 of the "Regulations" stipulates that those who conceal serious mistakes before joining the Party shall generally be removed from the list; Those who have been in the Party for many years and have consistently performed well, or have made outstanding contributions in their work, are to be given serious warnings, removed from internal Party positions, or placed on Party probation.

"Serious mistakes before joining the Party" refers to conduct prior to joining the Party that should be removed from internal Party positions, placed on Party probation, or expelled from the Party in accordance with Party rules and Party discipline at the time. When filling out materials related to joining the Party, activists who join the Party shall truthfully report their major personal circumstances, including the serious mistakes they have made, in accordance with regulations, so that the Party organization can make a comprehensive understanding and evaluation of their ideological, political, and other conditions. If a Party member conceals from the Party organization a serious mistake made before joining the Party, indicating that he does not meet the requirements for Party membership, he or she should generally be removed from the Party, but in line with the principle of punishing the former and treating the sick and saving others, those who have been in the Party for many years and have consistently performed well or made outstanding contributions in their work may not be removed from the Party after comprehensive consideration, remain in the Party, and be given Party disciplinary sanctions in light of the circumstances.

In practice, two conditions should be grasped to determine whether the perpetrator has "been a member of the Party for many years and has consistently performed well": first, the serious mistakes that occurred before joining the Party have been corrected in place; The other is that there have been no new violations of discipline and law since joining the party. With regard to "making outstanding contributions in work", it may be determined with reference to the "Regulations of the Communist Party of China on Commendation of Intra-Party Meritorious Achievements and Honors", "Regulations on the Commendation of National Meritorious Honors", "Regulations on the Evaluation of Party and Government Leading Cadres", "Provisions on Rewards for Civil Servants", "Provisions on the Evaluation of Staff of Public Institutions" and other relevant provisions.
