In 2022, our district issued the "Implementation Plan for the Issuance of Housing Purchase Vouchers for Newly Introduced Talents in Chengyang District (Trial)" (Chengren Zhu Group Fa [2022] No. 3) (hereinafter referred to as the "Implementation Plan"), which has played a positive role in the implementation of the strategy of strengthening the district with talents. In order to further increase the introduction of talents, meet the diversified housing needs of talents, and promote the healthy development of the real estate market, it is proposed to revise the "Implementation Plan", and the main contents of the adjustment are as follows:
1. Adjust the requirements for applying for academic qualifications from "full-time bachelor's degree or above" to "bachelor's degree or above".
2. "Talents introduced by central, provincial and municipal units in Chengyang shall pay Qingdao Municipal Social Medical Insurance for Employees for the first time in Chengyang District" is adjusted to "Talents introduced by central, provincial and municipal units in Chengyang shall pay Qingdao Municipal Social Medical Insurance for Employees for the first time at least in Chengyang District or Qingdao City".
3. Newly introduced talents who will work in the employer of the high-tech zone and pay social security and medical insurance will be included in the scope of application.
4. After the policy adjustment, it will come into force on the date of promulgation and will be valid until December 31, 2025.

Chapter I: General Provisions
Article 1 In order to further implement the strategy of strengthening the area with talents and meet the diversified housing needs of talents, this plan is formulated according to the Municipal Housing and Urban-Rural Development Bureau's "Letter Reply on the Pilot Issuance of Talent Housing Purchase Coupons in Chengyang District", combined with the actual situation of Chengyang District.
Article 2 Under the leadership of the District Talent Housing Construction Leading Group, the issuance of housing vouchers for talents in Chengyang District shall be jointly organized and implemented by the District Housing and Urban Construction Administration, the District Human Resources and Social Security Bureau, the District Natural Resources Bureau, the District Finance Bureau, the District Medical Insurance Bureau, and the Chengyang District Public Security Bureau.
Chapter II: Recipients of Distribution
Article 3 The objects of housing purchase vouchers are all kinds of talents who are newly introduced for employment in Chengyang District (including high-tech zones) after April 1, 2022 and have no commercial housing in Chengyang District (including high-tech zones) (see Annex 1: Chengyang District Talents Category Table for Issuing Housing Purchase Vouchers).
Article 4 Talents applying for housing vouchers shall meet the following conditions at the same time:
(1) The applicant must be employed for the first time in an employer established in Chengyang District (including the High-tech Zone) after April 1, 2022, and the employer shall pay the social insurance for urban employees for the first time in Chengyang District according to the regulations. The time of first employment shall be subject to the first payment of social insurance for urban employees in Chengyang District, and the payment of social medical insurance for employees of Qingdao in Chengyang District or Qingdao City shall prevail for the central, provincial and municipal units stationed in Chengyang for the first time.
(2) Talents with a bachelor's degree from a domestic university must have a bachelor's degree; Talents at the graduate level need to obtain the corresponding academic qualifications or degree certificates; Professional and technical talents need to obtain intermediate and above professional and technical qualification certificates; Skilled talents need to obtain technician and above vocational qualification skill level certificates; High-level talents need to be selected for key talent projects at or above the municipal level, and obtain the title, awards or achievements of talents at the municipal level and above.
(3) Have a household registration in Qingdao City or hold a "Shandong Provincial Residence Permit" with a place of residence in Chengyang District, Qingdao City; Hong Kong, Macao and Taiwan compatriots and foreign talents must have valid work and residence permits in Shanghai.
Chapter III: Distribution Standards
Article 5 According to the classification standards of talent categories, the amount of talent at each level is: the first level and the second level are determined by the meeting of the leading group for the construction of talent housing in accordance with the principle of one thing, the third level is 300,000 yuan, the fourth level is 250,000 yuan, the fifth level is 150,000 yuan, and the sixth level is 80,000 yuan. Housing vouchers are issued in a lump sum.
Chapter 4 Application Process
Article 6 Declaration. Talents submit relevant materials through the network for declaration.
Article 7 Review. The District Human Resources and Social Security Bureau, the District Housing and Urban Construction Administration, the District Natural Resources Bureau, the District Medical Insurance Bureau, the Chengyang District Public Security Bureau and other departments shall review the application materials in accordance with their job responsibilities. If the application materials are incomplete or do not meet the requirements, they will be returned through the system at one time and the applicant will be notified to supplement and correct the relevant materials within 5 working days.
Article 8 Ranking of qualifications. The issuance of housing vouchers implements a comprehensive scoring system, and the order of issuance is in accordance with the total scores of the "Comprehensive Scoring Table for the Issuance of Housing Vouchers in Chengyang District" (Annex 2), and those with higher scores will be given priority. If the score is the same, it will be sorted according to the length of time it has paid social security or medical insurance in Qingdao, and the older one will be preferred; If the social security or medical insurance payment period is the same, the applicant will be ranked according to the age, and the older one will be preferred.
Article 9 Publicity. The District Housing and Urban Construction Administration Bureau will publicize the list of qualified talents and the categories of housing vouchers to the public through the Chengyang government affairs network, and determine the list of persons who issue housing vouchers according to the order of issuance in accordance with the principle of controlling the total funds at 100 million yuan per year, and the publicity period is 5 working days.
Article 10 Distribution. Talents who have no objection after the publicity period shall go to the District Housing and Urban Construction Administration Bureau within 7 working days after the end of the publicity period to collect the housing voucher and sign the agreement on the use of the housing voucher. The housing vouchers are organized once or twice a year for centralized review and distribution, and those who have passed the review can continue to apply in the next year if they have not issued the housing vouchers due to financial control.
Chapter 5 Use of Housing Purchase Vouchers
Article 11 Talents in the jurisdiction of Chengyang District (excluding high-tech zones) can use housing vouchers when purchasing newly built commercial housing with 100% property rights owned by individuals or couples, and the amount marked on the vouchers can be used in cash. Housing vouchers are managed under the real-name system and can only be used by the person. If both the applicant and the husband and wife meet the conditions for applying for the housing purchase voucher, they will only enjoy the corresponding standards for the highest-level talents among the husband and wife.
Article 12 Talents can only apply for and use the housing voucher once, from the date of issuance to the date of signing the "Commercial Housing Sales Contract", valid for three months, and the overdue housing voucher will be automatically revoked.
Article 13 The houses purchased with housing purchase vouchers shall be marked with the relevant housing purchase vouchers in the "Commercial Housing Sales Contract", and shall not be listed and traded within 5 years from the date of signing the housing network.
Article 14 From the date of applying for the housing online visa, the talent must actually work in Chengyang District for 5 consecutive years (from the date of payment of the social insurance for urban employees or social medical insurance for employees of Qingdao City to this date of the next year, and so on) and pay the social insurance for urban employees or social medical insurance for employees of Qingdao City on time. If it is less than 5 years, part of the voucher amount must be refunded according to the following different years: full refund of the voucher amount for less than 1 year, 60% of the voucher amount for 1 year but less than 2 years, 40% of the voucher amount for 2 years but less than 3 years, 20% of the voucher amount for 3 years but less than 4 years, and 10% of the voucher amount for 4 years but less than 5 years. If the above circumstances such as less than 5 years are not eligible for the use of housing vouchers, they should take the initiative to go through the procedures for refunding the amount of housing vouchers with the District Housing and Urban Construction Administration within 1 month after the work relationship is transferred out of Chengyang District. If it does not take the initiative to return it, the District Housing and Urban Construction Administration has the right to recover it in accordance with the law.
Article 15 The housing voucher and the one-time settlement allowance for young talents in Qingdao for innovation and entrepreneurship in Qingdao cannot be enjoyed repeatedly.
Article 16 This voucher cannot be used to purchase housing for property rights talents in Chengyang District. Those who rent public rental housing or talent housing shall vacate the rented public rental housing or rental talent housing within 6 months from the date of delivery from the date of delivery of the house purchased with housing purchase vouchers.
Article 17 Talents who choose not to enjoy the housing voucher policy may purchase property rights for talents or rent affordable rental housing (including rental housing for talents).
Article 18 Talents who have purchased housing with common property rights in Chengyang District or purchased affordable housing in their own names are not entitled to the talent housing voucher policy.
Chapter VI Redemption of Funds
Article 19 After the talents use the housing vouchers to purchase houses and go through the online signing with the real estate development enterprises for the record, and pay the rest of the purchase price, the real estate development enterprises shall go through the procedures for cashing the funds with the housing vouchers and the "Commercial Housing Sales Contract" to the District Housing and Urban Construction Administration.
20th District Housing and Urban Construction Administration of real estate development enterprises submitted by the purchase of vouchers, purchase contracts and payment vouchers and other relevant materials after the review of the funds for payment, no problem after review, within 15 working days to complete the payment.
Chapter VII Qualification Review
Article 21 The District Housing and Urban Construction Administration shall provide a list of persons who issue housing vouchers, and the District Human Resources and Social Security Bureau and the District Medical Insurance Bureau shall review the qualifications of the talents who have been issued housing vouchers in December each year in accordance with their job responsibilities.
Article 22 According to the results of the review, if you no longer meet the qualifications for the use of housing vouchers and do not take the initiative to return the amount of housing vouchers in accordance with the provisions of this program, the District Housing and Urban Construction Administration shall promptly recover it, and if it is still not returned after recovery, it shall be filed with the District People's Court in accordance with the law.
Chapter VIII: Work Guarantees
Article 23 Fundraising. The funds for the issuance of housing vouchers shall be disbursed by the district finance from the special fund for talent housing security, and the total amount of funds with an annual control of 100 million yuan will be implemented in one or two phases, and the main source is the withdrawal of capital income after the cancellation of residential land for the construction of talent housing in kind; The surplus housing after the distribution of property rights talent housing is converted into commercial housing, and the development enterprise pays the income of the land price difference; Part of the affordable housing is converted to full property rights to pay the land price difference.
Article 24 Division of labor. The District Human Resources and Social Security Bureau is responsible for academic qualification verification, high-level talent verification, social security verification, labor contract review, professional title verification and skill certificate verification according to duties; The district public security bureau is responsible for the household registration review; The District Medical Insurance Bureau is responsible for the review of social medical insurance for employees in Qingdao; The District Bureau of Natural Resources is responsible for the verification of housing conditions; The District Housing and Urban Construction Administration is responsible for the issuance of housing purchase vouchers, the redemption of funds, the recovery of funds and the filing of online signatures; District people's courts are responsible for inclusion in credit management; The District Finance Bureau is responsible for the financial guarantee.
Article 25 The application for housing vouchers for talents shall be declared in good faith, and the applicant and the employer shall truthfully provide the application materials, fill in the application information, and promise the authenticity of the materials provided and the information filled, and issue a letter of commitment to ensure that they continue to be qualified. For individuals who have obtained qualifications by fraud or no longer meet the qualifications for the use of housing vouchers and have not gone through the return formalities as required, if the district housing and urban construction administration bureau sues and recovers or applies for compulsory enforcement, they still do not go through the formalities for the return of the housing vouchers as required, and the district people's court shall include them in the list of judgment defaulters; Units that issue false certificates are to be included in the list of untrustworthy units under the talent housing policy, and the competent departments or transfer them to relevant departments are to pursue the responsibility of unit leaders and relevant staff in accordance with law.
Chapter IX: Supplementary Provisions
Article 26 The special talents introduced in the district shall be applied for by the employer in accordance with the principle of one case and one discussion, and after the meeting of the leading group for the construction of housing for talents in the district has been studied and determined, they may apply for housing vouchers with reference to the above standards.
Article 27: This Plan shall come into force on the date of promulgation and shall be valid until December 31, 2025.
Article 28 This plan shall be interpreted by the Office of the Leading Group for the Construction of Talent Housing in Chengyang District.

3. Proof of talent category
(1) If you apply for academic talents, you need to confirm the academic degree information through the "Qingdao Human Resources and Social Education Collection" information collection platform; Then log in to the Chengyang District Talent Housing Voucher Online Application System and submit a screenshot of the "Qingdao Human Resources and Social Education Collection" information collection platform (computer version).
(2) If you apply for professional and technical talents, you need to provide intermediate and above professional title certificates, evaluation forms and other relevant materials; If you are transferred to work in the enterprises and institutions affiliated to our district after obtaining the title from other places (including central and provincial units stationed in Qingdao, troops, etc.), it must be confirmed by the municipal or district (city) human resources and social security department; Professional and technical personnel who have obtained the corresponding qualification certificate of intermediate and above professional titles as stipulated in the Notice of Qingdao Municipality on Clarifying the Correspondence between Some Professional and Technical Vocational Qualifications and Professional Titles (Qingren She Zi [2020] No. 78) shall provide the corresponding level of national professional and technical personnel vocational qualification certificate, and those obtained before 2017 shall also provide the "Professional and Technical Qualification Examination Registration Form" or "Executive (Vocational) Qualification Examination Registration Form".
(3) If you apply for skilled talents, you must meet the registration conditions for obtaining the certificate, and find it on the official website of the provincial appraisal and guidance center or the national skilled talent evaluation certificate, and provide the original skill certificate and query screenshot when declaring.
(4) If the applicant is a high-level talent, the original of the certification materials for the category of recognized talents (including the selected key talent projects, the titles of talents obtained, awards, certificates, documents, etc.), and the applicant shall provide the original and photocopies of the relevant supporting materials offline for review.
4. Proof of working relationship
Talents need to upload the original or copy of the unified credit code certificate of the work unit through the system, and the photo with the official seal; Full-time employees in Chengyang are required to provide proof of work relationship such as labor (employment) contract signed with the employer, certificate of employment, etc., among which the staff dispatched by the human resources agency in Chengyang District to Chengyang District must also provide the labor contract signed with the human resources agency and the work certificate issued by the actual employer.
5. Application Form for Housing Vouchers for Talents in Chengyang District

6. Letter of Commitment of the Development Enterprise
The real estate development enterprise shall be responsible for and assume responsibility for the authenticity of the relevant evidence materials such as housing purchase vouchers, housing purchase contracts and payment vouchers submitted by the real estate development enterprise.
