How is Primary 1 entry progressed?
Each public primary school under the township (street) shall enroll students according to the demarcated school district, and some primary schools in urban areas and parks may enroll students beyond the boundaries of the street. The number of students in the starting grade of primary schools in the city is controlled within 45 students. The sorting rules for new students are as follows:
1. There is a household and a house. School-age children who have household registration and real estate in Ningxiang urban area may enroll in school on the basis of the real estate ownership certificate or the location of the household registration. A real estate title certificate is a certificate of ownership of a house, and the holder is a child, a parent, grandparent, or other legal guardian of a school-age child. If the real estate property right certificate has not been completed for the time being, it shall be based on the housing advance registration certificate (or the online contract of commercial housing).
2. There are households without houses (the first category). School-age children whose household registration has always belonged to the urban area of Ningxiang, and whose parents work in Ningxiang but do not have real estate, are enrolled in school according to the community where their household registration is located.
3. There is a house but no household. School-age children who purchase a house in Ningxiang City, their parents, grandparents, or other legal guardians, but their household registration has not moved into the location of the real estate, shall be based on the real estate ownership certificate or the housing advance registration certificate (or the online contract of the commercial housing).
4. Households without houses (Category II). School-age children who have a household registration and their parents or other legal guardians who have newly moved to Ningxiang urban area, and whose parents or other legal guardians are employed in Ningxiang urban area but do not have real estate, shall be assigned to a school with a relatively surplus of places in the community where their household registration is located.
5. No household, no house. Parents or other legal guardians who have been working in business and have lived legally for more than one year in Ningxiang City shall submit the ID cards of their parents or other legal guardians, the household registration book of the children and their parents or other legal guardians, and the basic pension insurance certificate for employees in this city, and shall be assigned to the nearest school with surplus degrees according to the location of the business worker and the microcomputer of the actual rented place.
Special Reminder:
(1) The real estate ownership certificate provided by the school-age children (teenagers) enrolled in urban areas, their parents or other legal guardians must be residential or commercial and residential, and the registration or online signing time of the online signing contract, property right certificate or real estate registration card for housing purchase must be before May 31, 2024.
(2) School-age children (teenagers) who have actually been living with their grandparents (or maternal grandparents) and other legal guardians, and whose three generations of household registration are under the same head of household, can be regarded as having a house after the street and community cooperate with the school's household survey and the relevant departments such as the public security, the Bureau of Natural Resources, and the Housing and Urban-Rural Development Bureau to verify that the situation is true, and the school is enrolled on the basis of the real estate ownership certificate of the common residence. Public and private primary schools in urban areas will register online in the "Smart Ningxiang APP Enrollment Registration System" from May 24th to May 25th (the registration channel will be opened at 0:00 on May 24). What are the main basic policies for the transition from primary school to junior high school in 2024?
1. Graduates of public primary schools without houses and households in urban areas shall be assigned to schools with surplus places according to the principle of relative proximity, and some junior high schools in urban areas and parks can break through the boundaries of streets to enroll. What is the entry age for Primary 1?
Answer: According to the relevant provisions of the "Compulsory Education Law of the People's Republic of China" and the "Measures for the Implementation of the Compulsory Education Law of the People's Republic of China in Hunan Province", all children who have reached the age of six years old shall be registered in accordance with the law, and the age deadline shall be August 31 of the current year in principle, and private schools and some rural schools may appropriately postpone it to December 31 of the same year according to the surplus of places. The age of enrollment for compulsory education for the three types of children (adolescents) with disabilities may be appropriately relaxed on the basis of actual conditions.
