Artificial intelligence is an important driving force for a new round of scientific and technological revolution and industrial transformation, and its development and application have brought new opportunities and challenges to the development of human society.

The main features of the development of artificial intelligence

First, the innovation iteration is fast and the transformation cycle is short. With the cross-integration of multiple disciplines and the collaborative coupling of multi-point breakthroughs in technology groups, AI-related knowledge and technologies have exploded, laying a solid foundation for the rapid iteration of AI. Not only that, the explosion of knowledge and technology is also triggering a revolution in the AI innovation paradigm at a deeper level, and the long-term linear innovation paradigm in the traditional field is being broken at an accelerated pace in the field of artificial intelligence. In the field of artificial intelligence, the form of the innovation chain is not necessarily linear, the structure is not necessarily complete, the boundary between basic research and applied research is more blurred, and the "discovery-invention" presents a high-frequency, short-cycle cycle of reciprocation and spiral mutual promotion, and the cycle of transformation of scientific and technological achievements into terminal products and services is greatly shortened.

Second, the industry has wide penetration and high economic empowerment. As an enabling technology, AI can quickly and effectively empower thousands of industries, which in turn will lead to changes in social productivity. For example, in the field of manufacturing, the application of artificial intelligence in design and development, manufacturing, quality inspection, logistics management and other scenarios has accelerated the evolution of traditional labor-intensive manufacturing to new business formats such as "black light factories" and "unmanned workshops", providing important support for the transformation and upgrading of manufacturing enterprises, as well as cost reduction and efficiency increase. In the financial sector, artificial intelligence technology is being applied to credit profiling, credit decision-making, risk prevention and control and other scenarios, effectively helping financial institutions improve service efficiency and reduce operating costs. In the medical field, the accelerated application of artificial intelligence in imaging diagnosis, smart consultation, health monitoring, machine surgery and other scenarios has not only expanded the radiation scope of medical institutions, but also given birth to the development and growth of new industries such as smart medical care and smart health.

Third, the double-edged sword effect is strong and the social risk is large. As a disruptive technology, the double-edged sword effect of artificial intelligence is more prominent, and its rapid development and application not only greatly promote the development of social productive forces, but also accelerate the reshaping of social production relations, which has different degrees of impact on micro individual behavior, meso organization and management, and macro national governance, and then brings challenges to social governance. For example, the endogenous technological risk of complex intelligent systems accelerates the formation of a "risk society", the intelligent economy based on the "winner-takes-all" logic of the Internet gives rise to the market risk of platform oligopoly, the "filter bubble" embedded in the intelligent recommendation algorithm exacerbates the formation of the "information cocoon" and triggers the social risk of group polarization, and the rapid deconstruction of human ethics, morality and values by intelligent technology leads to cognitive risk.

To understand and grasp the scientific connotation of the high-quality development of artificial intelligence, we must calculate three accounts

From the perspective of the main characteristics of the development of artificial intelligence, the interpretation of the connotation of high-quality development of artificial intelligence can be grasped from at least three dimensions: scientific and technological innovation, economic development, and social governance.

First, it is necessary to calculate the scientific and technological accounts and improve the core capabilities of artificial intelligence scientific and technological innovation. Science and technology are the primary productive forces, therefore, the high-quality development of artificial intelligence should first be the high-quality development of artificial intelligence science and technology. The development of artificial intelligence in mainland China has unique advantages in data, scenarios and markets, but there are still shortcomings in basic theory, core algorithms, general models, key technologies, chip development, talent training, etc., the resilience of the industrial chain innovation chain needs to be improved, and it is urgent to accelerate the improvement of the core capabilities of artificial intelligence scientific and technological innovation.

Second, it is necessary to calculate the economic account and promote the high-quality development of the industry supported by artificial intelligence. Development is the first priority, and industry is the foundation of economic development, so the high-quality development of artificial intelligence must empower the high-quality development of the industry. The mainland has the world's most complete and largest industrial system, and the scientific and technological innovation of the artificial intelligence industry is in the ascendant.

Third, it is necessary to calculate the social account, prevent the risk of artificial intelligence, and use it to improve social governance. Safe and sustainable development is essential in the field of artificial intelligence. Therefore, the high-quality development of artificial intelligence must consider its social applicability, and deploy relevant policies and systems, laws and regulations, standards and norms to regulate risks in advance. In terms of development strategy, it is necessary to give full play to the advantages of the national system to promote the deep integration of artificial intelligence technology and industrial innovation, focus on the weak links of artificial intelligence in the mainland, accelerate organized scientific research, accelerate the transformation of organized achievements in the face of the urgent needs of the mainland's digital economy, and use artificial intelligence as the engine to drive the development of the digital economy. In terms of development priorities, it is necessary to strengthen the construction of artificial intelligence professionals, and accelerate the cultivation of a group of strategic scientists, outstanding engineers, outstanding entrepreneurs, and venture capitalists in the field of artificial intelligence.

The second is to do a good job in policies and regulations, and strengthen incentives and regulations for the high-quality development of artificial intelligence. Agile governance provides a new concept and new model for coping with the governance of cutting-edge science and technology represented by artificial intelligence, and the concepts of rapidity, flexibility, and joint participation advocated by it well match the needs of governance strategies for the characteristics of artificial intelligence technology. To promote agile governance of artificial intelligence, we can start from the following aspects: first, we should establish a rapid response mechanism to quickly adjust policies and regulatory arrangements in combination with the evolution of artificial intelligence technology and market demand; Second, it is necessary to establish a flexible adjustment mechanism to reshape the AI governance system with the governance concept of dynamic change, dynamic adaptation, and tolerance for failure; Finally, it is necessary to advocate the co-governance of multiple subjects, promote the formation of an AI governance community of multiple subjects such as governments, enterprises, universities and research institutes, social organizations, and the user public, and promote the co-governance and sharing of artificial intelligence.
