After making full ideological preparations, Li Yue came to the Party and Mass Comprehensive Service Center of Shiling Town with all the relevant supporting materials, and completed all the procedures only after going to a comprehensive window, which took only half an hour.

On the mainland, the township and town levels undertake a large number of grassroots affairs that are directly oriented to the masses. In recent years, in order to improve the modernization level of grassroots governance and enhance the ability of townships to serve the people, various localities have optimized the township government service process and implemented a one-window acceptance and one-stop handling method. Behind the visible "one window" and "one station", more detailed reform measures such as the overall reshaping of the work process, the reasonable adjustment of the office organization, and the scientific allocation of personnel force determine to a large extent the personal feelings of the grassroots people on "doing one thing efficiently".

Multiple rounds of reform behind the "one-window service".

In 2020, Shiling Town will implement the "one-window service" government service reform, centralize social security, employment, social assistance and other matters involving the vital interests of the masses in one service window, and establish a workflow of "comprehensive reception at the front desk, classified approval at the back end, and unified delivery at the window", and strive to achieve "one window to do multiple things", so that the masses can only enter "one door".

"To a certain extent, this reform has improved the efficiency of township affairs. Lu Guangli, director of the Rural Construction Comprehensive Service Center of Shiling Town, was deeply touched by the difficulty in personnel deployment in the past. He introduced that there are a total of 52 public institutions in Shiling Town, which are scattered in 8 stations. "Sometimes we receive information in the middle of the night to investigate and deal with illegal activities such as mining theft, which requires the cooperation of different processes such as card guarding, mobile patrols, and investigations, and our own manpower is definitely insufficient. In response to these management mechanism problems that restrict the efficient operation of township institutions, Xingbin District conducted in-depth research, repeated deductions, and multi-party demonstrations, and launched a pilot reform of the "large department system" of township institutions in two townships and towns in early 2023.

Make use of stock establishment

In the three or five towns, the directors of the three major centers can also attend the township and town group meetings as observers. "After the reform, the director of the center has more powers, and many important tasks need to be discussed by them." Public institutions that used to have a large number of personnel but a small workload have also enhanced the enthusiasm of their personnel through reform. "In the past, there were many people and few things, and some jobs would be prioritized to be handled by employees with strong abilities, and those with weak abilities were always idle. This situation is a drain on the patience and enthusiasm of employees. Nowadays, everyone has something to do, perform their duties, respond quickly, and work efficiency has been greatly improved. There are "three determinations" in the stock room

For a long time, grass-roots township and town institutions have not been divided into units and departments. After the reform, the three centers have set up unit rooms in detail according to the characteristics of the townships and towns where they are located. For example, the Shiling Town Rural Construction Comprehensive Service Center has set up five units: the office, the rural construction unit, the resource management unit, the emergency service unit and the comprehensive law enforcement unit.

On the basis of clarifying the rights and responsibilities, the director of the center can also temporarily deploy personnel according to the needs of the work, so as to achieve "division of labor without separation". "In normal work, each unit is responsible for its own tasks, but if the workload of some units suddenly increases, you can deploy reinforcements from other units as needed, and the efficiency is greatly improved, and there is no need to ask the leader in charge to coordinate other stations horizontally." In the second half of 2023, Shiling Town received the remediation work of permanent basic farmland and non-cultivated land assigned by the superiors, involving more than a dozen village committees and about 1,500 acres of land, and the work was specifically implemented by the Town and Rural Construction Comprehensive Service Center.

"In terms of unit responsibilities, this is the work of the Resource Management Unit, but the huge workload is difficult to accomplish by a single unit room." After the reform, Shiling Town only took half a year to rectify more than 200 problems in the field of people's livelihood, such as indiscriminate construction, road occupation and environmental pollution, and the comprehensive rectification efficiency increased by 32% compared with before the reform, the appearance of the market town has been effectively improved, and the number of cases reported and law enforcement complaints in various fields has continued to decrease. By the end of 2023, 202 rural construction planning permits and 738 forest felling cases have been completed in Sanwu Township, shortening the average processing time by 45% compared with before the reform.
