Recently, the Qingpu District Development and Reform Commission issued the "Reply to the Feasibility Study Report (on behalf of the Project Proposal) on the Land Reserve Project of D21-05, D3-01, D22-02, D22-01, D22-01, D23-01, C62-01, C61-09A, C61-09B Plots on the North Side of Huqingping Highway in Zhaoxiang Town" (Qingfa Gaitou [2024] No. 139) (hereinafter referred to as the "feasibility study").

We found that in April 2019, we approved the approval of the "Regulatory Detailed Planning of Zhaoxiang Commercial Business District, Qingpu District, Shanghai Jiachi Road-East of Penjing, North of Shanghai-Chongqing Expressway, South of Jiaheng Road, and West of Jiasong Middle Road". Among them, it includes the plots involved in this "feasibility study". Except for plot D21-05, the rest of the regulations are basically displayed as urban development preparation land.

In January 2021, the approval of the "Regulatory Detailed Planning of Unit QPS7-0102 of Zhaoxiang Commercial District, Qingpu District, Shanghai C61, C62, D22, D23, D3 Neighborhood Supplemental Plan and C5 Neighborhood Local Adjustment" was approved. This should be the latest regulation in the precinct to date. In the revised plan, the previous urban development reserve land has been given practical use functions.

The storage plots involved in this "feasibility study" are located in the northwest of Huqingping Highway and Jiasong Middle Road, Zhaoxiang Town, Qingpu District, that is, on the west side of the outlets. The plate belongs to the Zhaoxiang commercial business district unit. It is also the core area of the "Shixi Software Park", the main position of industrial upgrading in Zhaoxiang Town.

The "feasibility study" involves a total of 8 plots, with a total land area of about 148285 square meters (about 222.4 acres). The uses are cultural, sports and commercial comprehensive land, three types of residential land, commercial and business office comprehensive land, education, scientific research and design land and community-level public service facilities land.

Among them, 1 comprehensive land for culture, sports and commerce is the cultural activity center of the park.

One is a third-class residential land with 367 residential units planned. From the perspective of the planning location, the surrounding area is surrounded by R&D land, and the plot is more like a talent apartment supporting the park.

In January 2022, Shanghai issued a notice on the detailed rules for the management of planned land for affordable rental housing in Shanghai, which mentioned that land for affordable rental housing corresponds to "four types of residential group land (Rr4)" in the classification of planned land. However, the above regulations were approved in 2021, so it is impossible to determine the classification of land use here.

1 commercial and business office comprehensive land, including the function of a comprehensive service platform in the park. The building height limit of the site is 100 meters, and the landmark buildings of the entire area are planned here. According to the plan, the underground commercial sunken plaza reserves the possibility of underground access to the outlet plot.
