Announcement on the 2024 Registered Surveyor Qualification Examination

According to the requirements of the Notice of the General Office of the Ministry of Human Resources and Social Security on the 2024 Professional and Technical Personnel Vocational Qualification Examination Plan and Related Matters (Human Resources and Social Security Office Fa [2024] No. 1), the 2024 Registered Surveyor Qualification Examination (hereinafter referred to as the "Qualification Examination") will be held on September 21 and 22, 2024. The relevant matters of the qualifying examination are hereby announced as follows:

1. Registration time

June 13 to July 12, 2024. Applicants can log on to the website of the Registered Surveyor Qualification Examination System (hereinafter referred to as the "Qualification Examination Website", website: https://cspur.msa.gov.cn) to register online. You can also log on to the official website of the China Maritime Safety Administration (http://www.msa.gov.cn) to enter the China Maritime One Network Platform for online registration.

Please refer to the attachment "Operational Guidelines for Candidates of the Examination System for the Qualification Examination of Registered Surveyors" for the registration, registration, payment, printing of admission tickets, and downloading of bills.

In order to avoid missing out on the qualification for the examination, applicants should submit the registration materials as early as possible within the specified registration time.

2. Examination level, subject, scope and method

(1) Examination level.

In accordance with the relevant requirements of the Notice of the Ministry of Human Resources and Social Security on Matters Concerning the Reduction or Cancellation of the Requirements for the Working Years of Some Access Vocational Qualification Examinations (Ministry of Human Resources and Social Security [2022] No. 8), the qualification of registered surveyors is divided into three examination levels: A, B and C.

(2) Examination subjects.

The qualification examination is divided into three levels: A, B and C, and each level consists of subject 1 "Ship Survey Laws and Regulations", subject 2 "Ship Survey Professional Fundamentals (Environment and Personnel Protection)", subject 3 "Ship Survey Professional Fundamentals (Safety)" and subject 4 "Ship Survey Professional Ability". Among them, in the examination papers of A-level subjects 2, 3 and 4, there are test questions to measure the candidate's professional English ability in ship surveying, and the score of such questions accounts for 10% to 20% of the total score of each subject.

Those who take the make-up examination for the qualification examination of registered surveyors at the A, B and C levels shall take the make-up examination in the order of the original subjects of the corresponding level. For example, the personnel who take the make-up examination of subject 1 take the examination of subject 1 "Ship Survey Laws and Regulations"; Personnel who take the supplementary examination of subject 2 shall take the examination of subject 2 "Fundamentals of Ship Survey (Environment and Personnel Protection)"; Those who take the supplementary examination of subject 3 will take the examination of subject 3 "Fundamentals of Ship Survey (Safety)"; Those who take the make-up examination for subject 4 take the examination of subject 4 "Professional Ability in Ship Surveying".

(3) The scope of the examination.

This year's A, B, and C levels are subject to the Registered Surveyor Qualification Examination Review Guide (2024 Edition). The electronic version can be downloaded from the notice column of the website of the Maritime Safety Administration of the People's Republic of China (https://www.msa.gov.cn), and the paper version has been issued by the People's Communications Publishing House Co., Ltd. (Tel: 010-64981400).

(4) Examination methods.

The examination will be conducted in a paper-based closed-book exam. In principle, provinces with more than 30 candidates should set up test sites, and provinces with a small number of test takers may combine test sites with the maritime safety administration directly under the test area.

III. Registration and Exemption Conditions

(1) Registration conditions.

1. Engineering and science majors.

(1) Grade A.

(1) Obtain a bachelor's degree or above in Class A major (Ship and Ocean Engineering, Marine Engineering, Marine Electronic and Electrical Engineering, Marine Fishery Science and Technology, Navigation Technology, Energy and Power Engineering, Electrical Engineering and Automation, the same below).

(2) Obtain a bachelor's degree or above in Class B major (other engineering and science majors other than Class A major, the same below), and engage in ship inspection and related work (ship and offshore facilities, container or fishery vessel inspection, review of relevant design drawings and technical documents, ship design, ship repair, marine product production and testing, maritime management, fishery administration and fishing port ship inspection management, ship driving, marine engine management, electrical management, fire inspection, non-destructive testing, thickness measurement; 1 year.

(2) Grade B.

(1) Obtain a bachelor's degree or above in a class A major or a doctorate degree in a class B major.

(2) Obtain a college degree in Class A or a bachelor's degree or a master's degree in Class B or a master's degree in Class B, and have been engaged in ship survey and related work for at least 1 year.

(3) Obtain a college degree in Class B major, and have been engaged in ship inspection and related work for 2 years.

(3) Grade C.

(1) Obtain a bachelor's degree or above in a class A major.

(2) Obtain a college degree in Class A or a bachelor's degree or above in Class B major, and have been engaged in ship survey and related work for at least 1 year.

(3) Obtain a college degree in Class B major, and have been engaged in ship inspection and related work for 2 years.

(4) Obtain a technical secondary school degree in Class A major, and have been engaged in ship inspection and related work for 3 years.

2. Non-engineering and science majors.

Those who have obtained a college degree or above in other majors (non-engineering, science majors) and apply to participate in the A-level, B-level and C-level examinations shall not only meet the requirements of the corresponding level of education and degree, but also have 1 year of years of experience in ship inspection and related work on the basis of Class B majors.

(2) Disclaimer Conditions.

Those who work in a ship survey institution approved by the competent authority and have met the following conditions before December 31, 2006 can be exempted from the examination of the two subjects of subject 2 "Fundamentals of Ship Survey (Environment and Personnel Protection)" and subject 3 "Fundamentals of Ship Survey (Safety)", and only participate in the examination of two subjects of subject 1 "Laws and Regulations on Ship Survey" and subject 4 "Professional Ability of Ship Survey" at the corresponding level.

1. After obtaining the corresponding level of "Certificate of Competency of Surveyors of the People's Republic of China" issued by the former Ministry of Communications or the corresponding level of "Qualification Certificate of Surveyors of the People's Republic of China" issued by the former Ministry of Agriculture, and engaged in the inspection of ships of this level (inspection of ships and offshore facilities, containers or fishing vessels, review of relevant design drawings and technical documents, the same below) for 4 years.

2. Those who have not obtained the certificate specified in the preceding paragraph, but meet one of the following corresponding level conditions:

(1) Grade A.

(1) In the maritime safety administration or fishery vessel inspection management agency, continuously engaged in ship survey work for l0 years.

(2) Appointed as a senior professional and technical position in engineering or engineering research, and engaged in ship inspection for a total of 8 years.

(3) After being employed as a surveyor by a foreign ship survey agency in China, he has been engaged in ship survey work for 5 years.

(2) Grade B.

(1) Engaged in ship survey for 8 consecutive years in the maritime safety administration or fishery vessel inspection and management agency.

(2) Evaluate and hire as an intermediate professional and technical position in engineering or engineering research, or obtain the intermediate qualification certificate of the national ship professional and technical qualification examination organized by the former Ministry of Communications or the former Ministry of Agriculture, and have been engaged in ship inspection for a total of 6 years.

(3) Grade C.

(1) Engaged in ship inspection for at least 6 years in a maritime safety administration or fishery vessel inspection management agency.

(2) Evaluate and hire as a junior professional and technical position in engineering or engineering research, or obtain the primary qualification certificate of the national ship professional and technical qualification examination organized by the former Ministry of Communications or the former Ministry of Agriculture, and have been engaged in ship inspection for a total of 4 years.

4. Application materials

First-time applicants should truthfully fill in the basic information and submit their own registration materials on the "Qualification Examination Website". If there is a change in the basic information of non-first-time applicants, they should fill in the form again.

(1) A 1-inch bareheaded frontal ID photo within the last 6 months.

The size of the ID photo is 2.5cm×3.5cm, the background color is white, the photo format is "JPG" format, and the pixels are 295px×413px.

(2) A scanned copy of the original ID card.

The ID card is the second-generation ID card, including the second-generation temporary ID card, which is within the validity period. The document is scanned in color on both sides of the document, and the file size is between 50KB and 512KB.

(3) Scanned copies of the original academic qualifications, degree certificates or equivalent supporting materials.

A color scan of all pages of the certificate or equivalent is required, with a file size between 50KB and 512KB.

Equivalent supporting materials, i.e., the "China Higher Education Qualification Accreditation Report" issued by an institution authorized by the Ministry of Education of the People's Republic of China to carry out academic qualification certification services or a foreign academic degree certification certificate. The website of the Overseas Academic Degree Certification System of the Service Center for Scholarly Study of the Ministry of Education is: http://zwfw.cscse.edu.cn.

(4) Scanned copies of the original certificates of work experience in ship surveys and related work experience.

If you need to provide proof of work experience according to the registration conditions, the working years will be calculated as of July 12, 2024. The work experience certificate shall include the name of the applicant, ID number, the employer and the name of the position, the working years, the contact number of the personnel department and other information, and shall be stamped with the official seal of the issuing unit and signed by the person in charge of the personnel department.

If the work experience certificate is not issued by the competent department of ship inspection or the ship inspection agency, social security materials that can reflect the work unit must also be provided. For those who have difficulty in issuing work experience certificates, they should provide a written explanation of their personal situation and true materials that can prove their work experience, such as crew certificates and service books, or professional title certificates and social security materials, or labor contracts and social security materials, or labor contracts and work withdrawal orders, etc., for review by the relevant examination area.

All of the above materials should be scanned in color, in "PDF" format, and the file size should be between 50KB and 512KB.

(5) Scanned copies of the original certificates or supporting materials used to apply for exemption.

Applicants who apply for exemption from the examination of two subjects should also provide color scanned copies of the original certificates or supporting materials that have met the exemption conditions before December 31, 2006. For example, the "Certificate of Competency of Surveyors of the People's Republic of China" issued by the former Ministry of Communications and the level of application, the "Qualification Certificate of Surveyors of the People's Republic of China" issued by the former Ministry of Agriculture and the level of application, or the professional and technical position evaluation certificate of engineering (engineering research) and the level of application, and the certificate of my cumulative experience in ship survey.

The certificate of work experience in ship survey, which is used to apply for exemption from the examination, shall be issued by the China headquarters of the foreign ship survey company, the headquarters of the China Classification Society, the ship inspection department of the provincial-level people's government or the provincial-level ship inspection agency.

All of the above materials should be scanned in color, in "PDF" format, and the file size should be between 50KB and 512KB.

5. Examination time and subjects

6. Confirmation of examination qualifications, registration and payment and seat arrangement

(1) Confirmation of examination qualifications.

After submitting the registration materials, the applicant shall confirm the results of the examination qualification review in a timely manner within the registration period. If it is necessary to replace or supplement the registration materials, the applicant shall prepare complete and compliant materials in accordance with the review opinions before the registration deadline and submit them at one time to avoid registration failure due to untimely submission.

(2) Registration and payment and examination seat arrangement.

Applicants who have passed the examination qualification review should log in to the "Qualification Examination Website" from July 18 to August 7, 2024 to complete the registration and payment. The registration fee for the initial examination is 345 yuan per person, and the registration fee for the supplementary examination is 170 yuan per person. Once the payment is completed, the registration fee is non-refundable.

Applicants should clarify whether they need reimbursement vouchers when making payments. If you need a voucher, you should accurately fill in the bill title, registered mail address (must be detailed and valid within half a year, different from the courier address), postal code, etc., if you do not fill in, fill in the wrong or omitted to fill in, the reimbursement voucher will not be mailed again.

In principle, the maritime safety administration directly under the examination area arranges the examination seats according to the candidates' intentions, and the nearby arrangements that cannot meet the requirements of the candidates' intentions cannot be met.

7. Printing of the admission ticket

After completing the registration and payment, applicants should download and print the admission ticket through the "Qualifying Examination Website" from September 13 to September 22, 2024.

8. Announcement of results and issuance of certificates

(1) Announcement of results.

Candidates' answer sheets will be reviewed by the Registered Surveyor Qualification Examination Office. The test results will be announced after being confirmed by the Ministry of Transport, and candidates can log in to the "Qualification Examination Website" to check the results within ten working days from the date of release of the results.

If candidates need to review the test results, they can apply to the Maritime Safety Administration of the Ministry of Transport within 10 working days from the date of release of the results, and the Maritime Safety Administration of the Ministry of Transport will organize the score review in accordance with the relevant regulations.

(2) Certificate issuance.

For those who have passed all four subject examinations in two consecutive examination years and those who have passed two examination subjects in one examination year and those who have passed two examination subject examinations in one examination year, the corresponding level of qualification certificates printed by the Ministry of Human Resources and Social Security and printed by the Ministry of Human Resources and Social Security and the Ministry of Transport will be issued.

The qualification certificate shall be collected by the candidate himself with the original identity certificate from the maritime safety administration directly under the place of registration.

9. Hong Kong, Macao and Taiwan residents apply for the examination

Chinese citizens and Taiwan residents who are permanent residents of the Hong Kong and Macao Special Administrative Regions may register for the qualification examination.

(1) Materials to be submitted for registration.

Residents of the Hong Kong and Macao Special Administrative Regions and residents of Taiwan should truthfully fill in the following information:

1. Personal photo (the specific requirements are the same as the first paragraph of Article 4 of this announcement).

2. Identity Information.

(1) Hong Kong and Macao residents: a valid color scanned copy of the original Residence Permit for Hong Kong and Macao Residents of the People's Republic of China or the Mainland Travel Permit for Hong Kong and Macao Residents (file size between 50KB and 512KB).

(2) Taiwan residents: Valid color scanned copy of the original Residence Permit for Taiwan Residents of the People's Republic of China or Mainland Travel Permit for Taiwan Residents (file size between 50KB and 512KB).

3. Information related to graduation certificate or academic degree certificate.

(1) Residents of Hong Kong, Macao and Taiwan who hold graduation certificates from mainland colleges and universities can directly upload color scanned copies of their academic qualifications or degree certificates (file size between 50KB and 512KB).

(2) If you hold a certificate of academic qualifications from a university in Hong Kong, Macao, Taiwan or a foreign university, you should upload a color scanned copy of the "Report on the Accreditation of Higher Education Qualifications in China" issued by an institution authorized by the Ministry of Education of the People's Republic of China to provide academic qualification certification services or a color scanned copy of the foreign academic degree certification certificate (file size between 50KB and 512KB).

For the method of academic degree certification, please refer to the website of the relevant certification system of the Service Center for Scholarly Study of the Ministry of Education. 4. A color scanned copy of the original certificate of my experience in ship surveys and related work (file size between 50KB and 512KB).

(2) Examination location.

Residents of Hong Kong, Macau and Taiwan can freely choose the examination venue of each provincial or municipal examination area through the "Qualifying Examination Website". Applicants from the Hong Kong and Macao Special Administrative Regions are advised to take the test at the examination center in Guangdong Province, and applicants from Taiwan to take the test at the examination center in Fujian Province.

(3) Others.

Other specific requirements for residents of the Hong Kong and Macao Special Administrative Regions and residents of Taiwan to participate in the qualification examination are consistent with other relevant requirements in this announcement.

10. Application for the examination of foreign personnel

Foreign nationals who abide by the laws and regulations of the People's Republic of China, abide by professional ethics, have full capacity for civil conduct, and are willing to participate in the qualification examination of registered surveyors can choose the examination area of Shanghai Maritime Safety Administration or Hainan Maritime Safety Administration through the "Qualification Examination Website" to register and take the examination in the examination room in Shanghai or Hainan. The work experience of foreign nationals abroad can be regarded as the work experience in China.

(1) Materials to be submitted for registration.

Foreign nationals should truthfully fill in the following information:

1. Personal photo (the specific requirements are the same as the first paragraph of Article 4 of this announcement).

2. Identity Information.

(1) A color scanned copy of the original valid Foreigner's Residence Permit or Residence Permit of the People's Republic of China (file size between 50KB and 512KB).

(2) A scanned color copy of the original valid alien passport (file size between 50KB and 512KB).

3. Information related to graduation certificate or academic degree certificate.

(1) Foreign nationals who hold a graduation certificate from a mainland university can directly upload a color scanned copy of their academic qualifications or degree certificates (file size between 50KB and 512KB).

(2) If you apply with a certificate of academic qualifications from overseas institutions of higher education, you should also upload the "Report on the Authentication of Higher Education Qualifications in China" issued by an institution authorized by the Ministry of Education of the People's Republic of China to provide academic qualification certification services or a color scanned copy of the foreign academic degree certification certificate (file size between 50KB and 512KB).

For the method of academic degree certification, please refer to the website of the relevant certification system of the Service Center for Scholarly Study of the Ministry of Education. (2) Others.

Other specific requirements for foreign nationals to participate in the qualification examination are consistent with other relevant requirements in this announcement.

11. Other precautions

(1) Applicants should carefully read the "Code of Conduct for Candidates for the Qualification Examination of Registered Surveyors", "Regulations on the Handling of Violations of Discipline and Violations in the Qualification Examination of Professional and Technical Personnel" and other relevant documents (which can be consulted on the "Qualification Examination Website"). After the registration and payment is completed, it is deemed that all agree and promise to comply with the relevant requirements in the above documents.

(2) During the qualification examination, if it is found that the applicant has falsified the academic qualifications, work qualifications or other relevant supporting materials provided, his or her registration qualification for the current year will be cancelled immediately once confirmed, and he or she will be prohibited from participating in the qualification examination for 3 years.

(3) For those who have taken all 4 subject examinations of Grade A, Grade B or C for many consecutive years, if they are new exams in the previous year but have not passed all of them, they can choose to take the make-up examination in the current year, and the passing results of each subject in the previous year will continue to be valid in the current year, or they can choose to take the new examination and the results of the examination in the previous year will be invalidated; If you have failed to take the make-up examination in the previous year, you should retake the new examination in the current year.

(4) The examination policy and registration-related matters of the examination area can be consulted with the maritime safety administration directly under the place of registration, and the consultation telephone number can be inquired through the "qualification examination website".
