The "blacklist" system for production safety has been in place for a long time. Since the "Measures for the Management of the List of Seriously Untrustworthy Entities in Production Safety" came into effect on October 1, 2023, all parts of the country have been actively exploring how to implement this measure. For example, Xiamen City, Fujian Province, has carried out joint disciplinary action against untrustworthy production and business units and their relevant personnel in the field of production safety, with 29 measures covering government subsidy funds, project bidding, major project declarations, corporate bond and stock issuance, credit financing and other aspects. Each joint disciplinary action is closely related to the development of the enterprise.
The implementation of these measures has forced enterprises to effectively strengthen safety production management and strengthen safety shortcomings in a timely manner, which has indeed played a warning and educational role in terms of system design.
At the same time, some enterprises have misunderstood supervision and equated supervision with punishment and punishment. In fact, the introduction of a "blacklist" system for production safety is only a method, not an end. How do businesses dispel misconceptions? It is very necessary to have both rewards and punishments. Let the untrustworthy enterprises be on the "blacklist" and the honest enterprises on the "white list", and promote and guide them to go hand in hand, which will inevitably further enhance the endogenous motivation of enterprises to do a good job in safety production.
Priority is given to the resumption of production and acceptance, priority is given to assistance and guidance, and the frequency of law enforcement inspections is reduced...... In recent years, some localities have issued regulations according to the actual conditions of their jurisdictions, divided into industries and fields, included eligible enterprises in the "white list" of production safety, and introduced a series of incentive measures. Similar to the punitive measures corresponding to the "blacklist" enterprises of production safety, the corresponding incentives for the "whitelisted" enterprises are also closely related to the enterprises. At the same time, the regulatory authorities should implement dynamic management of the "white list" enterprises, so that the enterprises can always tighten the safety chord, and not relax the requirements for their own safety production work because they are included in the "white list".
In terms of the management methods and corresponding incentives introduced for the "white list" enterprises, in addition to some practices in the existing areas, all localities can also carry out more targeted exploration according to local conditions, and the main purpose is to let enterprises really get visible benefits from doing a good job in safety production management, so as to mobilize the endogenous power of enterprises to do a good job in safety production management.
At the same time, the "white list" system has also been widely recognized in other industries, and effective incentives have been explored. For example, Changsha City, Hunan Province issued the "Implementation Opinions on Further Promoting the Establishment of a "White List" Normalized Cooperation Mechanism between Real Estate Development Enterprises and Financial Institutions, clarifying the incentive measures for enterprises entering the "white list", including the development enterprises to take the initiative to create conditions, financial institutions to take the initiative to close supervision, the industry authorities to take the initiative to coordinate push, the establishment of a new normal of government-bank-enterprise financing cooperation with the project as the carrier, the establishment of a new method of closed management of special funds, the establishment of a new platform for government-bank-enterprise co-management, and so on. The Jiangsu Provincial Department of Education issued the "Announcement of the Provincial Joint Conference Office of the "Double Reduction" Work on Announcing the Third Phase of the "Black and White List" of Off-campus Training Institutions in the Province, clarifying the "white list" and "blacklist" off-campus training institutions, and encouraging students' parents and all walks of life to consciously choose the institutions included in the local "white list". This provision is more directive. The exploration of these fields is also worthy of reference in the field of safety production.
As far as all localities are concerned, it is necessary not only to take practical actions to implement the "blacklist" system, but also to explore and tap the potential of the "whitelist". The former uses negative cases to warn companies of "what not to do", while the latter guides other companies to "do better" through the power of example. When there are more and more enterprises on the "white list" and fewer and fewer enterprises on the "black list", it will naturally promote the enterprise to realize the transformation from "I want to be safe" to "I want to be safe", and promote the safety production work to achieve both the symptoms and the root causes.

It is reported that in accordance with the "Shishi City Industry and Trade Enterprises Safety Production "White List" System (Trial), except for special circumstances such as "double random" inspections, accident investigations, report verifications and unified deployment by superiors, law enforcement inspections will no longer be carried out in principle, and other relevant inspections will be mainly based on service guidance. At the same time, we advocate that the majority of enterprises take the "white list" enterprises as an example, encourage enterprises to learn from each other, exchange experience, and participate in safety production management together with the whole society.
Yiwu City, Zhejiang Province: Fault tolerance and error correction in accordance with the law, "whitelist" enterprises enjoy the "one-to-one" service of counselors
Recently, the Office of the Industrial and Mining and Hazardous Chemicals Safety Professional Committee of Yiwu City, Zhejiang Province publicized 15 "white list" industrial enterprises that met the requirements of the preliminary examination. If there is no objection to the expiration of the publicity period, these enterprises will enjoy a series of incentive measures provided by relevant units within one year, such as fault tolerance and error correction in accordance with the law, reducing the frequency of inspections, and optimizing services.
The Yiwu Emergency Management Bureau will also arrange counselors to carry out "one-to-one" services for "whitelisted" enterprises. In addition, the "white list" enterprises can enjoy one free safety production physical examination and one safety manager certificate training every year, and will be given priority to participate in the evaluation of safety production standardization demonstration enterprises at level 2 and above, and priority will be given to enjoy financial incentives and subsidies related to safety production.
