In recent years, with the rapid economic and social development of our city, the number of industrial and trade enterprises has increased year by year, with a large number of enterprises, a wide range, many professional fields, a large industry span, and the difficulty of safety supervision has been increasing. The professional ability of grassroots safety supervisors is uneven, the main responsibility for safety production of small and medium-sized enterprises is not in place, and the phenomena of "not being able to manage, not managing well" and "not in place, not standardized, and not lasting" exist to varying degrees, which restricts the improvement of safety production governance capabilities.
In order to further strengthen and standardize the socialized service work of safety production in our city, give full play to the professional advantages of socialized safety production service institutions, and ensure the quality of safety production technical services, recently, the Municipal Emergency Management Bureau has formulated and formed two technical service lists on the basis of extensive consultation on the basis of "Supporting Grassroots Safety Supervision and Safety Production Technical Service List" and "Implementing the Technical Service List of the Main Responsibility of Enterprise Safety Production", covering 33 service contents of management and on-site classes. It is used as a reference for relevant units and enterprises when purchasing socialized services for safe production.
The introduction of the service list is committed to solving the problems of unfixed content of socialized services for safety production and uncertain service standards. The list is based on the mainland safety production policies, regulations and standards, starting from the key links such as "education and training, hidden danger investigation, risk management and control, and dangerous operations", highlighting the accuracy of safety production socialization services, basically including the main content of grassroots safety inspection and enterprise safety management, and guiding safety production socialized service institutions to continuously strengthen the construction of professional strength, improve service capabilities, and standardize service behaviors, so as to promote and help enterprises implement the main responsibility of safety production and improve the level of safety production management. Provide strong support for the realization of intrinsic safety.
In the next step, the Municipal Emergency Management Bureau will track the implementation of the "two lists", check and fill in the gaps, continuously improve the content of the technical service list, promote experience and practices in a timely manner, guide and help grassroots units and enterprises to pay more attention to practical results when purchasing socialized safety production services, and urge safety production socialized service institutions to continuously strengthen the construction of professional strength, improve service capabilities, standardize service behaviors, and effectively promote and help enterprises to implement the main responsibility of safety production and improve the level of safety production management.
