General Secretary Xi Jinping has always placed high hopes on Zhoushan's development of marine economy, emphasizing that "to build a strong marine economy province, Zhoushan should take the lead". The construction promotion meeting of a strong marine province held in March this year clearly stated that it is necessary to accelerate the construction of a strong marine province under the guidance of the Ningbo-Zhoushan marine economic core area. In the face of the important mission of "taking the lead", Zhoushan has a heavy responsibility and an unshirkable responsibility, and the only way to be the pioneer is to strive to be the first and write a new chapter.

To develop the marine economy, Zhoushan has a foundation, advantages and a future. With 2,085 islands and 20,800 square kilometers of blue land, the ocean island has become the biggest feature and advantage of Zhoushan. Zhoushan has unswervingly followed the path guided by General Secretary Xi Jinping, and has achieved significant improvements in its comprehensive marine strength, innovation ability and openness. In 2023, the city's marine economy will have a total production value of 145 billion yuan, a year-on-year increase of 8.5%, accounting for 69% of GDP, making it one of the cities with the highest proportion of marine economy in the country.
No matter from the historical, realistic or development dimensions, the development of marine economy with great fanfare is the only way for Zhoushan to develop new quality productivity and promote high-quality development. In the rolling tide of the era of reform and innovation, we must resolutely and forcefully shoulder the mission and task, consistently manage the ocean, map the sea strong, work one term after another, draw a blueprint to the end, and show Zhoushan's responsibility in the construction of a strong maritime country and a strong marine province.

To build a good "blue building" of marine economy, there must be solid "beams and pillars". The "985" action condensed and proposed by the Fifth Plenary Session of the Eighth Municipal Party Committee is the "four beams and eight pillars" of Zhoushan's development of marine economy. The core of the "985" action is to focus on building nine modern marine industry chains, strengthening eight high-level development platforms, and vigorously developing the marine economy. The whole city should concentrate on the implementation of the "985" action, anchor the goals and tasks, clarify the main direction of attack, come up with hard measures, and provide strong support for the development of the marine economy with real results.
The most critical starting point for the development of marine economy is the project. To achieve the goal of doubling the city's gross marine product in five years, the only way to rely on specific projects to lay the foundation and accumulate soil into a mountain. The whole city should adhere to the project as the king, look at the development of the project hero, go all out to plan and attract the construction of a number of major projects, especially in the advanced manufacturing project, the chain of the main node project, the "specialized, special and new" project and the strong chain of the chain to make breakthroughs, with more large projects and good projects to inject strong impetus into the development of the marine economy.

Accelerating the development of new quality productivity with the attitude of innovation and creation and bravely forging new paths is an important path for Zhoushan to develop marine economy. In this regard, advanced regions such as Qingdao and Xiamen are benchmarks and examples for Zhoushan to learn.
