On May 12, the Danzhou Municipal Bureau of Housing and Urban-Rural Development issued the "Circular on the Quality of the Underground Garage of the Kapok Garden Community on Ocean Flower Island", stating that the bureau will formulate a scientific and effective disposal plan based on expert argumentation and properly solve the problems reported by netizens.

Sister Qing is one of the first buyers of the "super artificial island", Ocean Flower Island in Hainan, China.

On December 28, 2015, Ocean Flower Island held a grand opening and subscription ceremony, and buyers from all over the country crowded at the sales and exhibition center on the other side of Ocean Flower Island. "It's dark and damp in the basement, and most of the residents rarely go down." An owner surnamed Liu told reporters that at the beginning of January this year, an owner inadvertently went to the basement and found that the reinforced concrete layer of the roof of the basement of Building 421 had rotted into a hole. ”

In addition to this, the owners also found a large amount of black-brown sewage in the basement of the unfinished Building 421. This is also the case in the basements of buildings 428, 417 and 412.

The owner who inspected the basement didn't care about the situation, but just wondered if the water would collapse the building.

At the beginning of February, some owners posted photos and videos of the basement to the owners of the community, but they still did not attract too much attention from the owners. Since the beginning of March this year, some owners have begun to complain about the problems in the basement of the Kapok Garden through the 12345 hotline, leadership message boards and other platforms. After that, the relevant person in charge of the Danzhou Municipal Housing and Urban-Rural Development Bureau led a team to the scene to inspect, and convened the construction party, the contractor, the supervision unit and other parties to hold a coordination meeting.

Entrusted by the construction unit, from April 7, Haikou Construction Engineering Quality Inspection Center and Hainan Construction Research Institute Co., Ltd., two third-party testing institutions, sampled and tested the columns and load-bearing walls of the basement of the Kapok Garden.

Sister Qing and other owner's representatives told reporters that due to the concerns and worries of the owners of the community about the testing process, they supervised the testing agency on site to seal and pack the core samples, and the outer packaging of each core sample was marked, and the five owners also made a special trip from Ocean Flower Island all the way to Haikou.

"We stayed in Haikou for a total of 5 days, and we followed the third-party testing agency throughout the whole process." The owner's representative told reporters that without the presence of the owner, the outer packaging of the sample cannot be opened without authorization, "only when we see the sample on the testing instrument can we rest assured." ”

The reporter learned that the test items include the spacing of structural solid steel bars, concrete compressive strength, concrete chloride ion content, etc.

"The test report shows that there are 11 concrete compressive strength specimens, and 9 of them are unqualified; There were 4 samples of chloride ion content testing, and 2 of them were unqualified, and the chloride ion content of concrete in one of the samples was as high as 1.488% (the national standard value should be ≤ 0.3% in a dry environment), which was a serious exceedance. "The chloride ion content of concrete exceeds the standard, and the harm to concrete and steel bar is obvious." Professionals from a construction supervision unit in Haikou told reporters that chloride ions in concrete mainly come from chloride salts, sand, water, etc. in cement raw materials, and the chloride ion content exceeds the standard, which will cause corrosion to the steel bars in the concrete and reduce the chemical resistance and strength of the concrete.

The basement of the unfinished Building 421 is humid, the foundation pit of the elevator shaft has been seriously waterlogged, and the load-bearing column walls and roof have fallen off concrete, and the steel bars are exposed and corroded. Buildings 428, 417, 412 and 413, which are similar to Building 421, also have the surface concrete peeling off, and the steel bars are exposed and corroded.

"It's only been more than three months since we discovered the problem with the basement, and we feel that the situation is getting worse and worse." The owner who took the reporter to check the scene told the reporter that from the outside, some places are just bulging and dotted black spots, but in fact, when you touch something, large pieces fall off, and the steel bars inside are also exposed, and most of the steel bars have been corroded.

When the reporter visited the scene, he found that the closer he got to the basement of Building 421, which was unfinished, the situation was very serious. However, in the basement of other buildings a little farther away, there are also regular or irregular brown dots on the load-bearing column walls, and the rusted steel bars can be seen when the dots are scraped with a key piece.

What worries the owners is that in some basements, water flows out of the cracks of the switches in a linear manner, and some of the switches are in a closed state, which is very dangerous. "Where does this water come from?" The owners think it's a mystery to be solved.

At about 3 o'clock in the afternoon on May 9, the reporter returned to the ground with the owner again to check the basement, and saw two cars parked on the side of the road in the community.

After the owner asked all the way, it was learned that the staff of the Danzhou Municipal Housing and Urban-Rural Development Bureau accompanied the provincial expert group to the site for investigation. "We've already seen the basement." The relevant personnel did not want to communicate too much with the owner, and after checking on the first floor, they hurriedly left in the car.

Because she went upstairs to get materials and "passed by" the expert group, Sister Qing was so angry about this that she asked the department contact person in the WeChat communication group, "Why don't you let the experts in the province meet with the owner". The latter responded, "in order not to disturb the progress of the expert group's on-site survey".

On May 10, the reporter received confirmation from the Hainan Provincial Department of Housing and Urban-Rural Development that the department did send an expert group to the site of Ocean Flower Island.

The next day, the relevant person in charge of the Danzhou Municipal Housing and Urban-Rural Development Department said in an interview with reporters that the expert group has completed the on-site survey work, and the Danzhou Municipal Housing and Urban-Rural Development Bureau will entrust a third-party authoritative testing agency to conduct the test in the next step, and the test results will be used as the basis for the demonstration of the expert group.

The Danzhou Municipal Bureau of Housing and Urban-Rural Development will organize relevant experts to demonstrate according to the test results, formulate a scientific and effective disposal plan, and properly solve the problems reported by netizens.

On May 13, the owner of the Kapok Garden told reporters that the expert group went to the basement of the community again to investigate, but still did not have any communication with the owner. "At present, the entrance and exit of the basement of the community are closed, and outsiders, including media reporters, cannot enter at will." The owner told reporters.
