In accordance with the spirit of the "Interim Measures for Open Recruitment of Personnel in Public Institutions in Gansu Province" (Gan Banfa [2011] No. 22) and the "Notice on Further Optimizing the Job Management and Open Recruitment of Public Institutions" (Gan Ren Shetong [2020] No. 208) and other documents, the school decided to recruit 40 staff for public examinations. Among them, those employed in teaching and research positions must have worked as counselors for at least 2 years after entry. The relevant matters are hereby announced as follows.

1. Application conditions

1. Have the nationality of the People's Republic of China, support the Constitution of the People's Republic of China, support the leadership of the Communist Party of China and the socialist system, and have good political quality and moral character.

2. Have the physical condition and ability to perform duties normally.

3. Obtain academic qualifications and degree certificates that meet the requirements of the professional (direction) of the position applied for before July 31, 2024, and the academic qualifications obtained outside the country (territory) shall be subject to the certification of the Service Center for Scholarly Study of the Ministry of Education. Among them, the academic level and major (direction) marked on the academic degree certificate shall be consistent with the academic level and major (direction) required by the recruitment position, and the university's own majors and foreign majors shall be determined by the school's open recruitment leading group (hereinafter referred to as the "public recruitment leading group") after research and approval according to the curriculum setting of the major.

4. Age requirements: those with a master's degree must be born on or after May 15, 1988, and those with a bachelor's degree must be born on May 15, 1993 and later (those who require a master's degree must be born on May 15, 1988 and later).

5. Other conditions required for the position to be applied for, please refer to Annex 1 "List of Positions for the Establishment of Staff in Hexi University" (hereinafter referred to as the "Job List").

6. Persons with any of the following circumstances are not allowed to register.

(1) Those who have received criminal punishment for committing a crime, or who have taken compulsory measures for suspected crimes.

(2) It is still in the punishment period.

(3) Those who have been found to have violated the discipline of examination and recruitment such as fraud in the recruitment of civil servants at all levels and in the recruitment of public institutions.

(4) They have been entered into the list of targets for joint disciplinary action for untrustworthiness in accordance with law.

(5) Tampering with or falsifying personnel file materials.

(6) Academic misconduct.

(7) There is a teacher's moral anomie.

(8) Other circumstances that are not allowed to apply for the examination according to laws and regulations.

2. Recruitment procedures

(1) Registration and preliminary examination of qualifications

1. Job inquiry

Applicants carefully read this announcement and Annex 1 "Job List", learn more about the relevant information, determine the position to apply for, and each applicant is limited to 1 position.

2. Registration

(1) Registration time

10:00 a.m. on May 15, 2024 to 10:00 a.m. on May 20, 2024.

(2) How to register

Applicants enter the registration system listed in Annex 2, register and fill in the application information and submit relevant materials. The information and materials submitted by the applicant must be true, accurate and valid, and meet the conditions of the position reported, otherwise the consequences shall be borne by the applicant.

(3) Preliminary examination of qualifications

From 10:00 on May 15, 2024 to 22:00 on May 20, 2024, the Office of the Public Recruitment Leading Group will conduct a preliminary review of the application information materials submitted by the candidates according to the requirements of the announcement and the conditions of the recruitment position, and feedback the results of the preliminary review. Applicants enter the inquiry system listed in Annex 2 to check whether they have passed the preliminary examination of qualifications.

Those who fail to pass the preliminary examination of qualifications can be re-applied to other positions; Those who have passed the preliminary examination of qualifications cannot be re-applied to other positions. Applicants who register on the last day of registration and fail to pass the preliminary examination will be responsible for not being able to apply for other positions.

(4) Registration and payment

From 10:00 on May 21, 2024 to 10:00 on May 24, 2024, candidates who have passed the preliminary examination of qualifications will pay a registration examination fee of 150 yuan according to the spirit of document [2019] 422.

After the payment is successful, the applicant should print the official payment receipt and keep it properly. Applicants should take the examination with the original valid resident ID card (or temporary ID card) and payment receipt.

(2) Written examination

1. Time and place

08:30-10:30 on June 8, 2024, Hexi University Headquarters (No. 846, Beihuan Road, Zhangye City, Gansu Province), please check the specific examination room arrangements on the website of the Personnel Office of our university after 10:00 on June 7.

2. Formal content

Adopt a closed-book form, implement a 100-point system, the content of the written examination for the post of counselor is the basic knowledge of public knowledge and vocational ability test, etc., and the content of the written examination for the rest of the post is the professional basic knowledge necessary for the post. The written test questions are commissioned by a third party.

3. Draw a minimum control score

When the ratio of the actual number of people participating in the written test to the number of recruitment plans for any position does not reach 3:1, our school will delineate the minimum control score line for the position as 60 points, and those who cannot reach the minimum control score line will be disqualified from entering the next link.

4. Written test results will be released

The results of the written test will be announced on the website of the Personnel Office of our university within 2 working days after the end of the written test (before 22:00 on June 11, 2024), and the interview candidates will be determined according to the ratio of 3:1 between the number of interviewers and the number of recruitment plans according to the order of the written test results from high to low, and the qualification review and interview will be arranged.

(3) Qualification review

All candidates who enter the interview will participate in the qualification review, and the specific time and place are subject to the arrangements made when the written test results are released. The following materials are required for the qualification review:

(1) Original ID card.

(2) Applicants with a work unit must provide the original certificate of consent issued by the department with personnel management authority.

(3) The original of other materials required by the recruitment position.

For applicants who do not meet the application conditions, the relevant information in the application materials is false, have a work unit but cannot provide the certificate of consent issued by the department with personnel management authority, and cannot participate in the qualification review on time, they will be disqualified from participating in the interview and other follow-up recruitment links. Vacancies for interviewers due to the above reasons will be filled in the order of the written test results from high to low.

(4) Interview

1. Time and place

The specific time and place of the interview are subject to the arrangements made when the written test results are released.

2. Form and performance accounting

(1) The interview will be conducted by means of teaching ability test, practical ability test, comprehensive ability test, etc.

The teaching ability test is conducted in the form of a simple class of about 15 minutes, focusing on the assessment of the applicant's teaching practice ability, comprehensive quality, and understanding the candidate's ability to deal with teaching problems and classroom organization in an emergency. The practical ability test is carried out in the form of practical operation and performance creation, focusing on the practical operation and hands-on ability of the candidates; The comprehensive aptitude test adopts the method of structured interview, focusing on the candidate's appearance, ideology, professional quality, logical thinking, language communication, planning and organization, interpersonal cooperation, and ability to deal with practical problems.

(2) Interviews for counselor positions and party and government management positions will only be arranged for comprehensive ability testing. For medical-related teaching and research positions (codes 20240305 and 20240306), two links will be arranged: teaching ability test and comprehensive ability test, and 50% of the results obtained will be included in the total score of the interview; The teaching and research positions of audio-related physical arts (code range 20240307-20240311) will arrange three links: teaching ability test, practical ability test and comprehensive ability test, and the results obtained will be included in the total score of the interview at 25%, 25% and 50% respectively. The financial and accounting positions and the physician positions are arranged in two parts: the practical ability test and the comprehensive ability test, and 50% of the results obtained will be included in the total score of the interview.

(3) The 100-point system is used in all aspects of the interview, and the results of each link are announced on the spot, and the candidates confirm and sign.

3. Draw a minimum control score

When the ratio of the actual number of participants to the number of recruitment plans in any part of the interview for any position does not reach 3:1, our school will delineate the minimum control score line of the interview link for the position as 60 points, and those who fail to reach the minimum control score line will be disqualified from entering the next link.

(5) Accounting and publication of the final results of the examination

The final score of the examination for the teaching and research position of audio-related physical arts (code interval 20240307-20240311) shall be determined by the sum of 40% of the written test score and 60% of the total interview score. The final score of the examination for the rest of the positions is determined by the sum of 60% of the written test score and 40% of the total interview score. If there is a decimal place in the written test score, the total interview score and the final test score, it will be rounded to two decimal places. Those who are absent from any part of the test will not be counted as a total score.

The final results of the examination will be announced on the website of the Personnel Office of our school on the day of the end of the interview, and at the same time, the list of candidates who will enter the physical examination and inspection link will be determined in equal amounts according to the number of recruitment plans and the final score of the examination from high to low, which will be publicized and arrangements will be made for related matters.

When the final scores are tied, the order will be determined according to the written test scores, and when the written test scores are still the same, the order will be determined by means of additional test interviews.

(6) Physical examination

The physical examination shall be carried out in the designated hospital, and the expenses shall be borne by the applicants, and the physical examination standards shall be implemented in accordance with the "Notice on Revising the Physical Examination Standards for the Recruitment of Civil Servants in < (Trial) (Trial) > and the Operation Manual of Physical Examination for the <Recruitment of Civil Servants (Trial>) (No. 140 [2016] of the Ministry of Human Resources and Social Security). If the applicant has any objection to the physical examination, he or she can apply for a re-examination within 3 days of receiving the physical examination results, and the re-examination will only be conducted once, and the conclusion of the physical examination shall be subject to the re-examination conclusion.

(7) Investigation

Form an inspection team of more than two people, and conduct a comprehensive investigation of the morality, ability, diligence, performance, learning, and integrity of the subject by means of individual conversations, access to archives, and identification of the original training (work) unit.

The inspection runs through the whole process of recruitment, and if the applicant provides false materials, conceals the truth or has other behaviors that obstruct the inspection work, interfering with or influencing the conclusion of the objective and fair inspection, he or she will not be hired.

(8) Determine the personnel to be hired and publicize them

According to the results of examinations, physical examinations and inspections, the proposed personnel will be determined on the basis of merit, and publicized on the public notice board of the personnel department of Hexi University for 5 working days.

For the problems reflected in the announcement, after investigation and verification, the proposed personnel who do not meet the employment conditions will be disqualified.

If there is a vacancy due to the qualifications for the examination, the physical examination, the inspection is not qualified, or the applicant voluntarily gives up, etc., the position shall be filled in equal amounts according to the final score of the post from high to low, and the relevant procedures shall be completed as required.

(9) Approval, filing and employment

If there is no objection to the expiration of the publicity period, it will not affect the employment of the proposed personnel, and it shall be submitted to the Provincial Department of Education for approval and the Provincial Department of Human Resources and Social Security for the record, and the employment procedures shall be handled after the relevant provisions of the post establishment management shall be determined, the employment contract shall be signed, and the relevant procedures shall be handled.

(10) Probationary period assessment

The probationary period system shall be implemented in accordance with the provisions of the hired personnel, and the probationary period shall be included in the contract period. After the expiration of the probationary period, the assessment shall be conducted, and those who pass the assessment shall be graded in accordance with the relevant regulations; If the assessment is not qualified, the employment will be cancelled.

3. Other precautions

2. This recruitment does not specify the examination textbooks, does not delineate the scope of the examination, and does not hold or entrust any institution to hold examination coaching training.

3. The qualification review runs through the whole process of recruitment, and if the relevant materials and information are not true and affect the results of the qualification review, no matter when it is found, once it is verified, the qualification will be cancelled, and the fee paid will not be refunded; where the circumstances are serious, pursue relevant responsibility.

4. Open recruitment is to be carried out under the supervision of discipline inspection and supervision bodies. Violations of rules and discipline in recruitment work may be reported to the discipline inspection and supervision bodies.

5. Applicants shall not apply for recruitment positions that constitute a recusal relationship after being hired, that is, the positions of employers with whom they have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close in-law relationship as a leading member, as well as other positions with other influencing circumstances.
