The promulgation of this policy aims to alleviate the shortage of hotel resources in the Co-operation Zone on the one hand, and on the other hand, to make full use of the existing commercial office building resources, optimize the development space of the tourism industry, better integrate and give full play to its functions, and empower the development of tourism in Hengqin and Macao.

Zhang Guoji said that in order to respond to the policy of "group entry and group exit" and the high-quality development trend of the hotel industry in the In-depth Cooperation Zone, implement the high-level policy of the Ministry of Natural Resources, and support the high-quality development of the cultural, tourism, convention, exhibition and trade industry, one of the "four new" industries in the In-depth Cooperation Zone, the Urban Planning and Construction Bureau of the In-depth Cooperation Zone, together with the Economic Development Bureau, actively explored the method of adjusting the existing commercial office buildings to hotels for temporary use under the premise of complying with the plan and ensuring safety, which has developed a feasible path for the adjustment of existing commercial office buildings in the in-depth cooperation zone to temporary use of hotels.

(1) Revitalize building resources and expand tourism carrying capacity
According to the data, there are currently 31 non-star hotels in the zone, with a total of 9,227 rooms, and hotel resources need to be expanded urgently.
The implementation of the policy can make better use of the resources of existing commercial office buildings, integrate and give full play to their functions, further promote the development of the hotel industry in the In-depth Cooperation Zone, expand the tourism carrying capacity, and empower tourism consumption in Hengqin and Macao.
(2) To build "Hotel+" and promote the organic integration of multiple industries in Hengqin and Macao

A few days ago, the first group of the "Hengqin and Macao Tour Group" has successfully concluded its trip, during which tourists will stay at hotels in Hengqin and Macao for one night each to experience the charm of different nightlife.
The release of this policy will further promote the development of Hengqin's hotel industry in a richer and more diversified direction, which will facilitate the mutual delivery of tourists from Hengqin and Macao, and strengthen the linkage between the two places.
(4) Enriching the space for tourism choices and enhancing the tourism attractiveness of Hengqin and Macao
