Recently, the Chinese Academy of Surveying and Mapping led the compilation of the "Technical Guidelines for Spatial Accounting of Land Carbon Budget" group standard approved by the China Society of Surveying and Mapping. This standard is the first comprehensive carbon budget accounting group standard in the field of surveying, mapping and geographic information, which fills the gap in this field.
The standard was established in 2022 and lasted for 2 years, and was jointly established by the Academy of Surveying and Surveying, the Land Improvement Center of the Ministry of Natural Resources, the Wuhan Institute of Surveying and Mapping, the Guangzhou Urban Planning Survey and Design Institute Co., Ltd., the Jiangsu Basic Geographic Information Center, the Ningbo Institute of Surveying, Mapping and Remote Sensing Technology, the Shanxi Institute of Surveying, Mapping and Geoinformation, Beijing Siwei Vision Information Technology Co., Ltd., the China Green Carbon Sequestration Foundation, the Guangdong Institute of Carbon Neutrality (Shaoguan), the Research Center for Eco-Environmental Sciences of the Chinese Academy of Sciences, and the Beijing Aerospace Worldview Information Technology Co., Ltd, Qingdao Yuehai Information Service Co., Ltd., Guangzhou Institute of Geography, Guangdong Academy of Sciences, Xuzhou Tongshan District Natural Resources and Planning Bureau, Yancheng Dafeng District Natural Resources and Planning Bureau, Wuxi Natural Resources and Planning Bureau Binhu Branch and other 16 enterprises and institutions jointly compiled.
In response to the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality" and the "Implementation Plan for the Consolidation and Improvement of Ecosystem Carbon Sequestration Capacity" jointly issued by the Ministry of Natural Resources, the National Development and Reform Commission, the Ministry of Finance and the National Forestry and Grassland Administration, the standard establishes a scientific and effective spatial accounting technology system for terrestrial carbon budget, and provides the principles and scope of spatial accounting of terrestrial carbon budget, content, process, data collection and processing, spatial accounting of carbon sources, spatial accounting of carbon sinks, spatial accounting of carbon budget, and quality control and assurance, etc., ensure that there are standards for carbon budget accounting and carbon map production at or above the county level in mainland China.
