Under the conventional certification mode, from the completion of construction to the start of operation, the shipowner needs to "run one by one, one by one" among the maritime affairs, transportation, ship inspection, financial supervision and other departments, and obtain more than 30 ship statutory certificate documents in 10 categories, such as inspection, registration, manning, operation, insurance, etc., with many application links, miscellaneous materials, complicated procedures and long time-consuming, with an average total time of 40 working days.
In order to create a convenient, flexible, transparent, fair and efficient market business environment and promote the construction of a regional shipping and logistics center in Nanjing, since 2022, Nanjing Maritime Safety Administration, Nanjing Municipal Transportation Bureau and Jiangsu Branch of China Classification Society have pioneered the "one-stop" service initiative for the legal certificate documents of new ships nationwide.

"One-stop" mechanism
The three units of sinking shipping enterprises to carry out in-depth research, fully grasp the needs of enterprises, comprehensively analyze the key elements involved in the handling of ship statutory certificate documents, start from streamlining materials, optimizing processes, coordination and mutual assistance, data sharing and other links, boldly innovate, have the courage to try, and actively explore, form a "one-stop" service mechanism for new ship statutory certificate documents, and continue to update and improve according to new situations and new problems.

"One" window
The three units gave full play to the functional advantages of the public service hall of Nanjing Yangtze River Shipping Service Center, and jointly set up a "comprehensive service window" for new ships to realize "one window" for all business, "one window" for all materials to be submitted, and "one window" for all certificates to be issued.
The three units innovated the law enforcement process, broke the existing shackles, and compiled the "Application Form for One-stop Handling of Ship Navigation Certificates" to achieve "one form, one set of materials, joint and parallel reporting, and parallel processing", reducing a total of 20 materials and saving 50% of materials.

"All-in-one" approval
Anchoring the "3 working days" time limit requirements, through law enforcement information sharing, through the information flow blockage, through the optimization of law enforcement business processes, smooth internal approval mode, the establishment of maritime "one-window acceptance", transportation, ship inspection, financial supervision and other units "multi-window sharing" parallel review and approval mode, for shipping enterprises to provide efficient, fast and high-quality "integrated" approval services.

"Unanimous" praise
Since the launch of the "one-stop" service initiative for the statutory certificate of new ships, the average cost of each item has been saved for enterprises by more than 500 yuan, which is very convenient for the majority of shipping enterprises and practitioners in Nanjing, and has been highly affirmed and recognized by leaders at all levels in Nanjing.
Nanjing MSA will adhere to the principle of "doing practical things for the people", continue to deepen the reform of "delegating power, delegating power, and providing services" in maritime government services, and actively promote the implementation of policies such as "cross-domain handling" of maritime government services in the Yangtze River Delta, one-stop handling of navigation certificates, and non-stop sailing certificates, so as to help the high-quality development of shipping enterprises.
