Bad signals and rising numbers tug at people's heartstrings. The officers and men of the Qinzhou Military Sub-district acted quickly and promptly launched the fourth-level emergency response for emergency rescue and disaster relief, which was then upgraded to the second-level response.
In accordance with the principle of "advance deployment, comprehensive preparation, and full-time preparation", we will promptly connect with the Municipal Flood Control Office, water conservancy, hydrology, meteorology, urban management and other departments, launch a consultation system, and establish a joint prevention and control mechanism for mutual information sharing and complementary forces. Organize personnel to investigate the barracks and their affiliated power and communication facilities. Visit nearby residents from house to house to understand the needs of the masses and solve their urgent needs for the masses.
Refine the prevention and control plan, consolidate responsibilities, strengthen on-duty duty, and keep the personnel of the five emergency duty detachments on duty. More than 3,100 pieces of materials and equipment in 13 categories such as life jackets, lifebuoys, rubber boats, lifesaving ropes, and woven bags have been supplemented and improved. In accordance with the method of training and preparing for duty, four armed forces units were organized to carry out flood fighting training in assault boat operation, water search and rescue, and dam construction, so as to ensure that there was a situation in a scientific manner and timely disposal.
In the pouring rain, the city was seriously waterlogged, and the officers and men took to the streets to investigate the dangerous situation, divert traffic, and rescue the trapped people. After the heavy rain, the flood gradually receded, and the officers and men walked the streets and alleys to clean up the environment with brooms, shovels, and bucket trucks in hand.
All along, the Qinzhou Military Sub-district has closely focused on the requirements of "preventing major floods, rushing out of major dangers, and providing relief from major disasters," closely followed the reality of many typhoons and heavy rainfall in the rainy season in the garrison, and perfected supporting plans for non-war military operations such as flood fighting, emergency rescue, and wind prevention and disaster relief. We will regularly carry out live military drills, standardize the procedures and methods for the subordinate people's armed forces units to participate in emergency rescue and disaster relief operations, smooth the military-civilian emergency rescue and disaster relief linkage mechanism, and continuously improve the efficiency of military and civilian command and disaster relief capabilities.
