▶ Fire Protection Law of the People's Republic of China
Article 28 stipulates that no unit or individual shall occupy, block, or close evacuation passages, safety exits, or fire truck passages. Doors and windows in crowded places shall not be equipped with obstacles that affect escape and fire fighting and rescue.
Article 60 stipulates: Anyone who occupies, blocks, or closes the passage of fire trucks and obstructs the passage of fire trucks shall be ordered to make corrections and shall be fined not less than 5,000 yuan but not more than 50,000 yuan, and shall be given a warning or fined not more than 500 yuan to individuals.
▶ Regulations on Fire Safety Management of High-rise Civil Buildings
Article 28 of Chapter 3 stipulates that the evacuation channels and safety exits of high-rise civil buildings shall be kept unblocked, and it is forbidden to stack items, lock exits, and set up obstacles. It is forbidden to occupy or block fire hydrants, to stack sundries in the fire hydrant box, and to stack items under the fire shutter.
Article 37 of Chapter 3 stipulates that it is forbidden to park or charge electric bicycles in the public foyers, evacuation walkways, stairwells, and safety exits of high-rise civil buildings. In violation of this provision, the fire and rescue agency shall order corrections and impose a fine of not less than 500 yuan but not more than 1,000 yuan on non-business units and individuals.
