Chapter I: General Provisions
Article 1: In order to ensure the smooth progress of the enrollment work of Shandong Police College, standardize enrollment behavior, and safeguard the legitimate rights and interests of candidates, in accordance with the "Education Law of the People's Republic of China", "Higher Education Law of the People's Republic of China", "People's Police Law of the People's Republic of China", "Regulations on the Management of Students in Ordinary Institutions of Higher Learning", "Opinions on Strengthening the Recruitment of People's Police in Public Security Organs", "Opinions on the Reform of the Recruitment and Training System of Public Security Professionals in Public Security Colleges and Universities", and "Pilot Plan for Deepening the Comprehensive Reform of Examination and Enrollment in Colleges and Universities in Shandong Province" and other laws, regulations and policy documents, combined with the actual situation of the school, this charter is formulated.
Article 2 This charter applies to the enrollment of general higher education in Shandong Police College in 2024.
Article 3: The enrollment work of Shandong Police College highlights political standards, and follows the principles of "fair competition, fair selection, openness and transparency, comprehensive assessment of morality, intelligence, physical fitness, aesthetics, and labor, comprehensive evaluation, and merit-based admission". The enrollment work of Shandong Police College is subject to the supervision of the education enrollment examination department, the discipline inspection and supervision department, the candidates, their parents and all walks of life.

Chapter III Organizational Structure
Article 9 The University shall set up a leading group for enrollment work, which shall be responsible for formulating specific policies for the enrollment work of the University and researching and deciding on major issues in the enrollment work.
Article 10 The Admissions Office is a permanent institution for the University to organize and implement the enrollment work, and is responsible for the daily work of the University's undergraduate enrollment.
Article 11 The University shall set up an enrollment supervision team to carry out comprehensive supervision over the enrollment work, ensure the normal order of the enrollment work, and safeguard the legitimate rights and interests of candidates.
Chapter 4 Enrollment Majors and Plans
Article 12 The 2024 enrollment plan of the University shall be subject to the approval of the Shandong Provincial Department of Education. Enrollment majors include:
(1) Public security majors: investigation, public security, economic crime investigation, public security intelligence, 4 years of study, awarded a bachelor's degree in law. Candidates are required to take a political subject in order to sit for the examination.
(2) Public security technology majors: criminal science and technology, traffic management engineering, network security and law enforcement, 4 years of schooling, awarded a bachelor's degree in engineering. Candidates must take both Physics and Chemistry at the same time to apply for the exam.
Article 13 The school's enrollment plan and specific majors will be announced to the candidates and the public through the admissions authorities at all levels and the school's website.
Chapter 5 Admission Rules
Article 14 Candidates who apply for the examination of our school shall meet the following qualifications:
1. Have the nationality of the People's Republic of China;
2. Abide by the Constitution and laws of the People's Republic of China;
3. Love the motherland, the people, the Communist Party of China, and the socialist system with Chinese characteristics;
4. Volunteer to engage in public security work, love the people's public security cause, and be determined to study hard, work hard and dedicate to defending the country's political security and social stability;
5. Be over 16 years old and under 22 years old (born between September 1, 2002 and August 31, 2008), unmarried;
6. Graduated from ordinary senior high school, have household registration in Shandong Province and participate in the 2024 summer examination for general college enrollment in Shandong Province;
7. Have good ideological and political quality and moral character, and meet the political requirements for enrollment of public security majors in public security colleges and universities;
8. Have good physical condition and psychological quality, and meet the standards of public security professional admissions interview, physical examination and physical fitness assessment of public security colleges and universities.
Article 15 Candidates must participate in the political inspection, interview, physical examination and physical fitness assessment of public security colleges and universities organized by the Political Department of the Shandong Provincial Public Security Department.
Article 16: Political investigations. The items and standards for political inspections are to be implemented with reference to the relevant provisions of the public security organs' recruitment of people's police.
Article 17 Interview. The interview is mainly based on the motivation for applying for the examination, thinking and expression ability, physical coordination ability, etc., and the requirements of the Ministry of Public Security and the Ministry of Education, to identify whether the candidate is suitable for receiving public security college education and engaging in public security work.
Article 18 Physical examination. The items and standards for physical examinations are to be implemented with reference to the relevant provisions of the public security organs on the recruitment of people's police, for details, please refer to the "General Standards for Physical Examinations for Civil Servants (Trial)" (Ministry of Human Resources and Social Security Fa (2016) No. 140) and "Special Standards for Physical Examinations for Civil Servants (Trial)" (Ministry of Human Resources and Social Security (2010) No. 82). At the same time, the following conditions should also be met:
(1) Height: 170 cm and above for men and 160 cm and above for women.
(2) Body mass index (unit: kg/m²): between 17.3 and 27.3 for males (inclusive, rounded to one decimal place when calculating, the same below), and between 17.1 and 25.7 for females.
(3) Visual acuity: The unaided visual acuity of any eye is 4.8 or above.
(4) Color vision: no color blindness, no color weakness.
(5) Appearance: no less whiteheads, no thoracic deformity, no scoliosis, hunchback, knee varus and femoral medial condylar distance of no more than 7 cm, knee valgus tibia medial malleolus distance of no more than 7 cm, no flat feet with complete disappearance of plantar arch, no scars affecting the function of the body, no scars on the face and neck, no varicose veins of the lower limbs, no axillary odor, common internal and external strabismus not more than 15 degrees, no lip, palate or cleft lip after surgery.
Article 19 Physical fitness assessment. The items and standards of physical fitness assessment shall be implemented with reference to the relevant provisions of the National Student Physical Health Standards (Revised in 2014), as follows:
(1) 50-meter run. Number of measurable times: 1 time, passing standard: 9.2 seconds for male ≤, 10.4 seconds for female ≤;
(2) Standing long jump. Number of measurements: 3 times, passing standard: male ≥ 2.05 meters, female ≥ 1.5 meters;
(3) 1000m run (men) / 800m run (women). Measurable times: 1 time; Eligibility criteria: 4 minutes and 35 seconds for men≤ and 4 minutes and 36 seconds for women's ≤.
(4) Pull-ups (male)/sit-ups (female). Measurable times: 1 time; Eligibility criteria: 9 times/min for ≥ men, 25 times/min for women≥;
All of the above four items should be evaluated. Among them, if there are 3 or more standards, the physical fitness assessment conclusion is qualified.
Article 20 The admission batch of the school shall be approved in advance for the general category.
Article 21 According to the documents of the Shandong Provincial Education Admissions Examination Institute and the Political Department of the Shandong Provincial Public Security Department, the school enrollment plan is pre-assigned to 16 cities in the province. Among the candidates who have passed the political inspection, interview, physical examination and physical fitness assessment, according to the requirements of the selected subjects, they will be divided into cities, men and women, and they will be admitted in order according to the candidates' scores from high to low.
Article 22 For candidates with the same scores, the school will admit them in accordance with the following rules:
Candidates will be admitted according to whether they enjoy the preferential admission policy under the same conditions as the summer college entrance examination, and the candidates' interview scores, language scores, mathematics scores, foreign language scores, and physical fitness assessment scores.
Article 23 If the first time to fill in the volunteer online student source is insufficient, by the Shandong Provincial Education Admissions Examination Institute online to announce the remaining plan, has participated in the unified organization of political investigation, interview, physical examination, physical fitness assessment and qualified candidates can be the second time to fill in the volunteer.
Article 24 The minimum control score for admission shall be implemented in the first section of the general category announced by the Shandong Provincial Education Admissions Examination Institute.
Article 25 The school shall recognize the candidates who meet the requirements of the state for extra points.
Article 26 The public foreign language course of the school is English, and candidates with other languages who apply for our school must change to English after admission.
Article 27 When determining the majors to be admitted to candidates, the method of giving priority to scores and following the willingness to do so shall be implemented, taking into account factors such as the ratio of men and women and the distribution of prefectures and cities. If the candidates whose scores meet the admission requirements cannot meet the professional preferences they fill in, if they obey the major adjustment, they will be transferred to other majors according to the candidates' scores if they meet the requirements of the selected subjects; If you do not obey the professional adjustment, you will be treated as a defilement.
Article 28: The admission of children of public security heroes and martyrs is to be carried out in accordance with the documents of the Ministry of Public Security and the Ministry of Education.
Article 29 The admission results shall be announced to the public in accordance with the channels and school websites uniformly prescribed by the Shandong Provincial Department of Education.
Chapter VI Fees, Refund Standards and Subsidy Policies
Article 30 The tuition fee standard shall be implemented in accordance with the Notice of the Shandong Provincial Development and Reform Commission, the Shandong Provincial Department of Finance and the Shandong Provincial Department of Education on Standardizing and Improving the Tuition Fee Policy of Colleges and Universities (Lu Fa Gai Price [2023] No. 559). The refund shall be carried out in accordance with the relevant national and provincial regulations.
Article 31 The University assists students in completing their studies through various forms of funding, such as awards, loans, grants, subsidies, and exemptions. Students from financially disadvantaged families can apply for student loans, "green channels", scholarships and grants, tuition waivers, work-study programs and other financial assistance programs. The conditions and standards of funding shall be implemented by the school according to the economic situation of the student's family, in accordance with the "Measures for the Management of Student Financial Aid Funds in Shandong Province" (Lu Cai Kejiao [2022] No. 17) issued by 5 departments including the Provincial Department of Finance and the Provincial Department of Education, as well as the relevant regulations of the school.
Chapter VII Qualification Review and Certificate Issuance
Article 32 After the new students enter the school, the school shall conduct a review of their admission qualifications in accordance with the relevant regulations. Those who pass the re-examination will be registered as students, and will wear uniform people's police uniforms and student logos during the school period, and implement strict policing management; Those who fail to pass the re-examination will be disqualified from admission.
Article 33: The University shall issue a general higher education undergraduate diploma to students who meet the graduation requirements of their major within the prescribed number of years, and the name of the school issuing the certificate: Shandong Police College; Students who meet the relevant regulations on the awarding of degrees by the university will be awarded the corresponding bachelor's degree certificates.
Article 34: On the basis of the "Opinions on Strengthening the Recruitment of People's Police in Public Security Organs", "Opinions on the Reform of the System for the Recruitment and Training of Public Security Professionals in Public Security Academies" and other documents, students of our school who meet the requirements for graduation at the time of graduation, can obtain the corresponding academic qualifications, and meet the basic qualifications for the people's police, are to participate in the unified examination for the recruitment of people's police by the public security organs for graduates of public security colleges and universities in that year, and are to be hired to the public security organs on the basis of merit; They can also participate in the examinations of other organs, enterprises and institutions, or choose their own jobs.

Article 36 The University does not entrust any intermediary agency or individual to conduct the training and admission of admissions interviews, physical examinations and physical fitness assessments, and does not charge any fees other than those stipulated by the state. Our school reserves the right to investigate the responsibility of intermediaries or individuals who carry out illegal enrollment publicity and other activities in the name of Shandong Police College.
Article 37 If there is any conflict between the previous requirements and regulations of the University regarding enrollment and this Charter, this Chartered Charter. In case of changes in national laws, regulations, rules and relevant policies of superiors, the changed provisions shall prevail. Matters not covered herein shall be implemented in accordance with the relevant provisions of the superiors.
