The 20th National Congress of the Communist Party of China (CPC) made clear arrangements to improve the supervision system of the Party's unified leadership, comprehensive coverage, authority and efficiency, improve the power supervision and restraint mechanism, and promote the integration and coordination of various types of supervision with intra-Party supervision as the leading role.

On January 31, the Political Bureau of the CPC Central Committee deliberated on the "Regulations of the Communist Party of China on Inspection Work", emphasizing that it is necessary to give full play to the role of comprehensive supervision of inspections, strengthen the integration and coordination of inspections and other supervision, and form a joint force of supervision.

A distinctive feature of the newly revised "Regulations of the Communist Party of China on Inspection Work" (hereinafter referred to as the "Regulations") is that it adheres to the concept of systems, clarifies responsibilities and refines mechanisms from the perspective of improving the supervision system of the Party and the state, so as to provide institutional support and guarantee for giving full play to the role of comprehensive supervision of inspections.

Strengthen the main responsibility for inspection work, and clarify the specific requirements for Party committees (Party groups) to grasp inspections

The party organization that carries out the inspection work bears the main responsibility, and only when the party committee (party group) attaches importance to it, especially the main person in charge, the inspection work will be authoritative and effective, and the comprehensive supervision role of the inspection can be fully demonstrated. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has taken the lead in setting an example, personally studying each round of inspection tasks, personally listening to the report of each round of inspection, and personally deploying the implementation of inspection and rectification, setting a glorious example for the whole party. For party committees (party groups) at all levels, whether or not they attach importance to inspections and whether they can do a good job in inspections is a test of the "four consciousnesses" and a test of the political responsibility and political ability to govern the party.

The newly revised "Regulations" set out a separate article on the main responsibility of the inspection work, emphasizing that "the Party organization carrying out the inspection work shall take the inspection as an important starting point for promoting the comprehensive and strict governance of the Party and performing the duties of comprehensive supervision" and "the main person in charge of the Party organization shall bear the responsibility of the first person responsible for the inspection work". The "Regulations" also clarified the 8 main responsibilities of the Party organization that carries out the inspection work, such as implementing the decision-making and deployment of the Party Central Committee on the inspection work and the important instructions and requirements of General Secretary Xi Jinping on the inspection work, studying and deploying the major matters of the inspection work, reviewing and approving the inspection work plan, annual plan and stage task arrangement, making overall plans to promote the full coverage of the inspection, regularly listening to the inspection work report, coordinating and strengthening the inspection rectification and the application of the results, and coordinating the construction of the inspection and inspection up and down linkage work pattern. Coordinate and strengthen the construction of inspection institutions and cadres, and so on.

These provisions clearly and specifically point out what and how to grasp the main responsibility for the implementation of inspection work. The implementation of the "Regulations" requires the party organizations that carry out the inspection work to take the inspection as a matter within their own division and responsibility, especially the "top leader" to take the initiative to lead the front, personally deploy important work, personally inquire about major matters, personally coordinate important links, and personally supervise important issues, so as to promote the formation of a vivid situation of grasping the level at the level and grasping the implementation at all levels.

Give play to the role of comprehensive supervision of inspections, and promote the integration and coordination of inspections and other supervision

As an important starting point for Party committees (Party groups) to perform their overall supervision duties, inspections have the practical basis and organizational advantages of coherence and coordination. In the first and second rounds of inspections of the 20th Central Committee, the central inspection agencies strengthened the overall planning and connection with the discipline inspection and supervision organs throughout the process, improved the pre-inspection briefing, and communicated and consulted on major issues and clues in a timely manner during the inspection; In close cooperation with the organization department, special inspections were carried out on the selection and employment of 61 units in combination with inspections, and the "living situation" of the inspected party organization leadership team was explored; Establish coordination and cooperation mechanisms with relevant functional departments, and coordinate policy consultation, professional support, etc...... The synergy between inspections and other supervision has been continuously strengthened.

The revised "Regulations" summarize practical experience and make provisions on promoting the coordination of inspections and other supervision from three aspects.

-- Clarify that Party organizations, leading groups for inspection work, and offices for leading groups for inspection work shall combine their respective responsibilities and positioning, complete and improve systems and mechanisms, and promote the integration and coordination of inspections and other oversight.

-- Stipulates that discipline inspection and supervision organs and organizational departments shall assist Party organizations at the same level in carrying out inspections, and departments and units such as for publicity, united front, politics and law, confidentiality, auditing, finance, statistics, and letters and visits shall support inspections and coordinate efforts such as personnel selection, circulars, policy consultation, problem research and judgment, coordination of measures, rectification and supervision, and use of results.

——Reflect the requirements of supervision and coordination in all aspects of inspection preparation, understanding, reporting, feedback, handover, and rectification. For example, Article 21 of the "Regulations" stipulates that before the inspection team carries out inspections, it shall, according to the needs of its work, listen to the relevant briefings of the discipline inspection and supervision organs at the same level and the departments and units of organization, publicity, united front, politics and law, confidentiality, auditing, finance, statistics, letters and visits, etc., on the leading group of the Party organization being inspected and its members. Article 26 stipulates that the inspection team may communicate with the relevant functional departments and listen to their opinions on important policy issues reflected in the inspection report.

"The purpose of these regulations is to concretize and institutionalize the requirements for the coordination of inspections and other supervision, better play the role of comprehensive supervision of inspections, achieve system integration, coordination and efficiency, and better transform the advantages of the system into supervision efficiency." Improve the pattern of linkage between the upper and lower levels, and add a new chapter to stipulate the patrol work

After ten years of development in the new era, our party has established a four-level inspection and inspection system at the central, provincial, municipal and county levels, built a work pattern of linkage between the upper and lower levels, and has become an important force in promoting the comprehensive and strict governance of the party and strengthening the party's self-revolution. Inspections are an important part of the inspection work, an important institutional arrangement for promoting the extension of comprehensive and strict governance of the party to the grassroots level, and an effective way to strengthen supervision at the grassroots level and improve grassroots governance.

The Party Central Committee has made it clear that it is necessary to carry out inspections with inspections, give full play to the advantages of the system of linkage between the upper and lower levels, and firmly weave a dense supervision network. A new chapter has been added to the Regulations to provide for inspections.

With regard to the main body of inspection work, the "Regulations" stipulate that "the Party city (prefecture, prefecture, league) and county (city, district, banner) committees shall establish an inspection system and set up an inspection agency to achieve full coverage of the Party organizations under their management within one term of office". At the same time, considering that in practice, some subordinate institutions of central units and units directly under provinces, autonomous regions and municipalities have also explored and carried out internal inspections, and the "Regulations" clearly state that "if other Party organizations need to carry out inspection work, they shall report to the Party Committee (Party Group) for approval through the leading group for inspection work of the Party committee (Party group) at a higher level", which not only leaves room for practical exploration, but also prevents the generalization of inspection work.

Regarding the content of inspection and supervision, the "Regulations" clearly state that "the inspection work shall adhere to the positioning of political supervision, focus on the implementation of the Party Central Committee's decision-making and deployment at the grassroots level, the unhealthy trends and corruption around the masses, the construction of grassroots party organizations and party members, and strengthen supervision and inspection through inspection and rectification and the use of results".

With regard to the targets of city and county inspections, the "Regulations" not only include the party organizations directly managed by the city and county party committees as the objects of inspection, but also include the village (community) party organizations in the scope of inspection by the county (city, district, banner) party committees for the first time.
